RFI # Question Response

Spec 02 61 13, Para 1.2.3.2 states that if onsite reuse of impacted soil is not feasible, dispose of impacted soil at the permitted disposal facility, so if this offsite disposal if required, will it be handled as a contract modification?

See Am-0007, Section 02 61 13, para 1.2.3.2

Spec 02 61 13, Para 1.2.3.1 calls out to relocate impacted soils under impermeable surface, such as pavement or building slabs, or 2’ clean soil cap. If IP soils relocate to under the building SOG, plumbing/mechanical/fire pipes and/or stubouts be allowed within the IP soil relocated area since the pipes will be covered with cushion material?

See Am-0007, Section 02 61 13, para 1.2.3.1

Reference Sheet T-601. Key Notes #3 & #7 shows the coming Communications Cables to be by other. Sheet ES101, Key Note #3 indicates otherwise.

Sheet ES303, Key Note #2 request for exterior conduit to be PVC COATED RMC CONDUIT, SCHEDULE 80 PVC, STAINLESS STEEL OR RIGID ALUMINUM. Sheet ES307, Detail A13 TYPICAL CONCRETE ENCASED DUCTBANK shows all the conduits in Ductbanks are PVC Conduits encased in concrete. The Specifications show PVC Sch40 when encased in concrete. (33 71 02 - 2.1.3 Plastic Duct for Concrete Encasement Provide Type EPC-40 per UL 651 and NEMA TC 2).

See T-601, Key Notes #3 and #7 for work by NEC.

See ES-101, Key Note #3 for work by Spectrum under this contract.

See Am-0005, Response to RFI 184.

CU102 shows the pipe connection between the 42” x 29” CMP detention system and 40’ headers, whereas the F14/C509 show the CMP headers are directly connected to the detention chambers. Please clarify.

Follow detail showing direct connection of header for chambers. Per CU102, there is no small pipe connection between the headers and the main chambers. Small line indicates connection only to follow detail only.

Onsite MH material classified as satisfactory material per Spec 31 00 00, Para 1.5.1.

Additionally, satisfactory material must be expansive values less than 2%, but no onsite MH soil data is available in bid document. Please clarify if the onsite excavated MH material can be reused for embankment and backfill to minimize the double handling cost, hauling our and importing.

Comply with Section 31 00 00, Para 1.5.1.

After further review of Amendment 3, it was noticed that there were further changes on sheet M- 601 than what was circled and called out. These changes include but are not limited to -changes in CFM, static pressures, cooling coil data, total / sensible capacities, etc. for the AHU and DOAS units. Considering these changes, please confirm that the drawings of the units showing length, width & height are still accurate? If not, please kindly provide updated mechanical drawings accurately depicting true design dimensions so we can ensure compliance.

See Am-0003, Sheet M-601.

See Am-0007, Sheet M-508.

Please advise if contractor can utilize ADS storm chamber system to meet or exceed the detention system design?

The Government cannot specify proprietary manufacturer's products. However, the Contractor may offer an alternative design and shall be responsible for demonstrating that the selected product meets or exceeds all applicable UFC and UFGS requirements prior to and for any substitution request to be approved by the Government. The detention volumes, inlet and outlet pipe inverts and slopes, minimum pipe cover (including the detention chambers), discharge points, and overall detention system footprint and size, must be considered in selection of a specific manufacturer's system.

1.2 DESCRIPTION OF WORK

Conduct contaminated soil work in accordance with this section, DOH HEER TGM, and applicable Federal, state, and installation regulations and requirements.

1.2.1 Soil Screening Survey

A soil screening survey was conducted for areas to be disturbed during the construction, including the areas around Buildings 2101, 2102, 2104, and 2105. Buildings 2101, 2104, and 2105 are planned for demolition. The report is appended to the end of this section.

Applicable Environmental Action Levels (EAL): The selected screening levels are the DOH Tier 1 EALs for unrestricted (i.e. residential) land use. This section provides information for those soils containing Chemicals of Potential Concern (COPC) greater than the EALs for unrestricted land use.

SECTION 02 61 13 Page 1 (Am-0008)

A multi-incremental (MI) sampling method was used, and the project area was split into eight Decision Units (DU), which included the grassy and paved project areas and building perimeters.

A. DUs Sampled and Analyzed:

DU-1 to DU-4 (Large landscaped or paved DUs): Soil sampling for the grassy and paved project areas, excluding the building perimeters, was conducted from 0-1 feet below ground surface (ft bgs). The COPCs were arsenic and pesticides.

Four Building Perimeter DUs (Buildings 2101, 2102, 2104, and 2105):

Soil 0-3 feet laterally from the building perimeters was sampled from 0-1 ft bgs. The COPCs were arsenic, lead, and pesticides.

B. Areas not Sampled:

Beneath Building Foundations (Buildings 2101, 2102, 2104, and 2105):

Soils beneath the building foundations were inaccessible and not sampled. The soils below the foundations were assumed to be arsenic-, lead-, and pesticide-impacted, exceeding the EALs for unrestricted land use.

Stockpile Located to the North of Building 2102: Conduct soil sampling using a MI sampling method in accordance with the DOH TGM, to determine the levels of contaminants, if any. The estimated soil amount is 10 cubic yards. The sampling frequency shall be one per 400 cubic yards. Assume COPCs will be below the EALs. If the concentrations are below the EALs for unrestricted land use, the soil may be reused onsite as fill material if it meets geotechnical requirements. If levels are above the EALs, reuse soils beneath hardscape or 2 ft clean soil cap. The soil stockpile must be tested for, at a minimum, the following: total petroleum hydrocarbons as diesel and residual range organics, polycyclic aromatic hydrocarbons, polychlorinated biphenyls, heavy metals, and organochlorine pesticides. Notify the Contracting Officer if levels are above the EALs.

1.2.2 COPC Impacted Areas Exceeding the EALs

1.2.3 Mitigation Measures

Implement mitigation measures for the impacted soil.

SECTION 02 61 13 Page 3

1.2.3.1 Onsite Reuse

The intent of the design in encapsulation of the impacted soil within the project boundary. Relocate impacted soils under impermeable surfaces such as pavement or buildings slabs, or 2 ft clean soil cap. The i mpact ed soi l can be r el ocat ed under t he cushi on mat er i al f or pi pel i nes or under gr ound ut i l i t i es as l ong as t he cushi on mat er i al can ser ve as t he encapsul at i on and t he soi l i s i naccessi bl e f or t he s i t e user s. The geot ext i l e bar r i er must be pr ovi ded bet ween i mpact ed soi l and cl ean mat er i al .

1.2.3.1.1 DU-2, Grassy Area Around Building 2101

Arsenic was measured in the surface soil (0-1 ft bgs) at 25 milligrams per kilogram (mg/kg), above the EAL of 24 mg/kg. Prior to site disturbance, conduct Bioaccessible Arsenic Test for DU-2 from 0-1 ft bgs. Submit the bioaccessible arsenic test report for DU-2. For the bid purpose, assume the analytical result for bioaccessible arsenic will be below 24 mg/kg;

thus, soil mitigation will not be required.

If bioaccessible arsenic is equal to greater than 24 mg/kg, the impacted soil must be covered with hardscapes or a 2 ft of clean soil cap. Provide a geotextile barrier between impacted soil and clean materials. If this action is required, it will be a contract modification.

1.2.3.1.2 Buildings 2101, 2102, 2104, 2105

The impacted soil boundaries are shown in Table 3. Reuse the impacted soil onsite under hard surface or a 2 ft clean soil cap. Provide a geotextile barrier between impacted soil and clean materials.

1.4.2 Air Monitoring

Conduct personnel and environmental monitoring during earthwork, particularly when handling contaminated media and waste debris, in accordance with the approved work plan.

PART 2 PRODUCTS

2.1 SPILL RESPONSE MATERIALS

Provide appropriate spill response materials including, but not limited to the following: containers, adsorbents, shovels, and personal protective equipment. Spill response materials must be available at all times when contaminated materials/wastes are being handled or transported. Spill response materials must be compatible with the type of materials and contaminants being handled.

2.2 BACKFILL

Onsite excavated soil should be considered for fill as much as practical if it meets the geotechnical requirements specified in Sect i on 31 00 00 EARTHWORK. If offsite borrow material is required, the material must be brought to the project site after obtaining an approval from the Contracting Officer.

Borrow soils used for backfill must be certified to be "free" from hazardous substances (i.e. below DOH EALs for unrestricted land use), either by the supplier, or through sampling and testing of the materials.

Supplier testing or other testing of off-site borrow materials must include, but not be limited to, pesticides, petroleum hydrocarbons, heavy metals, and other chemicals of potential concern. An alternative to supplier certification is representative sampling and testing of source materials prior to transport. The frequency for the testing of an imported clean fill stockpile or borrow area is one sample per 400 cubic yards.

Collection of samples for non-volatiles analyses (e.g. pesticides, metals) must be performed by multi-increment sampling for each sample submitted for laboratory analysis (e.g. at least 50 increments per a bulk sample

SECTION 02 61 13 Page 6 analyzed).

A report for Sampling and Analysis for Borrow Soil must be submitted to the Contracting Officer. The detailed sampling procedures and the origin of the borrow material must be included in the report. Provide photographs and location maps for the origin of borrow materials. Provide all necessary soil sampling and testing results for the chemicals of potential concern. Do not bring material onsite until test results have been reviewed and approved by the Contracting Officer.

PART 3 EXECUTION

3.1 EXISTING STRUCTURES AND UTILITIES

No excavation must be performed until site utilities have been field located. Take the necessary precautions to ensure no damage occurs to existing structures and utilities. Damage to existing structures and utilities resulting from the Contractor's operations must be repaired at no cost to the Government. Utilities encountered that were not previously shown or otherwise located must not be disturbed without approval from the Contracting Officer.

3.2 CLEARING

Clearing shall be performed to the limits shown on the drawings in accordance with Section 31 11 00 CLEARING AND GRUBBING.

3.3 CONTAMINATED MATERIAL REMOVAL

3.3.1 Excavation

All impacted soil must be covered with hardscapes or 2 ft of clean soil.

If onsite reuse is not feasible, the impacted soil must be disposed of at a permitted disposal facility. Conduct all necessary earth moving work to meet the mitigation requirements of impacted soil as shown in paragraph

1.2.3 Mitigation Measures. Earthwork must be performed in a manner that will prevent exposures to the workers and site users, and limit releases and the potential for contaminated material to be mixed with uncontaminated material (refer to paragraph 3.7 Spills). An excavation log describing visible or olfactory signs of contamination encountered must be maintained for each area of excavation. Excavation logs must be prepared in accordance with ASTM D5434.

3.3.2 Shoring

If workers must enter the excavation, it must be evaluated, shored, sloped or braced as required by EM 385-1-1 and 29 CFR 1926 section 650.

3.3.3 Dewatering

Dewatering is not anticipated. If required, surface water must be diverted to prevent entry into the excavation. Dewatering must be limited to that necessary to assure adequate access, a safe excavation, prevent the spread of contamination, and to ensure that compaction requirements are met. The dewatered effluent may be discharged back into the ground in close proximity in the construction site as long as any portion of the water does not enter a storm drain, and is not discharged to surface waters, wetlands, harbor, to a pit where the depth is greater than its width, or near proximity to the shoreline. When there is visible oil, the

SECTION 02 61 13 Page 7 oil must be removed as much as practical before the water is discharged to the ground. Prepare the dewatering plan in accordance with the applicable Federal and state regulations. Obtain necessary permits for dewatering from DOH Clean Water Branch, if required, and include a copy of permits in the Soil Management Work Plan. No dewatering must be performed without prior approval of the Contracting Officer.

3.4 CONFIRMATION SAMPLING AND ANALYSIS

After final grading is completed, conduct confirmation soil sampling and analysis to ensure that there are no contaminants above the EAL in the child-accessible areas (e.g. playgrounds). Collect confirmation soil samples using a multi-incremental (MI) method with minimum of 75 increments. The lateral and vertical boundaries are as follows:

Lateral boundary: All landscaped or exposed soil areas within the child accessible areas. Each DU shall not be greater than 0.5 acre. The lateral boundary excludes hardscaped areas such as building slabs, driveways, and roads.

Vertical boundary: 0-1 ft bgs

Test for arsenic, lead, and pesticides and include results in the Closure Report.

3.5 CONTAMINATED MATERIAL STORAGE

Material must be placed in temporary storage immediately after excavation. Storage units must be in good condition and constructed of materials that are compatible with the material or liquid to be stored.

All storage units must be clearly labeled, each with an identification number, and a written log must be kept to track the source of contaminated material in each temporary storage unit.

3.5.1 Stockpiles

Stockpiles must be constructed to isolate stored contaminated material, if any, from the environment. Stockpiles must be constructed to include:

a. A chemically resistant geomembrane liner free of holes and other damage. Non-reinforced geomembrane liners must have a minimum thickness of 20 mils. Scrim reinforced geomembrane liners must have a minimum weight of 40 lbs/1000 square feet. The ground surface on which the geomembrane is to be placed must be free of rocks greater than 0.5 inches in diameter and any other object which could damage the membrane.

b. Geomembrane cover free of holes or other damage to prevent precipitation from entering the stockpile. Non-reinforced geomembrane covers must have a minimum thickness of 10 mils. Scrim reinforced geomembrane covers must have a minimum weight of 26 lbs/1000 square feet. The cover material must be extended over the berms and anchored or ballasted to prevent it from being removed or damaged by wind.

c. Berms surrounding the stockpile, a minimum of 12 inches in height.

Vehicle access points must also be bermed.

d. The liner system must be sloped to allow collection of leachate.

Store and remove of liquid which collects in the stockpile, in

SECTION 02 61 13 Page 8 accordance with paragraph Liquid Storage.

3.5.2 Roll-Off Units

Roll-off units used to temporarily store contaminated material shall be water tight. A cover must be placed over the units to prevent precipitation from contacting the stored material. The Soil Management Work Plan must present the proposed location of the units, as well as alternate locations. Liquid which collects inside the units shall be removed and stored in accordance with paragraph Liquid Storage.

3.5.3 Liquid Storage

When there is visible oil on dewatering effluent, the oil should be removed as much as practical before the water is discharged to the ground. Liquid collected from dewatering (e.g. recovered free product) or equipment decontamination must be temporarily stored in 55-gallon barrels, or equivalent. Liquid storage containers must be water-tight and must be located and handled as specified in the approved work plan.

3.6 SAMPLING

3.6.1 Sampling of Stored Material

Samples of stored material that will be disposed of at an offsite facility must be collected at a frequency of one per 400 cubic yards or at the sampling frequency required by the recipient. Samples must be tested for the state and Federal criteria and analytes required by the receiving facility. Documentation of all analyses performed must be furnished to the Contracting Officer. The cost for sample analysis, documentation including photographs and narratives, and disposal of excess soil and liquid waste is the responsibility of the Contractor.

3.6.2 Sampling Liquid

Liquid collected from dewatering and decontamination must be sampled at a frequency of once for every 500 gallons of liquid collected or the sampling frequency required by the treatment/disposal facility. Samples must be tested for state and Federal criteria and analytes required by the disposal facility. Liquid waste must be disposed of or treated at offsite permitted facilities. The cost for sample analysis and disposal of liquid waste is the Contractor's responsibility. Documentation of all analyses performed, including sample location maps, sampling method, complete laboratory reports with chain-of-custody, total volume of liquid, and photographs, must be furnished to the Contracting Officer.

3.6.3 Sampling Beneath Storage Units

If the storage area for potentially contaminated or contaminated soils is located in a paved area, no soil testing will be required. However, geomembrane liners must be placed in accordance with paragraph 3.5.1 Stockpiles.

If the storage unit (e.g. stockpile) is located in an unpaved area, soil samples from beneath each storage unit must be collected prior to construction of and after removal of the storage unit. Samples must be collected at a frequency of one per each 2,000 square feet from a depth interval of 0 to 0.5 ft by using a MI sampling method with a minimum of 50 increments and must be tested for the following:

SECTION 02 61 13 Page 9

c. Arsenic and lead by EPA Method 6010B

d. Pesticides by EPA Method 8081

The Contractor must certify soil analytical results obtained after removal of the storage unit are not significantly greater than the initial soil analytical results obtained prior to construction of the storage unit.

The post-construction soil results must not exceed 120% of the initial analytical results obtained prior to using the storage area. Based on test results, soil which has become contaminated above action levels or significantly higher than initial testing results (exceeding 120% of the initial analytical results) must be removed and replaced with clean soil at no additional cost to the Government. Contaminated material which is removed from beneath the storage unit must be handled in accordance with the paragraph Sampling of Stored Material. As directed by the Contracting Officer and at no cost to the Government, additional sampling and testing must be performed to verify areas of contamination found beneath stockpiles have been cleaned up to below action levels or initial testing results.

3.7 SPILLS

In the event of a spill or release of a hazardous substance (as designated in 40 CFR 302 ), pollutant, contaminant, or oil (as governed by the Oil Pollution Act (OPA), 33 U.S.C. 2701 et seq.), notify the Contracting Officer immediately. If the spill exceeds the reporting threshold, follow the pre-established procedures as described in the Base Wide Contingency Plan for immediate reporting and containment. Immediate containment actions must be taken to minimize the effect of any spill or leak.

Cleanup shall be in accordance with applicable federal, state, and local regulations. As directed by the Contracting Officer, additional sampling and testing must be performed to verify spills have been cleaned up.

Spill cleanup, testing, and documentation must be done at no additional cost to the Government, and in close coordination with the host installation environmental function.
