NOx potential emissions for the Heating Plant Boilers are based on the fuel consumption permit limit of 999,000 MM Btu/yr amd emission factor limit of 0.5 lb/MMBtu.
NOx PTE for the Heating Plant Boilers was documented in the Montana Air Quality Permit (MAQP) Analysis for Malmstrom Air Force Base, MAQP #1427-09.
NOx PTE = (0.5 lb/MMBtu)x(999,000 MMBtu/yr)x(0.0005 ton/lb)= 249.75 tpy
In a memorandum dated January 16, 2004, MDEQ determined that MAFB is a major source as defined under the NSR permitting program.

~ . ocqo!Oo . ' ' - io'im
"·"!""I . "'· @foo - ~ • - .;. ~roo fi ~ l ~ 6~
In 2004, MDEQ determined that potential emissions from MAFB and any modifications were below the NSR/PSD significance threhold for all pollutants and the permit action was not subject to NSR/PSD review.
The emission units presented in this table are ONLY those that are new since the 2004 MDEQ determination.
This table establishes a PSD lookback to document that the potential emissions from the above modifications since 2004 were below the NSR/PSD significance threshold for all regulated pollutants.
