SUBJECT: In-Situ Enhanced Biodegradation Injections at Site LF002

Joint Base San Antonio - Camp Bullis, Texas Contract No. FA8903-19-C-0018

1.0 INTRODUCTION

KOMAN Government Solutions, LLC (KGS) has prepared this Technical Memorandum documenting the completion of field activities for In-Situ Enhanced Biodegradation Injections at Site LF002, Joint Base San Antonio (JBSA) - Camp Bullis, Texas. The project was awarded under Contract No. FA8903-19-C-0018 in June 2019. Field activities were conducted between September – November 2019.

Site LF002 (also known as Site 8) was previously operated as a trench-and-fill landfill for disposal of various mission-related wastes. Chlorinated volatile organic compounds (VOCs) resulting from buried wastes have been investigated in groundwater surrounding and downgradient of the site. In-situ enhanced bioremediation injections were conducted in 2008 at the site, in accordance with a Texas Commission on Environmental Quality (TCEQ)-approved Response Action Plan (RAP).

The scope of work (SOW) for this project included a second injection event to further enhance the reductive dechlorination of VOCs in the impacted groundwater. The scope specified the injection of 25,000 gallons of amendment per well, for a total of 125,000 gallons. Injection activities, which are discussed in detail in this Technical Memorandum, were conducted in accordance with the Final RAP, Site 8, Landfill 8, Camp Bullis, Texas dated August 2009, as well as the Final Quality Management Plan (QMP), In-situ Enhanced Biodegradation Injections

– Site LF002, dated August 2019. A copy of the QMP approval letter from the TCEQ is provided as Attachment 1.

2.0 SITE SETTING

Camp Bullis, established in 1917, comprises 27,990 acres in Bexar County, Texas, approximately 15 miles northwest of downtown San Antonio (Figure 1). Camp Bullis provides Base Operations Support and Training Support to JBSA Mission Partners in order to sustain their Operational and Institutional training requirements.

Technical Memorandum In-Situ Enhanced Biodegradation Injections, Site LF002

Joint Base San Antonio – Camp Bullis, Texas

Site LF002 is located approximately 4 miles north of the cantonment area at Camp Bullis (Figure 2). The site was used from approximately 1950 to 1955 as a trench-and-fill disposal site for chemical agent identification sets (CAIS), gas masks, medical wastes, and unknown quantities of decontaminating agent, non-corrosive (DANC). DANC is a solution of an active-chlorine compound in a chlorinated solvent, which is used to deactivate chemical agent residues on the CAIS. VOCs, including trichloroethene (TCE), have been detected and extensively investigated in groundwater surrounding and downgradient of the site.

In 2008, five horizontal injection wells were installed to extend beneath the landfill, and in-situ enhanced bioremediation activities were conducted using emulsified vegetable oil (EVO) in accordance with a TCEQ-approved RAP. The wells are constructed of 2-inch fiberglass material and vary in length from 315 feet to 378 feet, with screen sections 95-130 feet long, extending to depths of approximately 15 feet below grade. Copies of the well construction diagrams provided in previous reports are included in Attachment 2.

3.0 SITE PREPARATION

3.1 Notifications / Permits

Notifications were provided to Range Operations to ensure that appropriate Camp Bullis organizations were aware of the location, start time, duration, and nature of activities to be conducted at the work site. Field personnel provided a daily “check-in” with Range Operations at the beginning and end of each workday, which included pick-up and return of radio equipment provided in case emergency contact was required.

Intrusive work was not required as part of the scope. Therefore, no digging permits were obtained from JBSA - Camp Bullis organizations.

The injection task was conducted under TCEQ Class V Underground Injection Permit (5X2600487, approved January 2008), which was obtained for the initial 2008 injection at Camp Bullis. It was determined that the original permit remained valid and in effect; therefore, no additional injection permit was required.

3.2 Vegetation Clearance

The majority of the work area was previously cleared of mature trees at the time of injection well installation, however native grasses several feet high were present which impeded movement and visibility across the site. Tall grass also served to increase safety risks, providing cover for snakes and other potential biological hazards.

Grassy vegetation was cleared in the central working area of the site to allow for more efficient staging and movement of equipment, maximize work production, and provide an unobstructed view of the work area. Vegetation removal was accomplished with a skid-steer loader fitted with a mower attachment. No mature trees were removed or trimmed. Photographs of the site before and after vegetation clearance are provided in Attachment 3 (Photographs 1-4).

3.3 Well Cleaning / Video Survey of Wells

Because the injection wells had not been used or assessed since the original injection event in 2008, there was concern about the overall effectiveness of injection well performance due to clogged screens and/or obstructions or casing breaches by roots. Accordingly, the wells were cleaned using a pressure sprayer to remove residual or congealed vegetable oil and improve well injection performance prior to use. Well cleaning and subsequent video surveys were conducted

24-26 September 2019 by Ellingson-Directional Drilling Technologies (DTD), the company that installed the wells in 2008.

A trailer-mounted 300-gallon water tank was used to transport water from a potable water stand in the cantonment area of Camp Bullis to the site for pressure spraying. Each well was pressure sprayed with a jet nozzle providing approximately 18 gallons per minute (gpm) of wash water at 4000 pounds per square inch (psi). The pressure sprayer and water hose were gradually fed into each well to total well depth. Graduated footage markings on the spray hose were used to determine the approximate location of the jet nozzle within the well. Between four and ten passes of the jetting nozzle were made through the screened section of the wells to clean screen slots and remove congealed oil.

Tan to grey cloudy water with varying degrees of congealed vegetable oil was flushed from the wells during cleaning. Each well displayed improvement in water clarity as well cleaning progressed. Wash water that flowed from the end of the wells was captured in a small catchment basin and pumped to a 6,000-gallon storage tank for future characterization and disposal.

Photographs of the well cleaning operation are provided in Attachment 3. Approximately 4,500 gallons of potable water was pumped into the five wells during cleaning. Approximately 1,300 gallons of water was recovered and containerized for characterization and disposal, indicting a substantial portion of the water was able to pass through the screen interval of the wells during well cleaning.

Following well cleaning, a video survey was conducted to assess the interior condition of wells and the presence/nature of any obstructions. Survey methods consisted of a small diameter video camera connected to a fiberglass rodder that was fed through the well as video images were viewed on a monitor in real time (as well as recorded for future evaluation). Video surveys were conducted on 4 of the 5 wells; well IW-04 had a narrow diameter fitting on the end of the well that would not accommodate the camera.

None of the wells displayed video evidence of significant obstructions or tree root penetrations, although each of the wells surveyed contained standing water in the lower casing and screen interval 1-2 days after the completion of cleaning activities. In general, wells IW-01, IW-02, and IW-03 appeared to be in useable condition, with varying traces of remnant EVO and silty cloudy water in the wells; observations of clear well screen slots were best observed in well IW-02.

Penetration of the video camera in well IW-05 was generally more difficult than in the other wells (presumably due to presence of tacky remnant EVO in the well casing which was observed during well cleaning). Refusal of the camera was encountered just above the screen interval so the condition of the well screen in this well could not be observed.

4.0 INJECTION ACTIVITIES

4.1 Mobilization

Mobilization of equipment and materials took place 14 to 18 October 2019. This included taking delivery and staging twenty-five 275-gallon totes of EVO, two 6,000-gallon mixing tanks, a 2,000-gallon water truck, a Conex storage box, skid-steer forklift, transfer pumps, and all required hoses, fittings, and in-line flow meters. A 40 by 15-foot containment structure was also constructed to hold the EVO totes and prevent a significant release of oil to the ground surface.

The two 6,000-gallon mixing tanks were triple-rinsed with a high-temperature/high-pressure power washer prior to delivery of the tanks to the site. Copies of the mixing tank cleaning certificates are provided in Attachment 4. All equipment and materials were staged in a working configuration that allowed for water truck deliveries and sequential access to EVO totes to replenish mixing tanks in an efficient and orderly process.

4.2 EVO Injection Activities

Injection activities were conducted by a two-person KGS field crew from 19 October 2019 to 5 November 2019. The EVO product used for injection (EOSPRO) was developed specifically for chlorinated contaminant degradation by EOS Remediation, LLC. A copy of the EOSPRO product sheet is provided in Attachment 5.

Mixing and injection of the EVO-water amendment was performed in 5,000-gallon increments, alternating between each of the 5 injection wells. Each batch consist of 275 gallons of EVO from a single tote, mixed with 4,725 gallons of potable water transferred to the site by water truck from a Camp Bullis potable water fill stand. The volume of water added to the tank was determined by manual gauging of fluid height in the tank and use of an “inches-to-gallons” conversion chart attached to the wall of the tank (see Attachment 3, Photograph 16). Water conditioner (ascorbic acid powder) was added to the water to reduce the dissolved oxygen (DO) content and promote anaerobic conditions prior to injection. Batches were generally allowed to stabilize overnight after mixing to insure DO levels below 2.0 mg/L were obtained prior to injection. Copies of the injection batch summary table and data sheets for each 5,000-gallon batch are provided in Attachment 6.

After verifying appropriate DO levels, the mixture was pumped into the well (or gravity fed) at flow rates generally ranging from 10 to 25 gpm. In total, 25 batches of approximately 5,000-gallons of amendment were injected into the five wells. Flow rates and volume of fluids injected were also monitored and recorded using inline flow meters installed at the end of each well.

Difficulties were encountered in obtaining meter flow volume measurements consistent with the volume readings measured from the static fluid levels in the tank, despite multiple attempts to calibrate the meters and trouble-shoot with meter manufacturer representatives. In general, the volume readings on the meters were higher than the 5,000-gallon readings measured from static water levels. A potential reason may have been the inclination of the ends of the injection well where the meters were installed (see Attachment 3, Photograph 18) which may have created an air gap in the line that led to an overestimation of the flow volumes measured through the meter.

Following the completion of the second and fourth rounds of injection, approximately 7.5 liters (2 gallons) of BAC-9, a microbial consortium of Dehalococcoides mccartyi, was injected into each of the five injection wells (a combined total of 15 liters/4 gallons per well, as specified in the 2008 RAP). The BAC-9 consortium is designed to degrade PCE and TCE to ethene. A copy of the BAC-9 product sheet is provided in Attachment 5. The BAC-9 was shipped in a refrigerated metal keg and kept on ice while injections were conducted at the site the same day as delivery. Due to the volume of consortium required for each five-well injection event, the BAC- 9 was delivered at a 7.5x concentration factor, totaling 5 liters (see Attachment 3, Photograph 22). This is the equivalent of 37.5 liters of unconcentrated culture (or the required 7.5 liters for each of the 5 wells). A specified amount of BAC-9 culture (as measured in a graduated cylinder attached to the keg) was injected under a nitrogen gas blanket to limit oxygenation of the culture and maintain required anaerobic environment. Each batch was injected into a clean EVO tote containing approximately 200-gallons of potable water maintained at a DO level of less than 1.0 mg/L. The mixture was then immediately pumped into an injection well for distribution in the subsurface, a process repeated for each of the five wells in both injection events.

In all, approximately 25,000-gallons of EVO-potable water mixture was injected in each of the wells (125,000-gallons total), along with approximately 4-gallons of microbial consortium per well (20-gallons total), as required by the 2008 RAP.

4.3 Demobilization

Following completion of injections activities, all mixing tanks, equipment, and un-used supplies were removed from the site. EVO totes were rinsed clean with a pressure hose immediately following use during injection activities. All 25 totes were transported off-site on 11 November 2019 for recycling by Mauser Packaging Solutions, the manufacturer of the totes. On 12 November 2019, the site was inspected by an Air Force representative and found to be in acceptable condition with no additional actions required (pending removal of a soil drum discussed below). Photographs of the site following demobilization are provided in Attachment 3.

5.0 INVESTIGATION-DERIVED WASTE

5.1 Well Rinse Water

Approximately 1,300 gallons of rinse water was generated during cleaning of wells in September 2019. The water was containerized in a 6,000-gallon holding tank and sampled for waste characterization parameters. A sample was collected on 25 September 2019 and submitted to Eurofins Lancaster Laboratories Environmental for analysis of VOCs by Method 8260C, SVOCs by Method 8270D, and total TX 11 Metals, as requested by Waste Management Covel Gardens facility for waste profiling. Results of analysis are provided in Attachment 7. Following review of sample results by JBSA and Waste Management personnel, the water was transferred by vacuum truck on 25 October 2019 to Covel Gardens disposal facility in San Antonio, Texas for disposal as Class II non-hazardous waste. A copy of the initial waste manifest at the time of transport from the site is provided in Attachment 6.

5.2 Transmission Fluid Release / Soil Disposal

On 20 October 2019, while pumping potable water into a mixing tank at the site, bolts connecting the PTO to the transmission on a United Rentals water truck came loose, resulting in a release of an estimated one gallon of transmission fluid to the ground surface. (Note: the spill does not represent a “reportable quantity” spill under TCEQ guidance.) Soil was excavated around the spill area with a hand shovel and ultimately placed in a 55-gallon drum (excavation area approximately 2 x 3 feet, depth of approximately 3 inches). Photographs of the release area before and after excavation are provided in Attachment 3 (photographs 23 and 24). The total volume of soil removed is estimated at less than 0.2 cu. yds. Circumstances of the spill were reported to AFCEC and JBSA personnel by email on the afternoon of 20 October 2019, and a conference call was subsequently held on 29 October 2019 with AFCEC and JBSA representatives to determine JBSA sampling/analytical requirements.

On 30 October 2019, composite samples were collected by NRC Gulf Environmental Services (environmental response contractor for United Rentals) from the excavated containerized soil and from the underlying in-situ native soil in the area of excavation and submitted to San Antonio Testing Laboratory for the analyses requested by JBSA. The sample collected from the excavated soil was analyzed for TPH by TX-1005 and TCLP Metals/SVOCs/VOCs. The sample collected from in-situ native soil following excavation was analyzed for TPH TX-1005 and TCLP Metals. Results of analyses are provided in Attachment 8. The sample of native soil collected from the excavation area was below detection limits to TX-1005 and displayed TCLP Metals concentrations below detection limits and/or below hazardous waste threshold levels.

Based on these results, no additional actions in the release area were requested of JBSA.

The sample collected from the excavated soil was classified as Class I non-hazardous waste based on the TPH concentration of 2,470 mg/kg. The TCLP VOC/SVOC/Metals results were below hazardous waste threshold levels. The drum of soil was transported to Waste Management Covel Gardens disposal facility on 15 November 2015 for disposal as Class I non-hazardous waste. A copy of the initial waste manifest at the time of transport from the site is provided in Attachment 8.

EOSPRO is shipped as a ready-to-use concentrated emulsion that can be diluted with water in the field to prepare a high quality suspension for easy injection. EOSPRO has a low viscosity and can be distributed with commonly available pumps or by continuous metering with a diluter (e.g., Dosatron™). Dilution ratios for EOSPRO typically range from 4:1 to 20:1 (water:

EOSPRO) depending on site conditions. EOSPRO injections should be followed with additional chase water to maximize distribution of EOSPRO into the formation.

EOSPRO can be injected with EOSQR, CoBupHMg or BAC-9. Call us for more details.

For best performance, use EOSPRO as shipped, within 60 days of delivery and store at a temperature between 40°F (4°C) to 100°F (38°C).

Handling & Storage

EOSPRO is a nutrient-enriched, DoD-validated, emulsified vegetable oil (EVO). EOSPRO is engineered to quickly stimulate microbial activity while providing long-term nourishment to enhance anaerobic bioremediation of chlorinated solvents, nitrates, perchlorate, energetics, acid mine drainage, and other recalcitrant chemicals in contaminated groundwater. EOSPRO can also be used to reduce redox sensitive metals and radionuclides. The negative surface charges on the droplets combined with small droplet size promote effective transport in the subsurface.

EOSPRO benefits include:

• Vitamin B-12 and micro-nutrients

• Rapidly-biodegradable substrates to “jump start” bacterial growth

• Slow release biodegradable substrates to promote long-term biological activity

• Engineered for effective transport in the subsurface

• Small oil droplet size

• Negative surface charge

• Extensive third-party validation

EOSPRO incorporates the patented EOS® technologies that clients have trusted for more than a decade. Domestic supply made in the USA with US farmed soybeans.
