About this file

This is a Q&A letter addressing questions about liquid storage and handling procedures for an internal tank inspection at what appears to be Elmendorf AFB. The document reveals contradictory responses to the same questions being asked twice.

In the first set of responses, it states that no temporary storage is needed as the contractor will have a clean tank upon arrival, no pumping is required except for cleaning dirt/gravel before closing man doors, and no liquid movement is necessary except for sump liquid from condensation or residual rinse water. However, the second set of responses contradicts this by stating the contractor will need to separate and barrel fuel from water, must pump liquid without vac truck support, and is responsible for determining where to move the liquids without base support. This Q&A appears to be associated with solicitation W9128F25Q0016 for a tank inspection at Joint Base Elmendorf-Richardson (JBER), Alaska.

Q&A Letter

Subject: Clarification on Liquid Storage and Handling Procedures

We would like to address several questions regarding the storage and handling of liquids during the upcoming internal tank inspection. Please find the answers to your queries below:

Will the liquid need to be temporarily stored prior to the facility taking it?

No, the contractor will have a tank that has been cleaned when they arrive for the internal inspection. There is no need for temporary storage.

Will the contractor need to pump the liquid, or will the facility have a vac truck for the contractor to pump into?

There will not be a need for the contractor to pump liquid out of the tank. The contractor’s only requirement is to ensure that any dirt or gravel is cleaned prior to closing the man doors to prevent contamination during inspection.

What specifically are the liquids (wash water/fuel mix) being moved into?

There will be no liquid for the contractor to move. The only liquid present in the tank during the internal inspection will be to soak up the sump of liquids. This liquid will be from tank condensation or residual water from tank rinsing.

Will the liquid need to be temporarily stored prior to the facility taking it?

Yes, the contractor will need to separate fuel from water and barrel the fuel.

Will the contractor need to pump the liquid, or will the facility have a vac truck for the contractor to pump into?

The contractor will need to pump the liquid, as no vac truck will be available.

What specifically are the liquids (wash water/fuel mix) being moved into?

The determination of what the liquids are being moved into is the contractor's responsibility, without any support from the base.
