About this file

This document is an amendment to a solicitation for maintenance dredging projects at Kaunakakai Harbor on Molokai, Hawaii and Kahului Harbor on Maui, Hawaii. The U.S. Army Corps of Engineers, Honolulu District seeks to award a fixed-price construction contract for mechanical clamshell dredging of accumulated sediments estimated at 35,000 cubic yards from Kaunakakai Harbor and 158,000 cubic yards from Kahului Harbor. Dredged materials will be transported to the Kahului Offshore Dredged Material Disposal Site. The period of performance is estimated at 18 months. The solicitation is set aside for small businesses with average annual revenues under $30 million for NAICS code 237990. The low price technically acceptable source selection method will be used to evaluate offerors based on experience, past performance, and technical approach. The document provides responses to contractor questions on pre-dredge survey timing, material definitions, dredging interruptions, employment restrictions, and insurance requirements.

RFI # Reference Question Government Response 11 Section 00 10 00, Page 2 RE NOTES TO PROPOSAL SCHEDULE, PARA. 5.

Will the government's decision on exercising options be made prior to issuing its notice to proceed? If NTP is issued within the 60 day timeline, and options are not decided upon, it will be hard to develop a preliminary schedule.

No.

12 SECTION 01 22 00.00 10,

PAGE 5. SECTION 35 20

23, PAGE 5.

RE PARA. 3.3.2 Quantity Surveys, d. States "Surveys shall be conducted no more than a maximum of 10 days before start of work and a maximum of 10 days after completion of work."

ALSO, RE PARA. 1.4.1.3 UNDER SEC. 35 20 23, PG 5 FOR TIMELIME.

Given the time required between on-site survey, converting data into government required formats, and fourteen (14) day government review period, please consider allowing pre dredge surveys to be conducted no more than thirty (30) days maximum before work, allowing the parties to agree on quantities before work begins.

See revised Section 01 22 00.00 10, Paragraph 3.3.2.d, per Am-0003.

13 SECTION 35 20 23, PAGE 3 RE PARA. 1.3 DEFINITION, states: "Hard material is defined as material requiring the use of special equipment for economical removal, and includes weathered rock, coral reef rock, cemented coralline sand, cemented coralline gravel, dense consolidated deposits, volcanic tuff, conglomerate materials, or hard coralline boulders or fragments too large to be removed in one piece by the dredge. Silt, clay, sand and gravel is not included in the definition of hard material, regardless of consistency."

Hard Material is defined as being dense consolidated deposits, however silt, clay, sand, and gravel have been excluded. Is it the intent of the contract to make the contractor dig these four material items to project grade, no matter how densely consolidated, and no matter how economical the production?

See revised Section 35 20 23, Paragraph 1.3, per Am-0003.

14 SECTION 35 20 23, PAGE

RE PARA. 3.2.7.1 INTERRUPTION OF OPERATIONS.

Will the contractor be asked to leave the harbor with the dredge plant for normal DOT commercial traffic or will there be sufficient space given inside the harbor to moor or spud equipment out of the way during traffic scenarios?

See revised Section 35 20 23, Paragraph 3.2.7.1, per Am-0003.

15 00 72 00 pg 33 Restrictions on employment of personnel:

Given the specialty nature of the work it seems unreasonable to have a requirement to hire workers from only one state. Please consider removing this requirement or provide further clarification to what is going to be expected.

Contractors must abide by Section 00 72 00, DFARS Clause 252.222- 7000.

16 SF1442 In efforts to provide a thorough bid and proposal package around various holiday working schedules, please consider a 3-week extension to the offer due date. This will allow for a refined technical proposal and accurate pricing.

See Standard Form 1442, Block 13A, per Am-0002.

17 The documents call for Defense Base Act insurance with a premium of $4 per 100 of payroll. DBA Coverage covers workers on military bases overseas. Since HI is a state, why would this be required?

Please confirm if DBA coverage is required?

See revised Section 01 90 00, Pages 11-12, per Am-0003.
