About this file
This technical memorandum summarizes geotechnical investigations and analyses conducted for Phase 5B of the Rockaway Boardwalk reconstruction project in Queens County, New York. Four SPT borings were advanced along the existing boardwalk from Crest Road to 35th Street to identify subsurface conditions. The borings encountered medium dense to very dense sand with seams of soft to stiff clay between elevations -15 to -47 feet. Pile capacity was evaluated for 20-inch diameter closed-end steel pipe piles using the API RP2A method. Analyses indicate piles driven to tip elevations of -33 to -48 feet would achieve the required capacity of 450 kips. The memorandum provides boring logs and location plans in appendices and recommends installation criteria for boardwalk piles between 19th Street and 30th Street based on the geotechnical findings.
The related federal contract opportunity is a solicitation for the Rockaway Contract 2 project in Queens County, New York issued by the U.S. Army Corps of Engineers, New York District. No further details are provided in the document excerpt.

Rockaway Boardwalk – Phase 5B Geotechnical Investigations; Pile Design Changes
PREPARED FOR: Domenica Stasiak (NYC) COPY TO: Sam Nauss (NYC) PREPARED BY: Prem Kumar (NYC) DATE: June 2, 2016
PROJECT NUMBER: 479677
Introduction
A geotechnical subsurface investigation program consisting of four (4) SPT (Standard Penetration Test) borings was performed at the Phase 5B Zone for the new Boardwalk, in the Rockaways, Queens, NY. The Phase 5B Zone stretches from Crest Road to 35th Street along the old Boardwalk alignment. The Boring Location Plan is provided in Appendix A-1. The borings were located along the old Boardwalk at locations as shown in Table 1. All elevations noted in this memo are in reference to datum NAVD 88.
Prior to this investigation the only geotechnical data available for the Phase 5B Zone were logs of test borings performed in the vicinity of 32nd St and the old Boardwalk by others. The current program was undertaken to identify the geotechnical subsurface conditions at the Phase 5B area, and also, to examine the likely cause behind the failure of some of the non-production 20 inch OD (outside diameter) open-ended steel pipe piles. The test piles were PDA tested to verify the soil conditions in the Phase 5B area. The PDA test piles were driven to El. -35 ft in accordance with the contract drawings with a target ultimate capacity (per CAPWAP) of 450 Kips based. The 450 kips target ultimate capacity is based on a factor of safety of 2.25.

Table 1: List of Geotechnical Borings
Associated Environmental Services performed borings B-1, B-2, B-3, and B-4 on May 13th to 20th, 2016.
The borings were advanced using a truck mounted rig in accordance with ASTM D1586. Continuous split-spoon (“disturbed”) samples were collected in the upper ten ft below the ground surface and at five ft intervals thereafter. One Shelby tube (“undisturbed”) sample each was retrieved from the clay stratum encountered in all the borings except B-1.
All subsurface investigation work was monitored by a CH2M Geotechnical Engineer.
Subsurface Conditions
Based on the test boring data, the subsurface conditions consist primarily of light-grey to grey, medium to fine sand. Barring the upper 10 to 12 ft below the ground surface where the SPT ‘N’ values indicate presence of loose to very dense sand; further down, the SPT ‘N’ values in sand indicate that it is typically dense to very dense. A soft to very soft organic silty clay layer up to 4 ft thick was found between El. -15 ft and El. -22 ft in Borings B-1 and B-2. Furthermore, a medium stiff to stiff layer of silty clay up to 18 ft thick was found between El. -29 ft and El. -47 ft in all borings except B-1. The logs for all the borings are provided in Appendix A-2. All the soil classifications are based on visual observations and engineering judgment. Split-spoon and Shelby tube soil samples have been collected; however, no geotechnical laboratory testing program has been performed yet.
The subsurface conditions (“profile”) in terms of SPT N values are presented in Fig 1.
Figure 1: Subsurface "Profile" based on SPT 'N' Values
Evaluation of Phase 5B Subsurface Ground Conditions
The aforesaid PDA test piles (20” OD x 0.5” wall) were all installed to El. -35 ft and were driven open-ended. Based on the results of the geotechnical investigation it appears that achieving the target capacity of 450 kips is less certain at El. -35 ft due to the likely presence of the clay layer noted between El. -29 ft and El. -47 ft. Furthermore, the load capacity of an open ended pile is significantly influenced by the amount of soil plug formed inside the pile and variability in this regard makes the PDA test results also vary accordingly. In light of this, pile capacity evaluation was carried out based on a closed-end (20” OD x 0.5” wall) steel pipe pile. Based on our review of the current geotechnical data and Borings performed in the vicinity of 32nd St/Old Boardwalk, it appears that the geotechnical subsurface conditions noted there and the Boring B-1 show similarity. Likewise, Borings B-2, B-3 and B-4 all show the presence of a medium-stiff to stiff clay layer below about El. -29 and are thus believed to be comparable to each other.
Estimation of Axial Pile Capacity
In light of the evaluation of geotechnical data gathered to date and given the fact that the 20” pile sections have already been ordered or stockpiled on site with a target evaluation of El. -35, it appears that the most economical approach for expedite production piling in the Phase 5B area will be to install them closed ended. In this regard the pile capacity evaluations were performed for the two ground models to represent the “best case” and “worst case” scenarios, namely soil stratigraphy based on B-1 and B-3 respectively. The evaluations were performed using APile software following the API RP2A method. The results consisting of plots of the estimated ultimate skin friction, end bearing and the combined total at various pile tip elevations are presented in Fig 2 and Fig 3 for the “best case” and “worst case” ground conditions, respectively.
Figure 2: Ultimate Axial Capacity Plot Estimate Assuming the “Best Case” Ground Conditions for a Closed End 20” OD Steel Pipe Pile
Figure 3: Ultimate Axial Capacity Plot Estimate Assuming the “Worst Case” Ground Conditions for a Closed End 20” OD Steel Pipe Pile
As shown in Fig. 2 and Fig. 3, it is expected that 20” OD Boardwalk piles would achieve their required ultimate capacity of 450 Kips at about El. -33 ft based on most favorable ground conditions known and at about El. -48 for the least favorable ground conditions known.
Recommendations Based on our evaluation of the aforesaid boring program it appears that a closed end pile driven to a tip elevation in the range of El. -33 ft to El. -48 ft is adequate to achieve the target capacity of 450 Kips for the Phase 5B Zone Boardwalk piles. Bottom closure of the pile may be performed either with a flat plate or pre-made conical shoe. Field verification of this estimate shall be based on CAPWAP analysis following PDA testing on select production piles.
To expedite, the tentative criteria for installation of the 20” OD x 1/2” wall steel pipe piles are as follows:
Boardwalk Piles from 30th St to 39th St: Install closed-end piles to a minimum tip elevation of -35 ft.
Boardwalk Piles from 30th St to 19th St: Install closed-end piles to a minimum tip elevation of -48 ft.
To economize, the recommended pile lengths for the Boardwalk between 30th and 19th St may be optimized based on the results of PDA testing/CAPWAP analyses, should that be performed initially prior to the installation of the production piles. Last but not least, the piling contractor shall perform pile drivability analysis (WEAP) for the closed end piles for both the situations presented above. The analysis results shall be submitted to the Engineer of Record for review and approval.
Based on the available information and soil data at this time, modifications to the access piles are not required.
