Section 01 54 00 MOBILIATION AND DEMOBILIZATION: Add the following paragraphs:
“1.4 TEMPORARY FENCING
1.4.1 General
Temporary fence shall be installed as needed. The fence shall be removed by the Contractor at the completion of the work or when directed by the Contracting Officer, or his representative, and all material used shall remain the property of the Contractor.
1.4.2 Beach Access
Beach access ramps or stairs to the work area will be enclosed by the Contractor by erection of a sand fence if they are within 500 feet of the designated work area.
1.4.3 Work Areas
Sand fence will be installed on the beach enclosing designated work sections from the northern limit of the work section to the mean high water line. The fence shall also be installed along the back shore to prevent entry to the work area. In the City of Long Beach sufficient room to allow public passage alongshore landward of the groin rehabilitation work sections must be maintained. 1.4.5 Payment
No separate payment shall be made for this temporary fencing, and all costs in connection therewith shall be included in the contract unit price for Item No. 0001 Mobilization and Demobilization.”
Question # 11) Will equipment be allowed to stay on the beach during non-working days or off hours?
Answer # 11) Yes, as long as the equipment being stored are actively being used, properly protected during non-working hours, and stored within the active work limits.
Question # 12) Sheet G-101 note 15, G0102, G-103: Please provide the purpose and reasoning of the no work area and time frame. Please advise of any preparatory work required for the no work time period.
Fencing? Make safe area? Is there any monitoring and/or work required by the Contractor in this time period? Also, if the contract work is complete in this area, are there any other requirements during the no work time frame after the work completion?
Answer # 12) The purpose and reasoning of the no-work zone and time frame is to allow public use of the beach between Magnolia Blvd and Long Beach Blvd during the heaviest beach use time of Memorial Day through Labor Day. Preparatory work prior to Memorial Day would include moving all equipment and materials out of the designated no-work zone, including stockpiled stone, and cleaning the beach such that it is suitable for public use. Fencing will be required around active work sections at groins being rehabbed (ref. Response to RFI#13) or as directed by the COR. No work is required by the Contractor within the no-work zone between Memorial Day and Labor Day. Transport of equipment and materials through the no-work zone will be as directed by the COR. Work by the Contractor can continue east and west of the no-work zone. Completion of contract work in the no-work zone and elsewhere is subject to acceptance requirements in Section 35 31 29.4 paragraph 3.15 ACCEPTANCE SECTIONS and Section 00 73 00 paragraph 31 FINAL EXAMINATION AND ACCEPTANCE.
Question # 13) Specification Section 00 21 16 was provided in the bidding documents. Are we to assume this is a direct replacement for Specification Section 00 21 13 referenced in the Main Table of Contents page MOTC-1?
Answer # 13) Section 00 21 16 – INSTRUCTIONS, CONDITIONS AND NOTICE TO OFFEROR is a contract section, not a specification.
Question # 14) I have read through the solicitation and the instructions, and found no reference to any pre-bid meeting or a deadline for RFIs. Please advise.
Answer # 14) There is no pre-bid meeting for this solicitation. There are no deadlines for RFI’s.
Question # 15) Are there CAD files available to use during the preparation of our bid?
Answer # 15) CAD design files will not be made available to use during preparation of the bid.
Question # 16) My company is interested in bidding on the above mentioned project. I had a few questions to ask of you and if we could potentially set up a site visit. Please call me at your earliest convenience.
Answer # 16) Please send in your questions. Long beach is open to the public and you may conduct your own site visit. Please be aware that there is only public parking available on Lido Blvd in the Pt. Lookout area.
Question # 17) Per Specification 01 22 00.00 10, Paragraph 1.3.1, existing stone removed is to be measured with scale weights. What are the requirements for scale weighing? Can a calibrated load cell on a piece of equipment be used?
Answer # 17) The contractor can submit variance on the weighing method but it would have to be acceptable and approved by the COR.
