Section 00 22 16 - 6
The JV shall submit a minimum of two (2) and no more than five (5) relevant contracts. The submitted contracts could have been performed by either of the JV parties.
4.1.2 Relevant Contracts
In order to be considered relevant, a contract (including a task order issued under an IDIQ-type contract) must be similar in size, scope, and complexity to the work required by the solicitation. Each contract must be recent and substantially complete. The Offeror must submit at least two (2) and no more than five (5) relevant contracts. The Offeror must submit at least one contract that satisfies paragraph 4.1.2 items a through e, and one contract that satisfies paragraph 4.1.2 items a through d and f:
a. For the purposes of this solicitation, a recent contract is defined as at least 80% complete or turned over since 2012 2007.
b. “Substantially complete” means a contract administrator or equivalent, determined that the terms of the contract were fulfilled to the extent that the constructed product could be occupied or used for its intended purposes. Evidence provided by the owner/contracting agency or CPARS documentation must be included in the proposal to demonstrate the date the contract was substantially complete. CPARS documentation in regard to substantial complete does not count against the page limitations in paragraph 3.4.2.
c. For each submitted contract, the Offeror (or the party in the JV, in the case of an Offeror JV, per paragraph
4.1.1.d.) was the prime contractor. The submitted contract may be either Design-Build or Design-Bid-
Build.
d. The work was self-performed by the prime contractor Offeror, and not a subcontractor.
e. Renovation or new construction of an elementary a school up to sixth eighth grade or a child/family services type building. The contract award amount (before after any modifications) was $15,000,000
$10,000,000 or greater. The contract was performed at a site with logistical challenges such as Hawaii or similar to Hawaii. Offeror must describe how a project that was performed at a location other than Hawaii was similar to Hawaii.
f. One new construction or renovation project, regardless of whether it was an elementary a school up to sixth eighth grade type and/or child/family services type project. The contract award amount (before after any modifications) was $25,000,000 or greater. The contract was performed at a site with logistical challenges such as Hawaii or similar to Hawaii. Offeror must describe how a project that was performed at a location other than Hawaii was similar to Hawaii.
4.1.3 Evaluation Criteria
The Government will evaluate to determine if the Offeror’s proposal complies with the submission requirements in paragraph 4.1.1 and the relevancy criteria in paragraph 4.1.2. The Government will then assign an adjectival rating in accordance with paragraph 4.1.4.
4.1.4 The Government will use the following as the basis of evaluation:
Factor 1, Experience
Adjectival Rating Description
Acceptable The proposal demonstrates experience on at least two Relevant Contracts (per Paragraph
4.1.2).
Unacceptable The proposal fails to demonstrate experience on at least two Relevant Contracts (per
Paragraph 4.1.2).

RFI # Question Response
Can Contractors use the experience of companies with whom they have entered into legal teaming agreements?
See Section 00 22 16, para 4.1.2.c
Page 23 has ambiguous language and seems to indicate only JV partners can submit experience. Could you please clarify?
See Section 00 22 16, para 4.1.1.d
Clause S-36.2 of Section 00 21 16 advises “This design-bid-build project is to construct a large standard-design Child Development Center (CDC) under six years of age with adjacent outdoor play areas for children and supporting facilities at Schofield Barracks.”
However, referring to the relevant contract definition specified under Section 00 22 16, Para.
4.1.2, sub-paragraphs e and f require a relevant project to be only “an elementary school for up to sixth grade or a child/family services type” building/project and not even a CDC. Considering early childhood (CDC)/preschool, primary/elementary, and middle/intermediate school facilities, while the functions within the buildings may serve young children of different ages, the construction and considerations in constructing such educational facilities are relatively the same. Moreover, some elementary schools now teach students only up until the fifth grade, while sixth grade is now incorporated as part of the middle/intermediate schools curriculum.
Therefore, kindly revise the definition to encompass educational facilities such as early childhood/preschool, primary/elementary, and middle/intermediate school facilities.
See Section 00 22 16, para 4.1.2, e and f, Am-0001
The last Federal program to build similar child development centers on a military base in Hawaii was more than 12 to 15 years ago. Therefore to ensure the government receives competitive proposals, we kindly request your consideration of the following revisions to the relevant contract definition specified under Section 00 22 16, Para. 4.1.2:
Sub-paragraph e states “(t)he total contract value at the time of proposal submission was $15,000,000 or greater”. Kindly request your consideration to revise the definition to “$10,000,000 or greater”.
See Section 00 22 16, para 4.1.2, a, e, and f, Am-0001
The last Federal program to build similar child development centers on a military base in Hawaii was more than 12 to 15 years ago. Therefore to ensure the government receives competitive proposals, we kindly request your consideration of the following revisions to the relevant contract definition specified under Section 00 22 16, Para. 4.1.2:
