About this file
This is a Questions and Answers document for a federal contract solicitation concerning lockers and drawers renovation work, including painting and installation of furniture in locker room facilities.
The solicitation requires supply and installation of freestanding locker room benches (6 total: 3 for each locker room), metal lockers with padlock capability, coat racks, and backrests. Regarding locker room configuration, coat racks and backrests may be supplied as combined or separate units per solicitation specifications. Metal lockers must meet defined salient physical and performance characteristics but are not subject to a mandatory welding requirement—fabrication methods (welded, bolted, or riveted) are at manufacturer discretion provided performance specifications are met. Lockers require padlock compatibility rather than integrated locks. The facility is located on the ground floor with truck access to the main door; no elevator is required. Working hours are Monday through Friday, 0600–1900.
The document addresses painting and surface repair standards, requiring all final work to achieve a uniform, professional-grade finish free of blemishes using industry-standard methods. Electrical outlets, light switches, and baseboards may be masked or removed during painting at the contractor's discretion. The contracting agency (USG) will remove radiators to facilitate wall painting if needed. Past performance documentation is not required for submission. Technical information and quality certificates must be submitted per the solicitation documents. The RFQ referenced contains specific submission requirements and detailed technical specifications for all deliverables.

Question and Anwers – Lockers and Drawers
Question 1: In the women's changing room, a bench was shown to us which is intended to serve as a reference/example. This bench is permanently connected to the backrest and the coat rack section. In the solicitation, however, these two items are listed separately, with the requirement that the backrest be freestanding.
Is the existing on-site combination the determining factor, meaning that the new units shall only be installed as combined units and that the coat rack section does not need to be freestanding and installed separately?
Response: The coat rack and back rest can be one unit or two separate units as listed in the solicitation.
Question 2: Regarding the painting work, is it sufficient to mask the electrical outlets, light switches, and baseboards, or is their removal and subsequent reinstallation required?
Response: There is no specific requirement for either method. The final product must be free of blemishes and present a uniform, professional-grade painted finish, consistent with the quality standards outlined in our requirements.
Question 3: Is it possible for the radiators to be removed by your personnel, or should the walls behind the radiators be painted without removing them?
Response: Yes, it is possible to have the USG remove radiators to allow for painting of walls.
Question 4: With regard to the cracks, is it sufficient to rake them out and repair them using an appropriate textured acrylic sealant, or is the incorporation of reinforcing mesh required?
Response: Any repairs to surface imperfections such as cracks or holes, regardless of size, must be executed using the appropriate industry-standard methods to ensure a seamless and durable remediation. The final product must be free of blemishes and present a uniform, professional-grade painted finish, consistent with the quality standards outlined in our requirements.
Question 5: Could you tell how many Freestanding Locker Room Bench
Response: Total of 6. (3) for each locker room.
Question 6: New and old lockers, are and will be in the same building? That building, are the lockers in the ground floor or in any other? Do you have elevator that would be used for us?
Response: Lockers are on the ground floor. No elevator required.
Question 6: Can the trucks access until the main door of the buildings
Response: Yes, trucks can access the main door.
Question 7: Would you like the metal lockers to be welded?
Response: Our requirement is that all metal lockers must be manufactured to meet the defined salient physical and performance characteristics specified in the solicitation/contract. We do not explicitly mandate a specific assembly method, such as all-welded construction, unless it is necessary to meet those performance thresholds (such as rigidity, load capacity, or durability standards). As long as the lockers meet or exceed all stated salient characteristics and performance specifications, the choice of standard fabrication methods (whether welded, bolted, or riveted) is at the discretion of the manufacturer."
Quenstion 8: Do you need the lockers with lock or to be used with padlock?
Response: Lockers with padlocks to be used.
