SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION CRITERIA

SECTION M

EVALUATION FACTORS FOR AWARD

1.0 BASIS OF AWARD

Award of this Contract will be made to the technically acceptable responsible Offeror submitting the technically acceptable, lowest priced offer – Lowest Priced Technically Acceptable Offer (LPTA). This acquisition will result in the award of a firm-fixed price contract.

The technical evaluation of each proposal will be solely on the basis of Technical Evaluation Factors found in this section. The Government will evaluate each proposal on a technically acceptable/unacceptable basis only with respect to the technical evaluation factors (criteria) described herein. Award will be to the Offeror who presents the technically acceptable proposal with the overall total lowest price. It is the intent of the Government to award off initial offers without discussions.

2.0 PROPOSAL EVALUATION

2.1 Technical Evaluation

Technical acceptability will be based on an assessment of non-priced factors. The proposal will be evaluated according to the Criteria for Non-Price Evaluation Factors of this section.

Proposals will receive either an ACCEPTABLE or an UNACCEPTABLE rating for each of the evaluation factors.

Find the description of these ratings in Table 1.

TABLE 1: TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS

Rating: Description:

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

2.2 Pricing Evaluation

Pricing will be evaluated for award purposes by adding the total price for all line items identified on the Contract Line Item Schedule, Section B of this Solicitation.

3.0 EVALUATION PROCESS

The evaluation process consists of three parts:

Proposal Compliance Review. This is an initial review to ensure that all required forms and certifications are complete and that a complete proposal is received. An initial review of each of the proposals will be conducted to check for apparent errors, omissions and areas that require clarification. The purpose of this preliminary review session is to eliminate minor irregularities or apparent clerical mistakes. This preliminary evaluation will ensure that each proposal contains the Price Volume II and the correct number of copies.

Relevant Experience and Past Performance. Relevant Experience and Past Performance will be evaluated according to the Criteria for Non-Price Evaluation Factors found in this section.

Price Evaluation. The Government will evaluate price for fairness and reasonableness through the use of price analysis. Price will also be verified for unbalancing of line items.

3.1 Definitions

Clarification is a limited exchange with an Offeror for the sole purpose of eliminating minor irregularities, informalities, or apparent clerical mistakes in the proposal or to address adverse past performance not previously addressed with the Offeror. Clarifications do not give an Offeror the opportunity to revise of modify its proposal and are used, as necessary, when not opening discussions.

Communications are a limited exchange with an Offeror used to assist in determinations of the competitive range. Communications are limited to enhancing Government understanding of proposals and addressing adverse past performance information not previously addressed if said information is the determining factor preventing an Offeror from being included in the competitive range. Such communications shall not be used to cure proposal deficiencies or material omissions, or otherwise revise the proposal.

Discussions offer the opportunity to resolve deficiencies or weaknesses in the proposals, based on the requirement and the evaluations factors set forth in the solicitation. If the Contracting Officer determines it is necessary to open discussions, they must discuss with all Offerors in the competitive range. Offerors have the opportunity to revise their proposals at the conclusion of discussions.

Relevant is defined as having a logical connection with the requirements in this request for technical proposals; that is, featuring work that is similar in complexity, function, magnitude, and scope to the current requirement. To be acceptable, there must be an explanation of how the provided project information is relevant to the proposed work.

Year is defined as 365 consecutive days.

3.2 Submission Format

Please refer to Section L for number of required copies. All proposal materials shall be submitted in binders separately with a table of contents and tabbed section dividers. The sections should parallel the submission requirements identified below. In Volume I, Technical Proposal, there shall be a tabbed section for each Non-Price Evaluation factor. Volume II, Price Proposal, shall be submitted in a clearly marked envelope.

3.2.1 Volume I

The Offeror’s Technical Proposal shall include the following sections, in the general format specified below:

Table of Contents for Volume I – (Listing of all sections of the technical proposal) Tab A/Factor A – Relevant Experience.

Tab B/Factor B – Past Performance, Attachment 1.

3.2.2 Volume II

The Offeror’s Price Proposal shall include the following, in the general format specified below:

SF33 and Price Schedule, Section B (fill out both schedules in its entirety) Pre-Award Information found at back of Section K, Representations and Certifications (filled out in its entirety)

NOTE: Offeror’s Price Proposal is due AT THE SAME TIME as Technical Proposal.

4.0 EVALUATION CRITERIA

4.1 Criteria for Non-Price Evaluation Factors

Proposals shall concisely, accurately, and completely provide the information required for each of the following non-price evaluation factors. NOTE: Absence of complete information will be deemed as if no support information was provided for that factor. Proposals that do not meet the minimum requirements of all of the non-price evaluation factors shall be determined to be UNACCEPTABLE and are not eligible for award consideration.

NO assumptions may be made by the Government. Your proposal must CLEARLY demonstrate the requisite technical experience and qualifications to receive an ACCEPTABLE rating for each of the following criteria:

TABLE 2: EVALUATION FACTORS LOCATION DESCRIPTION

FACTOR A VOLUME 1, TAB A RELEVANT EXPERIENCE

FACTOR B VOLUME 1, TAB B PAST PERFORMANCE

5.0 FACTOR A – RELEVANT EXPERIENCE

5.2 Evaluation Method for Factor A

Factor A will be evaluated to determine whether it meets the requirements of this factor. If any of the required information is not provided in the Offeror’s proposal, the Offeror will be evaluated as “Unacceptable.” The Government reserves the right to verify the experience record of cited projects or other recent projects by reviewing the Past Performance Information Retrieval System (PPIRS) which includes the CPARS ratings, other DOD or Government appraisal systems. The Government may check any or all cited references to verify supplied information.

TABLE 1: FACTOR A – RELEVANT EXPERIENCE OF OFFEROR/PRIME

Acceptable The proposal clearly meets the minimum requirements of the solicitation.

Unacceptable The proposal does not clearly meet the minimum requirements of the solicitation.

6.0 FACTOR B – Past Performance

6.1 Submission Requirements for Factor B

The Past Performance Questionnaire included in the solicitation is provided for the Offeror or its team members or subcontractors to submit to the client for the five (5) relevant projects submitted with Volume 1, Factor A - Relevant Experience. Ensure correct phone numbers and email addresses are provided for the client point of contact.

Completed Past Performance Questionnaires should be submitted with your proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit the first page of the PPQ, which will provide contract and client information for the respective project(s). If the client requests, questionnaires may be submitted directly by the client to the Government’s point of contact, Lorraine Laurente via email at Lorraine.Q.Laurente@usace.army.mil prior to proposal closing date. In that case, Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

The Government will evaluate the successful completion of all project examples submitted in the proposal for Factor B. The Government reserves the right to check any or all cited references to verify supplied information and to assess owner satisfaction.

The Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS).

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

6.2 Evaluation Method for Factor B

The Government will evaluate the responses from the customers from whom Past Performance Questionnaires have been received. The Government may contact and interview points of contact on the Past Performance Questionnaires. The Government reserves the right to interview other individuals acting for the listed references, if the listed reference is not available.

The evaluation board will review this past performance information and determine the quality and usefulness as it applies to performance confidence assessment. At no time during this process, or during the debriefing, or after award, will the names of the individuals providing reference information about an Offeror’s past performance be revealed to the Offerors or to any other party. If discussions are held, Offerors may be afforded the opportunity to respond to adverse comments made by references in accordance with guidelines identified in FAR Part 15.3. In this case, comments will be extracted and provided to the Offeror. Copies of the questionnaires will not be furnished to the Offeror and will remain confidential.

PERFORMANCE CONFIDENCE ASSESSMENT

The past performance evaluation will result in an assessment of the Offeror’s probability of meeting the minimum solicitation requirements. The past performance evaluation considers each Offeror's demonstrated recent and relevant record of performance in supplying services that meet the contract’s requirements. One performance confidence assessment rating is assigned for each Offeror after evaluating the Offeror's recent past performance, focusing on performance that is relevant to the contract requirements.

In reviewing each past performance effort by the Offeror, the SST will first evaluate how relevant the recent effort is to the work required by this solicitation. An Offeror’s past performance effort will be considered recent and relevant to the extent it meets the criteria described in the Submission Requirements for Technical Factor 1, Experience.

Each past performance effort will be assigned one of the levels of relevancy shown in Table 2:

TABLE 2: FACTOR B – PAST PERFORMANCE RELEVANCY RATING

Relevant Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

For each past performance effort, the evaluation team will then evaluate how well the contractor performed on the contracts. The past performance evaluation will not establish, create, or change the existing record and history of the Offeror’s past performance on past contracts; rather, the past performance evaluation process will gather information from customers on how well the Offeror performed those past contracts.

In conducting the performance confidence assessment, the Offeror shall be assigned one of the ratings in Table 3.

TABLE 3: FACTOR B – PAST PERFORMANCE EVALUATION RATING

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

NOTE: In the case of an Offeror without a record of past performance or for whom information on past performance is not available, the Offeror’s past performance may not be evaluated as favorable or unfavorable. [Ref:

FAR 15.305(a)(2)(iv)]. Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

7.0 PRICE

Price proposals will be evaluated for fairness and reasonableness through the use of a price analysis in accordance with FAR 15.404-1(b). Price will also be checked for unbalancing of line items. The Offeror shall provide its pricing for all CLIN’s (Price Schedule for Mountain Home Air Force Base, CLIN’s 0101 through 4114; Price Schedule for Malmstrom Air Force Base, CLIN’s 0201 through 4215 and the Phase In/Phase Out Optional items, CLIN’s 9001- 9002)

It is the intent of the Government to award without discussions.

8.0 REPRESENTATIONS AND CERTIFICATIONS

The following representations and certifications apply to this solicitation. The Offeror submitting a proposal in response to this solicitation shall fill in the appropriate information and/or check the appropriate boxes for each provision listed below and complete the Pre-Award Information which can be found in Section K. This information shall be submitted with the Offeror’s Proposal.

Contractors are required to be registered in the System for Awards Management (SAM) for awards resulting from solicitations.

This rule more efficiently implements the Debt Collection Improvement Act of 1996, as it requires contractors to be registered in SAM for consideration of future solicitations, awards, and payment.

Registration is required prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement from a solicitation after May 31, 1998.

LACK OF REGISTRATION IN THE SAM DATABASE WILL MAKE AN OFFEROR INELIGIBLE FOR

AWARD.

The web site may be accessed at www.sam.gov.

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit.

The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

(N) Not Applicable No information or did not apply to your contract Ra Rating will be neither positive nor negative.
