About this file

This solicitation seeks dredging services for two harbor maintenance projects in Hawaii. The U.S. Army Corps of Engineers, Honolulu District is soliciting offers for the Kaunakakai Harbor Maintenance Dredging project on Molokai and the Kahului Harbor Maintenance Dredging project on Maui. The solicitation involves mechanical clamshell dredging to remove accumulated sediments and restore both harbors to their authorized depths, with estimated dredging quantities of 35,000 cubic yards for Kaunakakai Harbor and 158,000 cubic yards for Kahului Harbor. Offers are due by December 22, 2022. The acquisition will follow a lowest price technically acceptable evaluation approach. The total period of performance is 18 months and the project magnitude is between $5-10 million. The solicitation is set aside for small businesses under NAICS code 237990 for Dredging and Surface Cleanup Activities, which requires small businesses to perform at least 40% of the dredging volume.

2 00 22 16 -Supplementary Inst. to Proposers

In a case where the offering firm is a new venture without company experience, may the offeror use the experience of it's principals while affiliated with other businesses to satisfy the RFP requirements of experience and past performance?

Offerors shall comply with the requirements for experience in the solicitation. See, e.g., Section 00 22 16, Paragraphs 4.1.1.d, 4.1.2.b, 4.1.5, 5.1.2, 7.1.3, 7.1.8, 7.1.9.

3 RFP SF 1442, Box 12 A The box 12 A states that "The contractor must furnish any Required Performance and Payment Bonds" and the box below is checked "NO".

However, in the General Conditions it states that within fourteen (14) calendar days after the date of contract award, the bidder to whom award is made shall furnish the Government with two bonds, each with good and sufficient surety or sureties acceptable to the Government;

namely, a Performance Bond (Standard Form 25) and a Payment Bond (Standard Form 25-A)."

Are Performance and Payment bonds required from the successful bidder?

See revised Standard Form 1442, Page 1, Block 12A, per Am-0001.

Performance and Payment Bonds are required from the successful offeror, and must be submitted within 14 calendar days after contract award.

4 Please provide the geotech data and xyz of the survey data. See Am-0001, Standard Form 30, Page 2, Paragraph 2 for download instructions for the requested geotechnical and survey data.

5 Request For Proposal 7.0 Volume 2: Price Proposal,

7.1.7 Bonding Capability

Volume 2, Tab 4 states that Offerors shall provide a scanned copy of an original letter from the Offeror's surety(ies) which indicates the Offeror has bonding capability for an amount that equals or exceeds the Offeror's price proposal. Failure to provide bonding capability equal to or exceeding the Offeror's proposed price will make the Offeror ineligible for award. This would mean that only a capabilities letter is required. Please confirm that only a bonding capability letter is required, and that a bid bond is not required.

See Section 00 22 16, Paragraph 7.1.7, per the original solicitation. A Bid Bond is not required for this project.
