POWER POLE RELOCATION

Coordinate with utility owner, design, disconnect, remove and reinstall or install new in locations shown on drawings 3 power/light poles and all attached equipment. Amount shall include all material, labor, equipment and fees necessary to complete the work.

NOTES

1. Any bid which is materially unbalanced as to the price for the individual bid items may be rejected.

An unbalanced bid is one which is based on prices significantly less than cost for some work and prices significantly overstated for other work.

2. Bidders are required to bid on all items or their bids will be rejected.

3. Bidders are reminded that they must bid on the issued plans and specifications as amended. Any deviations, conditions or attachments made by the bidders thereto may render the bid non‐ responsive and because for its rejection.

4. CLIN 0005 amount represents the maximum that the contractor shall be reimbursed after all the supporting documents are submitted, only actual expenses will be reimbursed, refer to Section 00 73 00 paragraph 36. No additional time will be permitted to complete CLIN 0005.

QUESTIONS AND ANSWERS

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.).

Bullet 1: Can the box culverts, drainage chamber, and headwall components be precast?

Corps Response: No. The culverts, headwalls and drainage chambers shall be cast‐in‐place.

Bullet 2: The 3 power poles along the American Legion parking lot are noted to be owned by PSEG and electricians have indicated that they cannot move them. Please provide either a list of PSEG approved subcontractors or a bid item allowance for the cost of pole relocation.

Corps Response: As specified on drawing CD‐101 where the power poles to be relocated are shown, the

Contractor shall coordinate with the utility to relocate the poles and attached equipment. Coordination includes identifying subcontractors approved by the utility or having the utility perform the relocation.

Cost for this work was intended to be included with Bid Item 002 Floodwall as part of the American

Legion hall parking lot reconstruction / reconfiguration listed therein. However, a separate bid item will be added for pole relocation.

Bullet 3: Sheet C‐301, please confirm the configuration of the inspection trench. Is it that shown by the dotted or solid lines? What is the required slope of the solid lines?

Corps Response: Please see Notes 2 and 3 on drawing C‐301. Note 2 indicates that the dimensions shown are minimum: 6’ deep and 5’ wide. Note 3 indicates that the trench may be shored, in which case shoring design shall be submitted for approval, or the trench may be an open excavation, in which case the excavation, including side slopes, shall conform to OSHA regulations.

Bullet 4: How thick is the new playground mulch?

Corps Response: Note 7 on landscape drawing L‐101requires mulch to conform to ASTM F1292, providing minimum fall protection in zones around the equipment. Mulch depth is governed by the requirements of the ASTM specification and the fall height, which is listed by the manufacturer for each new piece of equipment. For existing equipment, the fall height shall be determined by the Contractor in accordance with the ASTM spec.
