BIDDER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.)

Question # 1) Section 01 35 26, page 4, subpart 1.5.1.1. Please advise if one or two SSHO are required for the project?

Answer # 1) The spec requires at least 1 SSHO per work site per shift unless the scope of work dictates the need for more safety coverage.

Question # 2) Can the Equipment Staging areas indicated on drawing G-003 be used for material stockpile areas?

Answer # 2) Yes.

Question # 3) Specification 35 31 29.40 page 5, subpart 2.2.1 Quality: Is sedimentary stone acceptable for use in this project? Based on conversations with the local stone suppliers, we understand that sedimentary stone has been approved by the Government on similar groin projects close to this project location.

Answer # 3) Stone may be acceptable as long as it meets the criteria as per the specifications.

Question # 4) G-002, Note 14, Specification 35 31 29.40: Do the designated stone stockpile locations need to be within the “designated work section” limitations of 2,000 linear feet? Can we stockpile stone outside of the “designated work sections”?

Answer # 4) Stone stockpiles can be outside the designated work sections with approval of the COR, the Town of Hempstead, and the City of Long Beach, and per requirements of the Water Quality Certificate.

Question # 5) CS-106, Groin 34 Rehab Profile, Specification 35 31 29.40: Stated detail indicated Existing Grade excavation to place Type A Armor Stone, what bid item should this cost be assigned to?

Answer # 5) This cost is assigned to CLIN 0008AA Removal, Stockpiling and Placement or Disposal of Reused Armor Stone for Groin Rehabilitation.

Question # 6) CS-103, Note 2, Specification 35 31 29.40: Note states that excavated sand will need to be stockpiled above elevation +5.0. Please verify that this material can be stockpiled outside of the designated stone stockpile areas.

Answer # 6) Excavated sand may be placed outside the designated stone stockpile areas upon approval of the COR and the Town of Hempstead.

Question # 7) We are still reviewing and performing takeoff for this project. Please indicate when RFI’s will no longer be accepted for consideration and when responses to the RFI’s can be expected.

Answer # 7) There is no deadline for when RFI’s can no longer be expected. RFI’s are being answered as quickly as possible.

Question # 8) This is a complex project and we have, to date, made a number of RFI requests. We have no indication when information will be forthcoming. We are still reviewing the project plans and documents. Additionally, there is a major holiday (Thanksgiving) occurring in the bid period that restricts the bid process. In order to allow the government time to respond to all RFIs received, to allow the bidders time to consider the RFI responses, and to facilitate submission of the best possible bid pricing, we respectfully request a bid extension of 2 weeks.

Answer # 8) Bid opening will be extended to January 13, 2016.

Question # 9) Is the permanent material (the stone, etc) on federal construction projects exempt from the state sales taxes?

Answer # 9) Bidders are responsible for determining applicability of taxes to the project, see FAR 52.229-3.

Question # 10) For bidding purposes, are we to assume the Town of Hempstead will accept all of the existing stone removed but not reused on site?

Answer # 10) Yes, the town of Hempstead will accept the removed stone but not reused on site.

Question # 11) When excavation must be performed below the mean low water elevation, must it be accomplished by hydraulic dredging?

Answer # 11) Mechanical dredging methods may be used.

Question # 12) Are there any load restrictions for hauling material over the roads indicated as access roads on Drawings G-003 for Reach 1 and G-002 for Reach 2?

Answer # 12) The contractor is responsible for all permits. This includes hauling material and equipment over identified access roads. The contractor will have to contact applicable DOT's to coordinate.

Question # 13) Please confirm that the existing grade as shown on Drawings CS-301 through CS-308 for Reach 1 represents the elevations prior to the beachfill that was placed in the Spring of 2014.

Answer # 13) Existing grades as shown on Drawings CS-301 through CS-308 for Reach 1 represent contours from April 2013, prior to the placement of beachfill of January-February 2014.

Question # 14) Will other locations for temporary dock facilities be considered or are they only allowed as shown on the drawings?

Answer # 14) Other facilities may be considered. It is up to the contractor to coordinate these facilities.
