About this file

This is a Request for Quote (RFQ) for DFAC Lockers with Benches issued by the U.S. Army Contracting Command for a Women-Owned Small Business (WOSB) set-aside. Solicitation number W912CM26QA021 was issued on 15 July 2026 with quotes due 11 August 2026 at 15:00 CET. The requirement involves supplying and installing 54 clean/dirty separation lockers, 6 solid benches, and 6 coat rack extensions in two locker rooms at the 405th Air Force Support Brigade in Wiesbaden, Germany. The scope also includes interior painting of approximately 210 square meters, dismantling and removal of existing lockers, and professional installation of new equipment. All work must be completed within 14 work days (Monday-Friday). The lockers must provide separate internal compartments for hygienic separation of street clothes and work/PPE clothing, feature heavy-duty steel construction with light grey bodies and blue doors (RAL 7035 and RAL 5010 colors), include protective feet and soft-stop mechanisms, and come with 2-year warranties. Benches and coat racks require sturdy square steel tubing with hardwood slats and safety features. Delivery is required by 27 November 2026, with FOB Destination and contractor-paid transportation.

Evaluation will be conducted under FAR Part 12 simplified acquisition procedures on an "Acceptable/Unacceptable" basis for technical factors (product description and supplier performance risk) with price as the deciding factor. Award will be made to the responsive, responsible quoter with the lowest evaluated price, provided prices are fair and reasonable. The Government will evaluate offers on initial submissions without formal discussions. Quoters must complete SF 1449 forms, provide technical specifications with make/model and delivery timelines, demonstrate capability to perform work within Germany, submit CAGE codes and unique entity identifiers, and comply with all solicitation requirements including representations regarding inverted domestic corporations and covered defense telecommunications equipment. Contract clauses include FAR provisions for commercial products and services, DFARS clauses including tax relief for Germany (19% VAT exclusion), payment via WAWF, and various compliance certifications. A mandatory site visit is scheduled for 23 July 2026 at Clay Kaserne in Wiesbaden with no more than two representatives per vendor permitted.

"Item" means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.

" Lot or batch number" means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.

"Machine-readable" means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

"Original part number" means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.

"Parent item" means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.

"Serial number within the enterprise identifier" means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.

"Serial number within the part, lot, or batch number" means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.

"Serialization within the enterprise identifier" means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.
