POWER POLE RELOCATION

Coordinate with utility owner, design, disconnect, remove and reinstall or install new in locations shown on drawings 3 power/light poles and all attached equipment. Amount shall include all material, labor, equipment and fees necessary to complete the work. Allowance amount of $24,800.00 to be included in bid as shown and not changed. Actual payment will be based on actual costs. Actual payment in excess of allowance amount is subject to availability of funds.

NOTES
1. Any bid which is materially unbalanced as to the price for the individual bid items may be rejected.
An unbalanced bid is one which is based on prices significantly less than cost for some work and prices significantly overstated for other work.
2. Bidders are required to bid on all items or their bids will be rejected.
3. Bidders are reminded that they must bid on the issued plans and specifications as amended. Any deviations, conditions or attachments made by the bidders thereto may render the bid non‐ responsive and because for its rejection.
4. CLIN 0005 amount represents the maximum that the contractor shall be reimbursed after all the supporting documents are submitted, only actual expenses will be reimbursed, refer to Section 00 73 00 paragraph 36. No additional time will be permitted to complete CLIN 0005.
(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.).
Bullet 1: Bid Item No. 10 – Power Pole Relocation states: “Coordinate with utility owner, design, disconnect, remove, and reinstall or install new in locations shown on drawings3 power/light poles and all attached equipment. Amount shall include all material, labor, equipment and fees necessary to complete the work”. We assume that the intent of this statement is for the contractor to not only coordinate but to pay all the cost for this work. The poles for this project Pole No. PS2423, 3022, PS2424 are all owned by Public Service Electric and Gas (PSE&G). PSE&G advised us that in this type of installation, they would normally put in new poles when these all poles are removed for relocation. He also stated that PSE&G performs its own work and this cannot be performed by an outside contractor.
He also stated that they will not provide a cost for a bid project, it must be awarded.
Unless the intent is to provide the cost to coordinate all of PSE&G work and not pay for any of their cost, we will respectfully suggest that this bid item be handled as an allowance.
