ROCKAWAY REINFORCED DUNE AND CROSSOVER
Amendment 004
SECTION 32 94 00
DUNE VEGETATION PLAN
Payment Item: Dune Plantings
PART 1 GENERAL
1.1 DUNE VEGETATION PLAN
Fortification of the newly constructed dune will require the planting and maintenance of a coastal community dominated American beachgrass (Ammophila breviligulata), Seaside goldenrod (Solidago sempervirens), 'Sargenti', Bayberry (Myrica pensylvanica), beach rose (rosa rugosa), beach plum (Prunus maritima). This section discusses the various tasks involved with establishing vegetation to fortified dune, including site preparation, planting, and maintenance. Site preparation may involve the clearing of vegetation, grading, erosion control, and construction of temporary and permanent structures for public access to the beach. The planting scheme provides information regarding species selection, planting schedules, and planting methods. Maintenance of the dune plant community involves the fertilization and protection of the newly established plants, as well as any needed replanting.
1.2 AREA TO BE VEGETATED
Plant beach grass only on the southern side of the dune and then plant the crest with goldenrod, beach rose and beach grass. On the north side of the dune plant beach grass, bayberry and beach plum. All planted on 18-36 inch OC. The beach grass will be culms and the rest of the plants would be quart size plants. Refer to the enclosed basic planting plan. It usual take about 4840 plants planted on 36 in OC and 13552 culms planted 18 in OC. Per acre.

PART 3 EXECUTION
3.1 DELIVERY
A Delivery Schedule shall be submitted to the Contracting Officer specifying the dates and approximate times of all deliveries of planting materials.
SECTION 32 94 00 Page 3
3.1.1 Plant Identification
Deliver plants with durable waterproof labels in weather-resistant ink.
Plants shall be legibly tagged with the proper botanical plant name and size.
3.1.2 Protection During Delivery
Plants shall be protected during delivery to prevent desiccation and damage to the branches, trunk, root system or earth ball. Branches shall be protected by tying-in. Exposed branches shall be covered during transport.
3.1.3 Plant Inspection
All plant material and each planting scheme shall meet specifications as defined above. Fertilizer shall meet specifications and be applied as defined above. All plant material shall be in good health and disease free.
All plant materials and fertilizer will be inspected by personnel from CENAN-PL-E or their designee to ensure that they are of sufficient quality.
The Contracting Officer's Representative has the authority to reject plant material and fertilizer. Personnel from CENAN-PL-E or their designee will inspect the planting of plants, and application of fertilizer to ensure that planting and fertilizer application are performed as specified. The Contractor shall submit monthly reports with photos that describe the condition of the plant material (material being received as well as planted) and noting any adverse conditions and all maintenance.
The Contractor shall be responsible for all certificates of inspection of plant materials that may be required by federal, state or other authorities to accompany each shipment of plants and on arrival; the certificate(s) shall be filed with the Contracting Officer.
3.1.4 Storage
Plants not installed on the day of arrival at the Project Site shall be stored and protected in designated areas from direct exposure to wind and sun. Plants must not be stored on-site for more than 7 days before planting. The plants must be kept in a moist condition until planted by watering with a fine mist spray, plants must not be stored directly on concrete or bituminous surfaces, and heel-in bare root plants. Plants stored on-site for more than 7 days will be rejected and shall be replaced at no cost to the Government. If planting is delayed for more than 6 hours after delivery, the Contractor shall take measures, approved by the Contracting Officer, to kept roots moist. Storage of other material shall be in designated areas.
3.1.5 Handling
Plants shall not be injured in handling. Plants shall not be handled by the trunk or stems. Materials shall not be dropped from vehicles.
3.2 PLANTING
Planting shall take place in spring during planting windows described in
2.1 and shall not extend into the summer or winter seasons, except for Cape American beachgrass, which must be planted during the dormant period, October through March. The Contractor shall be responsible to coordinate with a local (within 125-mile radius from the project site) nursery to
SECTION 32 94 00 Page 4 ensure that sufficient time is provided to the local nursery to grow or procure the necessary plants to guarantee that an adequate supply of each plant species, and fertilizer, is available to complete the initial, as well as replanting effort. Within 30 days from the award of the contract, the Contractor shall notify the Contracting Officer' Representative in writing the name of the company(ies) that will supply plant materials and fertilizer and meet with personnel from USACE New York District Planning Division (CENAN-PL-E) and Construction Division (CENAN-CO) to discuss the Dune Vegetation Plan. A week before the start of the initial planting of dune vegetation, the Contractor's employee(s) in charge of implementing the initial planting scheme shall meet with personnel from CENAN-PL-E and CENAN-CO for a preparatory meeting to discuss the details of the initial planting scheme.
The planting of vegetation in all areas will begin once the dune has been constructed and has met construction criteria and received certification and approval by the Contracting Officer' Representative.
However, any proposed changes to planting windows must be discussed with and approved by the Contracting Officer's Representative (and CENAN-PL-E) before the proposed change can be implemented.
3.3 FERTILIZER
For live plants, the fertilizer shall be applied at a rate of 15 grams per live plant. For trees, the fertilizer shall be applied at a rate of 30 grams per tree. The use of hydrogel should be used for all plant species except the beach grass.
3.4 EROSION CONTROL MATERIALS
Install in accordance with manufacturer's instructions, where indicated on plans or as directed by the COR.
3.5 PLANT GUARANTEE
The Contractor shall submit to the Contracting Officer Representative a written and signed plant guarantee, which is conditional upon the following:
- 85% successful establishment for each species of shrub/tree and dune plantings at the end of one complete growing season.
One complete growing season is defined as "if all planting is complete prior to 15 June (end of Spring season), one complete growing season ends 15 October following the end of the Spring season."
The Contractor shall maintain the planted areas until final acceptance of the project. The Contractor shall submit monthly maintenance reports and photos during the plant guarantee period that describe the condition of the plant material, adverse conditions and all maintenance. Before final acceptance of the project area by the Contracting Officer, areas of total plant mortality or localized areas with less than 85 percent survival of each species planted shall be re-planted at the Contractor's expense. If localized areas along the dune have patches (50 feet by 50 feet)of less than 85% survival these localized area will be planted again to achieve 100% planting level regardless is the entire project meets the 85% survival rate for each species.
SECTION 32 94 00 Page 5
At the end of one complete growing season for all planting areas for which the plant guarantee criteria of 85% successful establishment has not been reached, the Contractor shall provide and plant additional new plant material to a 100% level during the planting window of the following year at no additional cost to the government.
Under the terms and conditions of the one growing season plant guarantee, the Contractor shall be solely responsible for plant survival. Losses attributed to herbivores, disease, eutrophication, inappropriate hydrological regimes, drought, wind, wave energies or ice scouring shall not lower the minimum survival or coverage requirements. The Contractor shall ensure that 85% of each dune plant species has survived for the one growing season following the initial planting of plants and until the final post-planting inspection is completed. The Contractor may not be held responsible if unforeseen events such as storm events that exceed design criteria (as determined by the Contracting Officer), fire and vandalism occur that significantly impact plant survivability. Before being released from their dune vegetation responsibility, the Contractor will have to demonstrate to the Contracting Officer's Representative, and then subsequently receive written certification and approval by the Contracting Officer's Representative, that 85% survivability of each plant species has been achieved.
