(See DoD 5010.12-M for detailed instructions.)

Item 1. See DoD FAR Supplement Subpart 4.71 for proper numbering.

Item 2. Enter title as it appears on data acquisition document cited in Item 4.

Item 3. Enter subtitle of data item for further definition of data item (optional entry).

Item 4. Enter Data Item Description (DID) number, military specification number, or military standard number listed in DoD 5010.12-L (AMSDL), or one-time DID number, that defines data content and format requirements.

Item 5. Enter reference to tasking in contract that generates requirement for the data item (e.g., Statement of Work paragraph number).

Item 6. Enter technical office responsible for ensuring adequacy of the data item.

Item 7. Specify requirement for inspection/acceptance of the data item by the Government.

Item 8. Specify requirement for approval of a draft before preparation of the final data item.

Item 9. For technical data, specify requirement for contractor to mark the appropriate distribution statement on the data (ref. DoDD 5230.24).

Item 10. Specify number of times data items are to be delivered.

Item 11. Specify as-of date of data item, when applicable.

Item 12. Specify when first submittal is required.

Item 14. Enter addressees and number of draft/final copies to be delivered to each addressee. Explain reproducible copies in Item 16.

Examples are: Tailoring of documents cited in Item 4; Clarification of submittal dates in Items 12 and 13; Explanation of reproducible copies in Item 14.; Desired medium for delivery of the data item.

FOR THE CONTRACTOR

Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.

a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.

Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.

b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.

Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.

c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data item to the Government.

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.

Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.

Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.

These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government's right to use the data shall be governed by the pertinent provisions of the contract.

Project Concurrence Memorandums (PCM) shall be developed in accordance with this CDRL and with reference to TTP 12-01. PCMs (draft and final) shall be delivered as specified in the Project Notification (PN) Form. Delivery of the FINAL PCM shall be 5 days after receipt of comments from the TM. If comments are not provided within 10 business days following delivey of the DRAFT PCM, the DRAFT will become the FINAL deliverable.

PCMs are developed using the standard format. Each section of the PCM is technically complete and written using good grammar and sentence structure. All acronyms are spelled out at the first usage. Enclosures to the PCM will not be embedded in the Word version of the PCM unless the enclosure was developed in Word or can be embedded in the PCM without loss of quality or clarity. Enclosures to the PCM are provided in both the native format and as a PDF sized to an 8-1/2” x 11” page (11”x17” is acceptable for floor plans). Unless the facility is small enough that the complete floor plan is easily readable on a page no greater tha 11”x17”, floor plans provided in support of the PCM should be excerpted to show the area of the facility being impacted and clearly annotated with the planned changes. When a PCM is developed for a similar project conducted at another location, the final PCM from the like project should be used as the template for the new PCM and updated, as required.

All PCMs shall be developed in Microsoft Word using 12 pt. Arial font. The first page of the PCM shall be on HQUSAISEC letterhead as shown in the sample. The PCM shall contain the following information:

1. Programmatic Direction and Site Impact. This paragraph states that this project is being done in response to programmatic direction, who directed the implementation or effort, and a brief overview of the project to be implemented. Subparagraphs shall be included as required to provide additional information regarding each aspect of the project, to include the impact the project will have on site operations. References to supporting drawings and enclosures shall be included in this section.

2. Project Responsibilities and Scope. This paragraph states who directed USAISEC to accomplish this project and who is responsible for providing materials and equipment. It shall address who is responsible for providing the equipment and materials required in support of the project; what standards will be followed by the installation organization; who will provide on-site engineering and acceptance test support; and address the requirement

remarksb: for the development and presentation of a Technical Acceptance Recommendation (TAR). If applicable, this paragraph shall be broken out in subparagraphs, as follows:

a. Tasking

b. New Equipment Training (NET)

c. Logistics Support

3. Scheduling Information. This paragraph states what document provides the schedule, the current installation start date, and that the O&M Command will be notified of any changes to this schedule. A detailed schedule shall be identified, if applicable.

4. Project Agreements. This paragraph identifies the local O&M Command and states their responsibility for site support for the project including following up on agreements made during the site survey and via other correspondence. It also identifies other agencies that have responsibilities that must be carried through in support of the project. The subparagraphs list the specific agreements and requirements, when an action needs to be completed, why the action is required.

5. Points of Contact. Provide POC information for the government project lead, project management, logistics (if applicable), and the O&M command. Other POCs may be included, as applicable. POC listings shall include

- POC name w/ DSN phone number

- Email address

- Mailing address

- Commercial phone number

- FAX number (commercial and DSN)

6. Request for Concurrence. This paragraph requests concurrence to the PCM or changes necessary to obtain concurrence. It requests the name of the O&M Command POC for coordination purposes and specifies the date by which concurrence is required in order to minimize impacts to the installation schedule.

The number of enclosures shall be listed, as shall the signature block of the designated signing official. A list of Copy Furnished (CF) addressees shall follow the signature block.

Enclosures to the PCM shall follow the text of the PCM. All embedded drawings and figures shall be pasted as pictures (Paste Special – Picture) in order to minimize the overall file size of the document. Embedded drawing and figures shall also be provided as separate documents in their original format. Enclosures may include the following, as applicable:

- Floor Plans

- System diagrams and drawings

- Rack elevation

7. Method of delivery: One (1) soft copy of the report shall be submitted to the Technical Monitor (TM), and Contracting Officer’s Representative (COR) via e-mail. The report shall be fully identified and referenced in the subject line of the email message. The document shall not be locked or protected in any fashion that would prevent text to be copied or edited by the Government after delivery.
