About this file
This announcement solicits proposals for maintenance dredging projects at Kaunakakai Harbor in Molokai, Hawaii and Kahului Harbor in Maui, Hawaii. The U.S. Army Corps of Engineers, Honolulu District seeks to award a fixed-price construction contract to dredge accumulated sediments estimated at 35,000 cubic yards from Kaunakakai Harbor and 158,000 cubic yards from Kahului Harbor, transporting materials to the approved Kahului Offshore Dredged Material Disposal Site. Responses will be evaluated on experience, past performance, and technical approach on a lowest priced technically acceptable basis. As a small business set-aside under NAICS Code 237990, the awardee must perform at least 40% of dredging volume using its own or another small business' equipment. The period of performance is 18 months.

MAINTENANCE DREDGING KAHULUIHARBOR
2.1.7 Anchors
Barge and dredge anchor systems (e.g. anchors, chains, moorings, etc.)
shall be properly installed to avoid damaging corals. Only place anchors in areas where there are no corals present. Ensure anchor lines are continuously taut and do not drag on the seafloor or otherwise cause damage to corals from scour. Anchor systems should be inspected daily and monitored over time to assess integrity and potential damages to coral.
Contractor shall provide GPS coordinates of anchor location and verification that mid-line floats are operational to USACE on a weekly basis.
Upon the completion of construction, the Contractor shall submit to the Contracting Officer a signed certification that coral avoidance areas were not directly impacted by dredging operations.
In the event that coral has been damaged during dredge operations, the contractor shall immediately stop work and notify USACE and Hawaii Department of Land and Natural Resources - Department of Aquatic Resources (DLNR-DAR) to determine the appropriate corrective action.
Turbidity barrier/curtain anchors shall have a sufficient mass and spaced to secure the barrier as recommended by the manufacturer depending on the current velocities.
The contractor shall develop a contingency plan in the event of inadvertent damage to coral. The minimum following requirements shall be included in the contingency plan.
a. The contractor shall immediately stop work and notify USACE that unintended damage to corals may have occurred.
b. The contractor shall conduct an underwater survey to quantify damage to coral within 10 business days of determining that damage to coral may have occurred.
c. The contractor shall concurrently investigate and correct the cause of the damage to coral.
d. If no damage is detected, dredging will resume. If damage is detected, then contractor shall directly coordinate with DLNR Hawaii Department of Land and Natural Resources - Department of Aquatic Resources to determine the appropriate corrective action.
2.1.8 Mooring Buoys
Mooring buoys shall have provisions for the mooring line to be securely attached and be sufficiently buoyant to remain afloat under normal load conditions. Mooring placement will account for vessel draft to ensure they remain afloat at the lowest tide. Mooring lines shall remain taut throughout construction to avoid risk of entanglement or seafloor scour.
2.1.9 Lighted Buoys
Lighted buoys shall be manufactured self-contained buoys with automatic flashing lights (on at dusk, off at dawn) installed at 100 feet on center along the outer perimeter of the containment area.
