IN-SERVICE API 653 INSPECTION
PRELIMINARY INSPECTION REPORT – 05/06/2019
TANK 738 (FACILITY 738)
JOINT BASE ELMENDORF-RICHARDSON (JBER), AK
SUMMARY
Enterprise Engineering Inc. (EEI) has been retained under U.S. Army Engineer District, AK Contract No. W911KB-15- D-0001, Delivery Order W911KB19F0058, to perform a comprehensive, in-service external inspection of Tank 738 at Joint Base Elmendorf-Richardson (JBER), AK. The inspection was performed on April 29 to May 1, 2019 in accordance with the applicable portions of API Standard 653, UFC 3-460-01, UFC 3-460-03, and the Statement of Work. David Stchyrba, P.E was the API 653 inspector of record.
Tank 738 is a field erected above ground storage tank. The tank was fabricated and erected in 1998. The tank diameter is 112 feet and the shell height is 51 feet 6 inches. It is of welded construction with butt-welded shell plates and lap-welded floor and roof plates. The nominal shell capacity is 80,000 Bbls and includes a fixed column supported cone up roof. The tank is currently in JP-8 service and is equipped with an aluminum honeycomb floating pan.
SUITABILITY FOR SERVICE
No mandatory repairs were identified that would require removing the tank from service.
REPAIR ITEMS
All repairs shall strictly meet the requirements of API 650 and API 653 regarding material, welding procedures and qualification of welders, non-destructive examination (NDE) of welding and testing requirements.
REQUIRED REPAIRS (MANDATORY)
Findings Repair Photo Mandatory repairs are repairs that are critical to the hydraulic and structural integrity of the tank and may require removing the tank from service.
No mandatory repairs were identified.
Repair decisions should not be finalized until the Draft Final API 653 Inspection Report with engineering evaluations has been issued. Additions and changes may be made upon review of field data and additional engineering suitability for service assessments.
Client will be notified via email if assessment identifies substantive revisions to this Preliminary Inspection Report.

EEI Project No.: 9458
RECOMMENDED REPAIRS (NON-MANDATORY)
Findings Repair Photo
The repairs listed below are not mandatory per API 653 or for structural and hydraulic integrity of the tank but should be performed if approved by the Government for the long-term preservation and integrity of the tank.
1. The tank has not been provided with an NFPA emergency responder diamond as required per Standard Design AW 78-24-27 Sheet D.13 Detail 3 and NFPA 704.
Provide an NFPA emergency responder diamond on the tank shell.
No photo
2. Sealant has been provided between the concrete ringwall and the floor projection. Epoxy coating was been applied over the sealant during a past repair of the floor projection coating.
The coating is cracked and disbonding at multiple locations, but the sealant cannot be fully inspected. The sealant was last replaced, in its entirety, in 2014. Corroded steel was observed protruding through the sealant at several locations.
Remove the sealant in its entirety.
Grind out the extraneous steel and provide coating repairs to the floor projection, if required. Prime surfaces and provide jet fuel-resistant sealant. Do not apply epoxy coating over the sealant.
Quantity: 352 LF
3. The tank is equipped with 6 combination roof vent/inspection hatches. The hold down latches are failing.
Remove the latches from all of the roof vents. Provide stainless steel link locks per Standard Design AW 78-24-27 Sheet D.09 Detail 1.
Quantity: 12 latches
4. Localized coating failure was observed on the shell valves, roof plate, underside of the flanges of roof appurtenances, shell manway bolts, the backside of the angle brackets supporting the HLCV pilot tubing and the backside of the WT vertical shell stiffeners.
Remove the coating from the affected areas. Clean and provide surface preparation in accordance with the coating manufacturer’s written recommendations and recoat the affected areas.
Quantity: 200 SF

EEI Project No.: 9458
RECOMMENDED REPAIRS (NON-MANDATORY)
Findings Repair Photo
5. The tank is equipped with two standpipes as part of the leak detection system. Water was observed within the standpipes. No product sheen or odor was detected.
Drain the water from the standpipes. Monitor the standpipes for fluid accumulation as part of routine maintenance.
6. Black moss was observed on the roof of the tank.
Remove the moss by pressure washing or other suitable non-mechanical means.
Note: Since the material will travel down the tank shell during cleaning, it is recommended to pressure wash the entire exterior of the tank.
7. The tank is equipped with 6 overflow ports located in the 7th shell course.
The bird screen at one overflow port has detached.
Re-attach the screen to prevent the ingress of birds.
Note: The affected overflow port is located above the tank stair.
8. The body cavity relief (BCR) on the shell valve for the fill, issue and low fuel nozzles relieve towards the tank.
Any failure of the small diameter line or valve would result in the inability to stop the leak without draining the tank.
Although this is an integrity risk, all of the valves have been provided with ice/snow shields to prevent damage due to falling ice.
Re-pipe the BCR hydraulic tubing so that it is connected to the pipe side valve boss instead of the tank side. This repair can be deferred until the next out-of-service interval.
Note: The valve at the water draw-off is piped in a similar manner and includes LR/DTR. However, it is the opinion of EEI that the risk is much lower, and that repair is not warranted since the components appear to be constructed from heavy wall hydraulic tubing and are not prone to damage.
Preliminary Inspection Report Tank 738 Page 4
EEI Project No.: 9458
RECOMMENDED REPAIRS (NON-MANDATORY)
Findings Repair Photo
9. There is a pressure relief loop at the fill and issue shell valves. The piping includes test tees to allow in-place testing of the relief valves. There is uncoated piping at each of the test tees. The piping is corroded.
Clean and provide surface preparation in accordance with the coating manufacturer’s written recommendations. Coat the affected areas.
Quantity: 4 locations
10. The tank is equipped with 40 tank anchors that secure the tank to the concrete ringwall. The Anchorage area was subjected to a magnitude 7.1 earthquake on November 30, 2018.
Although no damage was observed, multiple anchors appear to be slightly loose.
Snug tighten the nuts on all of the anchor rods.
11. The tank is equipped with a Varec tape gauge that includes a float and guide wires that penetrate the IFR.
The product level per the tape gauge is 33 feet 11 ½ inches and it is 31 feet 1-11/16 inches per the ENRAF. The tape appears to be wrapped around the corner of the cover over the IFR penetration. The tape may have been damaged during the magnitude 7.1 earthquake that struck Anchorage on November 30, 2018.
Repair the tape gauge.
12. Tank 738 is located within a shared containment area with Tanks 739 and
740. Runoff is directed to a retention pond at the north side of the site. The retention pond is drained by a single valve located outside of the containment wall. It was reported by facility personnel that the valve and approach area are frequently under water.
Provide an elevated platform at the valve and extend the valve actuator.
Note: This repair recommendation has been repeated in the reports for Tanks 739 and 740.
Preliminary Inspection Report Tank 738 Page 5
EEI Project No.: 9458
RECOMMENDED REPAIRS (NON-MANDATORY)
Findings Repair Photo
13. Moss and plants were observed growing within the gravel ballast of the containment dike.
Remove all of the organics.
Note: AFPET has previously commented that the removal of organics is a base general housekeeping/maintenance requirement.
RECOMMENDED REPAIRS FOR LONG TERM SERVICEABILITY
1. Long-term recommendations for scheduling the external in-service and internal out-of service inspections will be provided in the Draft Final Report.
