AMENDMENT 0008

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.).

Q: specification 09 97 02, paragraph 3.5, System 25 Painting Schedule – Please provide more definition regarding the Pump Station Wet Well Exposed‐to‐View Surfaces to be painted. We are having difficulty understanding the intent of the specification description. Painting subcontractors are confused as to the scope of work as well.

Do these surfaces include the interior walls, base slab (the bottom slab elevations 32.00 sloping to 25.15 at the pump cells), and the underslab surfaces below the slab at elevation 43.50? Also please clarify the surfaces which do not receive the 4th and 5th coat.

Are areas topped by grating such as the pump discharge channel considered Exposed‐to‐View Surfaces?

Specification Section 09 97 02 Painting – Floodwall

3.3 PAINT SYSTEMS APPLICATION

3.3.4 System No. 25

Coatings shall be applied in accordance with the manufacturer’s recommendations at the recommended coverage rate. Paint colors used shall be applied in the locations shown on the Contract Drawings and as described herein.

3.5 PAINTING SCHEDULES

SYSTEM 25

Items or surfaces to be painted and coated:

a. Floodwall: The entire height of wall, both sides, from top of pile cap to top of wall. Includes fluted fin areas and column areas.

Paint color locations shall be as noted on the Contract Drawings.

b. Floodwall: Precast concrete cap panels along top of wall, exposed-to-view surfaces only. Butting ends of cap panels need not be coated. Use paint color B as noted on the Contract Drawings.

c. Pump Station Cast-In-Place Concrete Retaining Wall, Exposed-to-View

Surfaces: The entire height of the exposed side of the wall from top of footing to top of wall, including the top surface of the wall and the exposed portion on the soil side above grade. Use paint color A unless directed otherwise by the Contracting Officer.

d. Pump Station Wet Well Exposed-to-View Surfaces: All concrete wall and slab surfaces exposed to view to an observer located anywhere outside the wet well. Verify locations with the Contracting Officer.

Use paint color A unless directed otherwise by the Contracting Officer. All concrete surfaces, including floor, ceiling and walls between the trash rack and the sluice gates are considered exposed to view surfaces and shall be painted. Surfaces inside the sluice gates in the pump sump area and the gravity channel area do not require painting. The 3rd and 4th coats (anti-graffiti coating) are not required on the wet well surfaces between the trash rack and sluice gates. See the exception note below concerning surfaces inside the trash rack.

PAINTING

Surface Preparation. All form tie holes, pin holes, voids and honeycombing shall be filled and all fins removed before coating.

Surface shall be roughened as required to produce a CSP 2 surface profile in accordance with ICRI 310.2R-2014. Concrete shall have cured for a minimum of 28 days before coating commences. Surface preparation shall be in accordance with the manufacturer’s recommendations.

Paint System.

1st coat: Tamms H/P Primer by Euclid Chemical Company

2nd & 3rd coats: Aquastain T-96 penetrating liquid polymer stain by Euclid Chemical Company.

Paint Color A: Suede Paint Color B: Pueblo Paint colors shall be applied where indicated on the Contract Drawings or specified herein.

4th & 5th coats: Tamms AG 400 Top Coat Permanent Anti-Griffiti Coating by Euclid Chemical Company. Color: Clear

The 4th and 5th coats (anti-graffiti coating) are not required on the wet well surfaces inside the trash rack.

1st & 2nd coats: Increte Systems Stone Essence Semi-Transparent Stain by Euclid Chemical Company.

Paint Color A: Bronze (see test section notes below) Paint Color B: Mission Tan (see test section notes below)

3rd coat: Tamms AG 400 Basecoat Permanent Anti-Graffiti Coating by Euclid Chemical Company. Color: Clear

4th coat: Tamms AG 400 Topcoat Permanent Anti-Graffiti Coating by Euclid Chemical Company. Color: Clear

Test Section: Before production coating commences, the Contractor shall coat a test section of the floodwall to verify that coating products and application methods produce the desired colors on the project concrete. The Contracting Officer will designate the location of the test section. The test section shall be coated with the crew, equipment, surface preparation and application method and coverage proposed for use on the remainder of the project. The Contracting Officer may revise stain colors after viewing the test section at no additional cost to the Government.
