2. Questions and Answers:

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.)

Question # 1) Specification: 01 22 00.00 10, page 2, subpart 1.31.2. How is the credit amount applied to the groin rehabilitation? For example, Item 003AA unit price is for removal, stockpiling and replacement or disposal of reused stone for groin tie-in and revetment rehabilitation. This quantity would decrease (replacement is lower) but Item 0003 AC or 0003 AD would increase. This would be an adjustment versus a credit. Please advise.

Answer # 1) That is correct. If less reusable stones are available for rehabilitation from the existing groin structure, then potentially the estimated quantity for item 0003AC and 0003AD could be increased.

Question # 2) Specification: 01 22 00.00, page 3, subpart 1.3.3.2, 35 21 29.40 page 6 Table 1, and page 7, subpart 2.3: Specification 01 22 00.00, subpart 1.3.3.2 a indicates that all stone will be paid for at the actual weight up to a maximum of 165 pounds per cubic foot. Specification 35 31 29.40, subpart 2.2.1, Table: Stone Test Requirements indicates a dry unit weight of 165 lbs./cu. ft. or greater. Specification 35 31 29.40, subpart 2.3 Stone Classification indicates that all stone are based on a unit weight of not less than 165 lbs. per cubic foot. Since the stone classification indicates a weight of 165 lbs. per cubic foot or greater, why is the payment based on a maximum of 165 lbs. per cubic foot?

Answer # 2) The payment is based on a maximum weight of 165 lbs per cubic foot because that is the design requirement.

Question # 3)

a. What SSD is assumed for the existing stone?

Answer A) Quantity calculations assumed 165 lbs/ft^3 for existing stone.

b. How will this be used to adjust scale weights of removed stone?

Answer B) The weight of reusable stones is assumed 165 PCF so no adjustment would be necessary for the actual scale weight.

c. How will this be used to determine the credit due the government if measured quantities exceed the bid quantity of removed stone?

Answer C) If measured quantity exceed the bid quantity, then no credit would be necessary. In this case, the bid quantity would be adjusted based on the final measured quantity.

d. Will testing of in situ stone be required to determine SSD?

Answer D: Testing of in situ stone to determine SSD is not required.

Question # 4) New groin construction will generate backfill in excess of what is required for restoration of the beach to existing grade. Upon completion of the job, is this excess material to remain stockpiled above EL 5.0ft per contract specifications or be disposed of?

Answer # 4) Excavated material in excess of required backfill may be placed on the adjacent beach in a 1-ft thick layer, smoothly graded, or placed as directed by the COR.

Question # 5) Due to the fact that our takeoff of stone quantities differ significantly from the quantities in the bid solicitation, we respectfully request copies of the stone calculations or, alternately, revised quantities pursuant to government review.

Answer # 5) Quantities in the bid schedule have been revised. Bid schedule has been reissued.

Question # 6) For the construction of New Groins A through D where excavation is required to place the stone materials are we to backfill around the groin with excavated beachfill back to the existing grade or will this work be done as part of the future beachfill contract?

Answer # 6) Excavated material will be backfilled to existing grade following groin construction.

Excavated material in excess of required backfill may be spread adjacent to the beach in a smoothly graded 1-ft layer or as directed by the COR.

Question # 7) Will payment be made under Item 0008AA “Removal, Stockpiling, and Placement or Disposal of Reused Armor Stone for Groin Rehabilitation” for the existing stones that will need to be reset in order to tie-in the new stones being added?

Answer # 7) Yes.

Question # 8) Please refer to Section 01 22 00.00 10 – Measurement & Payment. Part 1.3.1 Removed Stones, for bidding purposes are we to assume a certain percentage will be reused so as to provide equal bids?

Answer # 8) For bidding purposes, assume 50% of the bid quantity for CLIN0002AA and 0008AA Removal, Stockpiling and Placement or Disposal of Reused Armor Stone for Groin Rehabilitation will be reusable stone. For bidding purposes, assume 50% of the bid quantity for CLIN0003AA Removal, Stockpiling and Placement or Disposal of Reused Armor Stone for Groin Tie-in and Revetment Rehabilitation will be reusable stone.

Question # 9) Are stones outside of the groin footprint required to be recovered as part of the existing stone bid items? If yes, what is the criteria for finding and addressing stones that are buried in sand or beneath the ocean surface?

Answer # 9) There is no requirement for recovery of stones except for recover/removal required for construction as show in the Contract Drawings.

Question # 10) The Excel spreadsheet included in the solicitation documents appears to be used to calculate and create reports on equipment emissions. I cannot see where specific emission requirements are in effect. Please clarify what restriction on engine emissions, if any, are incorporated into this project.

What is the purpose of the emissions spreadsheet?

Answer # 10) The contractor will need to fill out the emissions calculator and submit it by the 10th of each month as per the specification 01 11 35- Air Emissions Requirements for any combustion engine, land-based or marine-based, used on the contract.

Question # 11) Is "re-handled" existing stone in groin rehabs to be removed and weighed prior to being re-used? If not, how will this work be measured for payment? If no payment measurement is to be provided, how will the contractor know when the work is normal and incidental or when it is extreme and a change order is required?

Answer # 11) The existing armor stones are to be removed, weighed, and grouped in appropriate stockpiles for either reuse or disposal.

Question # 12) Please provide estimates of the quantity of dredge material and/or stone material that can be disposed of in local governmental property, as indicated on G-003. Where are the disposal sites?

Answer # 12) Disposal locations for stone are within the Town of Hempstead with the primary location being the Town stone yard, just north of the Point Lookout Town Park parking lot. The Town can accept quantities of stone equal to or greater than stone removal quantities listed in the bid schedule. Sand dredged material disposal location is along the western side of Jones Inlet, landward of the existing revetment. For bidding purposes assume no greater than 20,000 CY of sand can be accepted by the town of Hempstead.

Question # 13) Note 15 on Sheet G-101 in the Reach 2 plan set includes the statement "Transport of equipment and materials will be allowed as directed by the COR," with regard to the work restriction for Memorial Day to Labor Day. What restrictions can we expect for these activities?

Answer # 13) Expected restrictions include 1) hours and days when transport will be allowed, and 2) designated driving lanes on the beach.

Question # 14) Will temporary structures used in groin construction &/or rehab be permitted to remain in place during periods in which work is not permitted?

Answer # 14) Please clarify the question and provide a description of the structure you are talking about.

Question # 15) Is dredging of Jones Inlet to achieve access to a temporary barge dock (as shown on G-

003) included/permissible under existing project permits?

Answer # 15) No, the dredging/temporary dock is not included under existing project permits. The contractor would be required to get their own permits.

Question # 16) May sand dredged for the temporary barge dock be used as beach fill at the groins?

Answer # 16) There is no beach fill in this contract. Back fill of excavation cuts may be allowed if the dredged sand is similar in grain size and gradation to existing beach sand.

Question # 17) Since the access roads (New York Avenue, West Broadway, East Broadway, East Park Avenue, West Park Avenue, and Pacific Boulevard) are pre-determined on the bidding documents, we have assumed that the local cities and/or New York State will restore the roads due to heavy loads being transported. We have assumed restoration of the temporary access locations to the beach areas. We have assumed that the equipment storage areas have satisfactory load bearing capacity for the heavy equipment and no restoration is required.

Answer # 17) The Contractor is required to acquire proper DOT permits for use of public roads for the purpose of hauling materials to the project site. Restoration is not required by this contract unless the contractor is in violation of these permits. The Contractor is required to restore all temporary staging areas, temporary access locations, beaches, etc., within the project limits and under the contractor’s control during construction. The Contractor is encouraged to photo/video document of all access roads, storage, and staging areas, etc. as matter of record.

Question # 18) Can you comment on whether we will be seeing anymore RFI responses? Or when? I have more than fifteen that have not been addressed and will want time to consider any responses forthcoming.

Answer # 18) The government will answer all RFI’s submitted before the bid opening. There is no timeframe for responses however there will be enough time for potential bidders to adjust their estimates after subsequent amendments.

Question # 19) Temporary fencing is required to define work areas and provide public protection.

Pathways for the public are to be maintained on the landward side. How are pathways for construction equipment and material (stone) to be established, protected, and maintained? This of particular interest in Reach 2 where stone hauling will occur over thousands of feet and well beyond work area limits (2000' max at any one time).

Answer # 19) Temporary fencing is a measure to provide safety barrier to keep public from entering work zones. The contractor is responsible for developing a work plan for the Government’s approval to control the movement for all construction equipment, materials, personnel, etc. which shall be developed based on field conditions and in accordance with safe practices per EM 385-1-1 USACE Safety and Health Requirements.

Question # 20) Looking at Bid Items 0003AC and 0003AD, it appears that the quantities are transposed.

Similarly, the quantities for 0003AF and 0003AG appear to be transposed. Please review and clarify.

Answer # 20) The quantities and bid schedule have been updated and reissued.

Question # 21) Contract Section 00 21 13 INSTRUCTIONS, CONDITIONS, AND NOTICE TO BIDDERS. Please provide Contract Section 00 21 13 references in the Main Table of Contents since this section was not issued in the ITB.

Answer # 21) Contract Section 00 21 13 is not included in this solicitation. Please see Contract Section

00 21 16 – INSTRUCTIONS, CONDITIONS AND NOTICE TO OFFEROR

Question # 22) Groin 35, as well as other groins in Reach 2, requires excavation to place the required amount of armor stone. The required Reach 2 excavation costs should be put in what bid item?

Answer # 22) The cost of excavation for groin rehabs in Reach 2 should be included in CLIN 0008AA, Removal, Stockpiling, and Placement or Disposal of Reused Armor Stone for Groin Rehabilitation.

Question # 23) Sheet CS-101, Groin 25 Rehab Profile, subpart 3.11.4 of specification section 35 31

29.40. Subpart 3.11.4 of specification section 35 31 29.40 states, “Any suitable armor or underlayer stone removed from the existing groin which meets the criteria of the specified new stone classifications will be stockpiled and reused in the construction of the repaired groin structure…” Bid Item No. 0008AA states, “Removal, stockpiling and placement FFP or Disposal of Reused Armor Stone for Groin Rehabilitation”. Groin 25 Rehab, profile, as well as other groins in Reach 2, indicates Type A Armor Stone, Type B Armor Stone, and Core Stone.

Should the contractor assume that recovered stone meeting the Type A Armor, Type B Armor, and/or the Core Stone weight-classification can be used, and paid for in Bid Item No. 0008AA?

Answer # 23) That is a correct assumption.

Question # 24) Section 00 73 00, Paragraph 26 Storage Areas (Amendment 0002) and Paragraph 36 Facilities. Please identify possible locations that would be acceptable for the placement of the Field Offices, both the Contractors and the Contracting Officer’s, which would be large enough to support the required office size and include the Contractor Officer’s secures parking spaces.

Answer # 24) Staging areas are marked in the plans. Contractor can coordinate with local sponsor to rent another space if they desire.

Question # 25) Beach Access between Reach 1 and Reach 2. Will the contractor be able to utilize the stretch of beach between Reach 1 and Reach 2 for equipment use and material supply?

Answer # 25) Contractor will be responsible for obtaining any access other than access shown in the Contract Documents. Additional access will be subject to approval by the COR, the Town of Hempstead, Nassau County, the City of Long Beach, and private property owners."

Question # 26) Bid Schedule, Specification 00 10 00. We assume the Informational Bid Items (i.e. 0002) will be marked as “not applicable”.

Answer # 26) Please see revised Bid Schedule.

Question # 27) Bid schedule, specification 00 10 00. Each line item has an amount and a net amount which are the same value. Since the net amount is the same value from the above amount, would this extra line be eliminated or marked “in above”?

Answer # 27) Please see revised Bid Schedule.
