About this file

This document package includes a Section 401 Water Quality Certification issued by the New York State Department of Environmental Conservation to the U.S. Army Corps of Engineers for dredging activities related to beach nourishment and coastal storm risk management projects along Rockaway Beach in Queens, New York.

The water quality certification authorizes dredging of two new offshore borrow areas, A-West and A-East, to obtain approximately 2 million cubic yards of sand for initial beach nourishment and restoration work. Dredging of approximately 1.11 million cubic yards of sand from the same borrow areas is further authorized every four years over the life of the permit to support ongoing beach renourishment and restoration activities. The certification outlines various conditions that must be met including conforming with submitted plans, conducting pre-dredging surveys of shellfish, employing dredge plant and environmental monitors, complying with seasonal dredging windows, conducting post-dredging bathymetric surveys, and taking precautions to prevent water quality contamination. An acoustic tag monitoring study of Atlantic sturgeon is also required for the initial dredging operation.
