About this file

This document contains questions from offerors and responses from the government regarding Solicitation Number W912DW20Q0009 for preventative maintenance and repair services of World War II era and relocatable facilities at Joint Base Lewis-McChord in Washington state. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses. The contractor will be responsible for providing all tools, equipment, and replacement specialty bulbs and lighting required to perform the contract. While some asbestos surveys exist for certain buildings, there is no asbestos information available for most buildings. Proposals are limited to two pages for each preventative maintenance and call center project experience example provided by the offeror. The combined synopsis and solicitation procedure is being used to issue this solicitation, so the SF1449 form will be provided at time of award rather than with the solicitation.

Offeror Questions and Government Responses 1

W912DW20Q0009

Preventative Maintenance and Repair of World War II Era and Relocatable Facilities, Joint

Base Lewis-McChord (JBLM), WA

1. Offeror Question: The site visit did not include a tour of all the buildings in the building list. There are some buildings like the motor pool facilities that typically have high ceilings and special industrial lighting. Is the contractor responsible for the material costs associated with the replacement of this specialty bulbs/lighting equipment?

Government Response: The contractor is responsible for the material costs associated with the replacement of this specialty bulbs/lighting equipment.

2. Offeror Question: Will the Government consider providing the scissor and JLG lift equipment required for the maintenance and repair activity or does the contractor need to include that pricing in its proposal?

Government Response: The contractor, as it states in the revised PWS para 1.1, is responsible for providing all tools and equipment necessary to perform this contract. This includes scissor lifts, if necessary.

3. Offeror Question: Attachment 8 shows facilities with large boilers that we were not able to visit during the site walk. State and federal regulations generally require the contractor to have a licensed boiler operator on staff for this type of equipment. Does the Government require these licenses to be submitted with the proposals?

Government Response: The type of boilers noted in Technical Exhibit 8 (Preventative

Maintenance Checklist) do not require a license by the state to repair and maintain them.

Therefore, licenses are not required to be submitted with the Offeror’s quote.

4. Offeror Question: Is there a current asbestos survey associated with these buildings showing the different areas with asbestos containing materials?

Government Response: There is an abestos survey for a few of the buildings, but there is no asbestos information on hand for the majority of the buildings.

5. Offeror Question: The Government did not issue an SF1449 with the solicitation. Will the

Government issue an SF1449 in an upcoming amendment to include in our proposal submission?

Government Response: Per FAR 12.603(b) when using simplified processes for service contracts, the combined synopsis/solicitation procedure is the preferred method, the

SF1449 is not used for issuing the solicitation, but will be issued at time of award.

6. Offeror Question: The Government states in 52.212-2 (d) for Prime Offeror’s Preventive

Maintenance Experience that the proposal documentation shall not exceed 2 pages. Can the Government please clarify if the 2 page limit is two pages for each project submitted?

Government Response: Yes, the two (2) page limit is two pages for each project submitted.

7. Offeror Question: The Government states in 52.212-2 (e) for Prime Offeror’s Call Center

Experience that the proposal documentation shall not exceed 2 pages. Can the

Government please clarify if the 2 page limit is two pages for each project

Government Response: Yes, the two (2) page limit is two pages for each project submitted.
