About this file

This document is a Justification and Approval (J&A) for a brand name requirement for Lutron Quantum Lighting Controls, supporting the Bartlett Hall 4th Floor Conversion and Courtyard Wall & Roof Repair project at the United States Military Academy (USMA) at West Point, NY. The J&A seeks approval to specify Lutron Quantum Lighting Controls as the required lighting control system, with an estimated cost of $140,000 as part of a larger $16,244,908 construction project.

The justification highlights that Lutron was chosen for the Academic Building Upgrade Program (ABUP) due to its flexibility, operability, and maintainability. The lighting control system will be integrated across multiple USMA buildings, including the CEAC building, Golf Clubhouse, and Building 606 - MSEC renovation project. The J&A argues that no viable alternatives exist that can be integrated with the existing Lutron system, and using a different system would require additional training, equipment, and infrastructure costs. A Notice of Intent (NOI) was published on February 25, 2025, with no responses received, and the solicitation will be processed under a best value trade-off (BVTO) procurement method with a 600-calendar-day performance period.

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING ACTIVITY:

The U.S. Army Corps of Engineers (USACE), New York District (NAN), Contracting (CT), 26 Federal Plaza, New York, NY 10278.

2. DESCRIPTION OF ACTION:

This Justification and Approval (J&A) supports the use of brand name components in an upcoming construction project. The government will not purchase the components directly, but rather will require that offerors include Lutron Quantum Lighting Controls as part of proposals submitted in response to a design-bid-build solicitation that will lead to the award of a new firm-fixed-price (FFP) construction contract. USACE is responsible for the acquisition and administration of a construction contract for Bartlett Hall 4th Floor Conversion, Courtyard Wall & Roof Repair, Solicitation No. W912DS25RA0007.

Funding for this acquisition will be FY25 Facilities Operations and Maintenance (OMA) appropriations.

The FFP construction will be solicited and awarded as a best value trade-off (BVTO) procurement in accordance with FAR Part 15.

3. DESCRIPTION OF SUPPLIES/SERVICES:

The need for Lutron Quantum Lighting Controls is determined by the functionality and maintenance requirements at the United States Military Academy, Department of the Army and Department of Defense. Bartlett Hall 4th Floor Conversion, Courtyard Wall & Roof Repair project will be outfitted with the Lutron Quantum Lighting controls system used to integrate lighting and other control systems (i.e. shading) within the building.

The estimated total cost for the construction portion of this project is $15,037,468 base and $1,207,440 in options for a total of $16,244,908. The estimated cost of the requested brand-name requirement for the Lutron Quantum Lighting Controls for the Bartlett Hall 4th Floor Conversion, Courtyard Wall & Roof Repair project is estimated at $140,000. The period of performance of the entire project is 600 calendar days.

4. AUTHORITY CITED:

10 U.S.C. § 3204(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1(c), Application for Brand Name Descriptions. In accordance with FAR 6.302-1(c), the Contracting Officer will specify that all offerors be required to procure an item particular to one supplier (brand-name item).

5. REASON FOR AUTHORITY CITED:

A. Background:

To maintain the highest level of flexibility, operability and maintainability on projects that are included in the Academic Building Upgrade Program (ABUP) Lutron was chosen as the manufacturer of choice given the features within the Lutron Quantum series of controls.

Additionally Lutron Controls will be the required lighting control system in all academic buildings given the scalability and functionality.

B. Justification:

Lutron lighting controls will be used to provide flexibility and capability with control systems on other projects and in addition will result in familiarity and ease of maintenance. The Lutron Quantum lighting control systems offer all of the features required by the building users such as capability to seamlessly integrate time clock control, room-based control, and the addressable control required for classrooms and conference rooms under a single platform. This system is already programmed for install in every current and future construction project to include: the first major academic building project (CEAC), the Golf Clubhouse project, and the Building 606 - MSEC renovation project. The system is capable of being controlled remotely from one user interface. Given another system, West Point would be required to maintain and operate multiple systems supporting all academic buildings requiring additional training, equipment, etc.

C. Alternatives:

There are no viable alternatives that meet the features provided by the Lutron Quantum controls that would be able to be integrated into Lutron system given the proprietary nature of these systems. In addition, the CEAC building is being outfitted with the same controls as well as Building 606 - MSEC along with future projects and training for operations and maintenance will carry over from building to building.

D. Impact:

If the J&A is not approved and a different item is provided, rather than the Lutron Quantum controls, this would fail to seamlessly integrate with the controls of an approved addressable platform common on West Point and would require additional cost to the government to implement a new system and support infrastructure.

6. EFFORTS TO OBTAIN COMPETITION:

The brand name product has been published as required by FAR 5.201, a Notice of Intent (NOI) to determine sources for this system was synopsized on 25 February 2025. No responses were received for the Notice of Intent. The brand name justification and approval will be posted with the solicitation. As stated in paragraph 5 above, the Lutron Quantum Lighting Control system is the only brand available to ensure compatibility with the United States Military Academy command existing Information Technology infrastructure and are compliant with DoD information technology policies and directives.

7. ACTIONS TO INCREASE COMPETITION:

This J&A supports a discrete requirement that will end when the project is complete. Therefore, there are no planned actions to increase competition for the requirement covered by this J&A.

8. MARKET RESEARCH:

A Notice of Intent (NOI) to determine sources for this system was synopsized on 25 February 2025. The NOI was published for the required 15 days in SAM.gov.

9. INTERESTED SOURCES:

There were no responses to the NOI posting. The solicitation will be synopsized in accordance with FAR 5.201 and responses will be evaluated per FAR Part 15.
