About this file
This technical specification covers requirements for a vehicular dune crossover and split rail fencing to be constructed on Rockaway Beach in Queens County, New York. The specification requires the vehicular crossover to be constructed of a Type 4 subbase or Soil Aggregate Designation 3A base course, overlaid with geotextile and concrete as detailed in the referenced sections. It provides requirements for materials, placement, compaction testing per ASTM standards, and actions required for non-compliance. Split rail fencing must be constructed of pressure-treated cedar or other naturally decay-resistant wood as shown on the contract drawings. The related federal contract opportunity is solicitation number W912DS21B0008 for construction work under the Rockaway Contract 2 in Queens County, New York issued by the Department of the Army Corps of Engineers New York District.

PART 2 PRODUCTS
2.1 VEHICULAR CROSSOVER
2.1.1 Base Course
The base course shall be Type 4 subbase material having a gradation in accordance with TABLE 733-04A Subbase Gradation as determined by ASTM D448, or the base course shall be a Soil Aggregate, Designation 3A, conforming to the NYSDOT Standard Specification. Recycled materials are not acceptable.
2.1.2 Geotextile
Underlying geotextile shall be as specified in Section 31 05 22 GEOTEXTILES
USED AS FILTERS
SECTION 06 13 34.00 18 Page 2
2.2 CONCRETE
Concrete shall be constructed as indicated on the contract drawings and specified in Sections 03 11 13.00 10 STRUCTURAL CAST-IN-PLACE FORMING
03 20 00.00 10 CONCRETE REINFORCING, 03 31 01.00 10 CAST-IN-PLACE
STRUCTURAL CONCRETE FOR CIVIL WORKS, and 03 31 30 MARINE CONCRETE.
2.3 SPLIT RAILING FENCING
Drawings graphically showing the details of the split rail fencing including materials, connections, and details of fabrication and installation. Submit information describing the quality and performance of the materials proposed for the split rail fencing.
2.3.1 Material
Split rail fence (posts and rails) shall be No. 1 cedar, pressure-treated lumber, or other naturally decay-resistant wood.
PART 3 EXECUTION
3.1 DUNE CROSSOVERS
The dune crossovers shall be constructed in the locations and in the manner indicated on the contract drawings. The geotextile shall be placed as specified in Section 31 05 22 GEOTEXTILES USED AS FILTERS.
3.1.1 Placing, Spreading, Moisture Control and Compaction
Excavate or place sand and subbase course materials in maximum 6 inch lifts to the lines and grades shown on the contract drawings. Compact by the controlled use of the hauling and spreading equipment. Movement of the equipment shall be distributed as much as practicable over the surface to provide uniform compaction and complete coverage of the fill. Compaction shall be performed prior to placement of geotextile and repeated following placement of the base course on top of the geotextile.
3.1.2 Testing
The Contractor shall be wholly responsible for furnishing materials meeting the requirements specified herein, for placing the materials within the limits of moisture suitable for proper compaction, and for compacting the materials in accordance with the requirements of this section. The Contractor shall also be responsible for performing laboratory tests as required to control the work and demonstrate compliance with material specifications. Field in-place density shall be determined in accordance with ASTM D 6938. ASTM D 6938 results in wet unit weight of soil shall be used to determine the moisture content of the soil. The calibration curves furnished with the moisture gauges shall also be checked along with density calibration checks as described in ASTM D 6938; the calibration checks of both the density and moisture gauges shall be made at the beginning of a job on each different type of material encountered and at intervals as directed by the Contracting Officer. When test results indicate, as determined by the Contracting Officer, that compaction is not as specified, the material shall be removed, replaced and recompacted to meet specification requirements. Tests on compacted areas shall be performed to determine conformance with specification requirements. The following number
SECTION 06 13 34.00 18 Page 3 of tests, if performed at the appropriate time, will be the minimum acceptable for each type of operation.
a. During the course of construction, if the source, appearance or performance of the crossover materials noticeably changes in the opinion of the Contracting Officer, the appropriate index testing, described herein, of the materials shall be repeated to ensure specification compliance and re-establish moisture/density relationships for compaction.
b. Three moisture-density points shall be determined from one compaction text, in accordance with ASTM D 1557, for each type of material used as crossover material to determine the optimum moisture and laboratory maximum density value.
c. One in-place nuclear density test shall be performed per vehicular crossover.
d. In-place densities shall be checks using ASTM D 1556 a minimum of one
(1) time during placement of the crossover materials for every crossover constructed. Additional checks shall be performed as requested by the Contracting Officer.
3.1.3 Action Required for Non-Compliance
Whenever testing specified in this section indicates material non-compliance, the Contractor shall be required to remove all material not meeting the specification requirements. The Contracting Officer shall require as many additional tests as necessary to identify the limits of unsuitable material. No additional payment will be made for tests required to determine the limits of unsuitable material or for the cost or removal and replacement with suitable material.
3.2 SPLIT RAILING FENCING
The split rail fence shall be constructed as indicated on the contract drawings. The Contractor shall excavate for the posts to the depths indicated. Remove debris encountered when excavating to install posts.
Moisten backfill to optimum condition and compact with hand tampers or other approved methods. Set posts plumb and in proper alignment.
