The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.
This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents.
Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the FBO.
RFI SET #2:
Question 3. Can the design shape of the core and armor stone be modified to have a continuous slope instead of a vertical face on the seaside of the structure?
Response: Yes, updated drawings to be posted with next amendment.
RFI SET #4:
Question 4. Drawing C-507, note 5 indicates that groins are to be removed East of 32nd street but upon inspection of the site there does not appear to be any timber groins at that location? Does this work get paid for under item No. 0002AG – Removal & Disposal of Timber Piles or Option Item 0020 – Timber Groin Removal?
Response: That work is under option Item No. 0020 – timber groin removal. Some photos, for information only, of exposed timber groins near B30/31, B29 and B28 –
RFI SET #6:
Question 12. The Mobi Mat width is called out in the 061335.0018 spec section as a minimum of 66” which is 5.5”. However, on the crossover schedule (C-200) it shows 6’6” Walking Width. Please clarify the width of the Mobi Mats.
Response: Revised section 06 13 35.00 18.
RFI SET #9:
Question 4. The existing baffle wall appears to extend to the southern (ocean) side of concrete walkway, with the portions of baffle wall extending on the beach side of the walkway being demoed at B147th St. and B142nd St. With sand fence on either side of the walkway this will result in 200’+ “dead end” at each street.
The call-outs indicate “5’ wide concrete walkway connecting street entries at baffle wall entrance (Typ).”
If the baffle wall remains across the walkway there will not be “connecting street entries”.
Are there any other sections of baffle wall to be demoed other than at B147th and B142nd Streets?
Response: No other sections of baffle wall to be demoed other than at B147th and B142nd.
Question 5. Can USACE please confirm treatment types for timber members, and piles. Typically CCA is used on the east coast and more accessible via treatment plants as well as MCA for timbers that come in contact with pedestrians. Currently AZCA is called out for some timbers.
Response: In the event that ACZA cannot be sourced, Chromated Copper Arsenate (CCA) pressure treated wood may be used under the condition that it must be clean and free of CCA surface deposits.
Wood with CCA surface deposits must be washed for at least 5 minutes under running water prior to use.
The washing must occur greater than 100 feet landward of any regulated wetland and/or water body. Any wood debris such as sawdust or wash waster must not enter any water body, including wetlands or protected buffer areas. The Contractor must be responsible for the quality of treated wood products.
Specification sections will be updated with these requirements in Amendment 7.
Question 6. For timber pile driving; Are piles driven to ultimate strength prior to embedment depth acceptable? If not is the intention to pre-auger all piles to achieve embedment depth? Please advise, thank you.
Response: Piles shall be driven to the specified embedment depth on the design drawings. Refer to specification section 31 41 16 and 31 62 19 for pile driving process.
RFI SET #10:
Question 1. Sheet C-508 and S-508 reference epoxy bar for the sidewalk and VA 32 crossover concrete.
No epoxy bar is referenced for the concrete cap at the sheetpile wall. Please confirm?
Response: Epoxy coated bar shall be used for the concrete cap at the sheet pile wall. A clarifying note will be incorporated into the Amendment 6 drawing set.
Question 5. Sheet S-504- Are the plates to be on both sides of the connection (2 ea./per connection)?
Assumed NS and FS are a reference to both sides.
Response: Confirmed. Plates will be on both sides of the connection.
Question 6. ACZA is a Douglas Fir treatment for the west coast. The east coast is predominantly Southern Yellow Pine treated with CCA. In addition to that, the timberworks specification (061333) and the Timber Marine Piles specification (316219) calls for Southern Yellow Pine. SYP is not treated with ACZA, only Douglas Fir.
Please see notations from suppliers:
“This preservative treatment is only used on the West Coast to the West Coast Forest products. Southern Yellow Pine is an East Coast Forest product and is used heavily for marine and foundation use. Under the AWPA Book of Standards regarding the application use a specifier chooses CCA for the East coast not a Douglas Fir ACZA West Coast Forest product. Both CCA & ACZA products are considered equal in the AWPA US5A application.”
“Please can you inform USACE that unfortunately treating the piling, lumber and timbers with ACZA is not an option. CCA is the industry standard and is what has been used in all their most recent contracts”
We request that CCA treatment be used for pilings and non-human contact timbers. We have had significant success in the region on USACE marine jobs with the use of CCA treatment.
RFI SET #11:
Question 1. On Dwg S-509, Detail 1 call-out indicates “#6 ties @ 12” Max. Typ.”; Detail 3 call-out (apparently for the same bars) indicates “#4 bar, Typ.”. The overlap indicated ln Detail 1 (1’6”) is more consistent with a #4 bar than a #6. What size bar is to be used for the bent ties?
Response: Ties in the dune concrete cap are to be #6 bar. Overlap has been increased to 3’-0” and updates to drawings will be issued with Amendment 6 package.
Question 3. Lumber, including timber piles, is specified as being treated with ACZA (Ammoniacal Copper Zinc Arsenate). We are unable to find a timber supplier able to supply timber with that type of treatment.
Will the Corps accept an alternate treatment for those timbers?
What type of treatment was used on the Long Beach/Pt. Lookout crossovers? Will that same type of treatment be acceptable at Rockaway?
RFI SET #12:
Question 1. Reference Addendum 04, RFI Set #8 from contractor: Question 4 identifies the conflict with Sumac.
Addendum 04 Provides Sumac specifies under 2.1 and advises to install based on 1.2, however 1.2 does not state Sumac in this paragraph. Please specify where Sumac will be planted. Will it be planted on Crest, North side or South side? Furthermore, the planting plan does not match the written spec in 1.2.
Response: Added the following language to section 32 94 00 - Sumac (Rhus aromatic): plant size 1 quart, planted 36" off center with staggered rows, each plant planted 7"-9" deep. Each plant shall be hand planted.
Planting shall occur between April 15 and June 1. The Planting plan is just a reference for the bidder. The sumac should be planted on the northside of the dune.
Question 6. Spec 32 94 00 paragraph 3.2 states nursery must be within 125 miles from site. Was the intent to also require genetics of plants within the same distance?
Response: There is no intent for genetics to be done on the plants.
Question 8. Is the planting plan intended to go over the entire 70 acres?
Response: Yes, planting shall take place on the entire dune (both slopes and crest).
RFI SET #13:
Question 1. The measurement of Crossovers ITEM 0005 for payment is in area (SY) so for types P1,P3 and P4 is the width measured from Sand fence to Sand fence or is just the surface of Mobi mat ?
Response: Surface of mobi mat.
Question 2. The Concrete Cap on drawing 1/S-509 typical section points to the bands as #6 rebar 12" OC. It calls out an overlap of 1'6" (24 diameters), this seems light. Typical Expansion joint detail 2/S-509 details same rebar as #4 @12" OC. Please clarify.
Response: Ties in the dune concrete cap are to be #6 bar. Overlap has been increased to 3’-0” and updates to drawings will be issued with Amendment 6 package.
