Amendment 0006

AMENDMENT 0006 TO DRAWINGS for FY16 ERDLF Picatinny Arsenal, New Jersey The purpose of this amendment is to respond to questions from Offerors and clarify specifications.

USACE has updated the proposal due date. Proposals are due on 8 March 2016 by 1400 hours.

TO OFFERORS

The following changes shall be made to the drawings and specifications.

DRAWINGS

The following DRAWINGS have been REVISED but NOT REISSUED:

‐ Drawing SD111 – Replace Demolition Note 1 in its entirety with the following:

“14” dia. X 3’-4” conc. piers. Verify each location and elevation. Remove those that are more than 2” out of horizontal and/or 1” vertical alignment.

Reuse steel frames attached to footings to be removed, if possible. Assume replacement of 90% of piers and 10% replacement of steel frames.”

‐ Drawing M-701 – Replace General Note 9 in its entirety with the following:

“All new DDC systems shall be compatible with the existing DDC systems at Picatinny Arsenal, which are Delta Controls.”

‐ Drawing M-701 – Replace General Note 11 in its entirety with the following:

“Integration of new DDC systems into the existing Picatinny Delta Controls UMCS shall be performed under separate contract with the government.”

SPECIFICATIONS

The following SPECIFICATIONS have been REVISED but NOT REISSUED:

‐ Solicitation par. 1.19 SALVAGE MATERIALS AND EQUIPMENT – the following shall be added to the beginning of the paragraph: “The contractor is responsible for cleaning the site and may salvage material and or equipment within the site as per the plans and specifications.”

‐ Solicitation par. 1.30 MISPLACED MATERIAL – the body of this paragraph shall be deleted in its entirety and replaced with “Not used.”

‐ Specification section 01 57 23 par. 2.1.2 Silt Fence Stakes and Posts – The body of this paragraph shall be deleted in its entirety and replaced with “Use hardwood stakes for fence construction. Wooden stakes utilized for silt fence construction shall have a minimum diameter of 1.5 inches, and have a minimum length of five feet.”

‐ Specification section 01 45 20.00 18 par. 1.4 OPERATIONAL TESTS – this paragraph shall be deleted in its entirety and replaced with: “Operational tests including performance tests shall be conducted for an entire system, not component parts only. Tests may be conducted only after an entire system has been completely installed. Tests for HVAC systems shall be conducted during appropriate season (heating/cooling) to ensure proper operability. System shall be required to function for a 24 hour period. Contractor shall provide a minimum of 14 days notice to the Contracting Officer of scheduled tests. This notice must include the Contractor’s assurance that all installed work previously identified to the Contractor as being unacceptable along with all remaining work associated with the respective system will be complete and acceptable by the date scheduled for the operational test.”

OFFERORS’ QUESTIONS AND GOVERNMENT REPLY

Question #1: Please confirm that the XEF fans in the Ventilation schedule on drawing M-601 are not explosion proof.

Answer #1: XEF is an abbreviation for explosion-resistant exhaust fan. The XEF fans in the ventilation schedule are to be explosion resistant.

Question #2: SREC Fees, Please confirm that the contractor is not responsible for any fees associated with (SREC) as they typically bill the base directly.

Answer #2: As stated in the solicitation, Special Contract Requirements, par. 1.56.14.1, the Contractor shall be responsible for the SREC fees associated with the project.

Question #3: Due to the typo in the RFP it was unknown at the time of the site visit that Delta Controls would be the specified controls contractor. Therefore they were not able to attend. As they need to survey the existing conditions and equipment, please provide an additional site visit.

Answer #3: As stated in W912DS-15-R-0012 Amendment 001, there will be only one site visit for all prospective offerors. This site visit occurred on Tuesday, January 19, 2016. The system must be compatible with the existing Delta Controls system. The controls contractor does not need to be Delta Controls.

Question #4: 1.56.14 Electrical, The first paragraph of the electrical specification reads "Contractor shall also design and install its portion of the electrical distribution system to comply with all local utility (SREC) standards and requirements". Please confirm the contractor is not responsible for any design.

Answer #4: Any decisions left to the Contractor’s discretion must comply with all local utility (SREC) standards and requirements.

Question #5: Drawing EP-601, Please advise where the "off-site" location is for transportation of the existing emergency generator to the site per note (m) on drawing

EP-601.

Answer #5: The location is within Picatinny Arsenal.

Question #6: Regarding the metal roofing (Spec. section 07 41 13-1.8.1) - Since the covered walkway is more or less open on both sides and exposed to the elements, our metal supplier (the panel vendor) cannot provide the specified manufacturer's 20-year no dollar limit roof system warranty. This warranty requires the roof to be "weather tight" even though the roof would be susceptible to moisture intrusion through the sides of the walkway. In this case, a weather tightness warranty does not make sense and, if it were provided, would add a substantial cost to the job. Is this warranty required?

Answer #6: This warranty is required. As stated in the specification section 0741 13 par.

1.8.1, subparagraph a., the metal roof system shall be repaired if it becomes non-watertight or if any of the other situations listed arises. Shop drawings may indicate sealing of the roof independent of sealing the corridor.

Question #7 [Revision to amendment 0005]: Drawing SD-111 demolition note #1 says “reuse steel frames attached to footings to be removed”, however drawing S-120 says “replace metal walkway frames as needed”. As the quantity of replacements cannot be made until a survey is performed, please confirm that the scope is to only perform the survey. After the survey, if any are damaged or in bad condition the replacement will be treated as a change order.

Answer #7: Contractor is to assume replacement of 10% of steel frames.

Question #8: Please advise if there is a preferred / proprietary Fire Alarm manufacturer required.

Answer #8: Speaker: Series 888D-N5 by Edwards/GE or equal Strobe: Series 116 DEX by Edwards/GE or equal Manual fire alarm actuating device: Series XAL-53 by Edwards/GE (Killark) or equal Ceiling-mounted smoke detector: (Explosion-proof) Model 30-3003 by Pyrotector or equal Ceiling-mounted heat detector: (Explosion-proof) Model EPBMPB503 by EST or equal

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198‐005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non‐union rates. Example: SULA2012‐007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG‐OH‐0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis‐Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
