CONTINUATION PAGE

The solicitation is amended as follows:

Deleted text is shown with a strikethrough. Added text is shown with underline.

1. The purpose of this amendment is to update Section 00 21 16 – Instructions to Bidders Tab C- Factor 2 –

Technical Approach

TAB C – FACTOR 2 – TECHNICAL APPROACH

Submission Requirements

Technical Approach. Offerors shall submit a narrative that addresses the items below.

a. Identify specific steps the offeror will take to minimize noise, trash and dust impacts to occupants. Provide a plan describing specific steps that will be taken to eliminate or minimize detrimental impacts to occupants. . Identify any project from Factor 1 that used the same mitigation strategies successfully.

b. Identify what steps the offeror will take to successfully integrate the new equipment and controls into the existing control system. Describe specific plans to eliminate or minimize risk associated with this approach. Identify any project from Factor 1 that used the same methods successfully.

c. The offeror shall submit a mechanical system diagram (herein known as system diagram) containing a schematic representation of the Building 127 Hydronic System for Sector 1 and how it will operate. The air-side system and chilled water side does not need to be included. An example is attached for reference. The system diagram must show the following details and be based on the design as advertised (actual equipment selections are not required or requested) and shall not consist of copying contract documents:

1) Representation of all equipment associated with the heating hydronic system, to include: pumps, pumps with VFD’s, valves, buffer tanks, boilers, expansion tanks, air separators, sensors (such as differential pressure, temperature, flow), etc.

2) Systematic order of equipment, devices, and tees.

3) Representation of equipment capacities and rated flows (e.g., boiler/chiller MBH or Tons, Pump GPM, etc., as shown in the design)

4) Primary and secondary loops shown as distinct.

5) Pumping systems must be shown with a common discharge orientation and configurations need to be as untangled as possible (limit crossing of duct or pipe) for ease of evaluation.

6) Preparer information (Offeror and any subcontractor or teaming partner involved with preparing the system diagrams). If an offeror uses a subcontractor or teaming partner to develop the mechanical system diagram, the offeror must submit a letter of commitment to use the proposed firm on the project, signed both by the subcontractor/teaming partner and the offeror. The commitment letter must be submitted even if the subcontractor/teaming partner is in some way affiliated with the offeror (for example, the subcontractor/teaming partner is a subsidiary of a joint venture partner, or a subsidiary of a firm to which the joint venture partner is also a subsidiary).

Offeror shall clearly communicate their approach to this HVAC repairs project and support the approach with past experiences and lessons learned from similar type projects. Offeror shall also include additional information that would demonstrate their overall knowledge and experience in projects of similar size, magnitude and criteria.

The narrative shall thoroughly demonstrate how the Offeror’s experience and lessons learned support their planned approach to this HVAC repairs project. Offeror shall include enough details to communicate their knowledge

/experience in each area. Just mentioning a topic shall not suffice as demonstration of their knowledge or experience.

EVALUATION CRITERIA

Based on the submission provided, the Government will evaluate the Offerors overall technical approach to this construction project and its capability to execute an awarded contract with a cohesive and collaborative team effort.

The Government will evaluate the strengths, weaknesses and any deficiencies in the submission and assign one combined technical and risk rating for this factor.

Additional consideration will be given to those offerors whose proposed technical approach:

1. Demonstrates experience using the same technical approach successfully for projects submitted for Factor 1.

2. Clearly communicates thorough knowledge, application and planning to minimize environmental impacts to occupants.

3. Clearly communicates thorough knowledge, application and planning to successfully integrate the new equipment and controls into the existing control system.

4. Demonstrates understanding of the hydronic system and control design intent based on the following details:

1) Required hydronic system equipment is shown and uses identification as defined in the solicitation.

2) Systematic order of all equipment, devices, and tees is shown correctly.

3) Equipment capacities and rated flows are shown correctly.

4) Primary and secondary loops shown as distinct and accurate.

5) Control loop representation (e.g., differential pressure driving pump variable frequency drive, etc.).

2. Proposals are due by September 23, 2020 by 10:00 AM (Kansas City time).

3. Offeror is required to acknowledge receipt of this amendment. Failure to acknowledge this amendment may cause rejections of the proposal.

4. All other terms and conditions remain unchanged and in full force.
