RFI # References Question Government Response 47 Section 07 61 14.00 20, Paragraph 1.7 Warranty Requested Deviation: Replace Section 07 61 14.00 20 Part 1.7 Warranty with a manufacturers "Component Warranty" on the metal roofing system.
Reason for Deviation: HPM Building Supply, manufacturing metal roofing since 1963, does not offer a "no-dollar-limit materials and workmanship warranty"
See Section 07 61 14.00 20, Paragraph 1.7 Warranty, per the original solicitation.
48 Sheet S-001, Foundation Note 3
Please confirm if probing for voids is required for this project and if yes please confirm that probes are required for each footing on every building.
See Revised Sheet S-001, per Am-0005.
49 Sheet S-001, Foundation Note 3
If voids are found, how is that paid under this contract? Is this to be included in our lump sum price with the burden on the contractor to assume a quantity or will the unit rate discussed in the note be established at award?
See Revised Sheet S-001, per Am-0005.
50 Sheet S-502, Detail A1 Does this footing require one probe or two probes? See Revised Sheet S-001, per Am-0005.
51 Sheet C-501 The concrete sidewalk and bootwash detail on Sheet C-501 does not depict how thick the No. 67 gravel should be under the concrete. Will the USACE please clarify how thick they want the No. 67 gravel under the concrete? If 4” thick No. 67 gravel is installed under the bootwash concrete, the bottom of the No. 67 Gravel would not extend below the 12” toe of the bootwash. Please advise.
See Revised Sheet C-501, Details C1 and D2, per Am-0005.
52 Roofing manufacturer cannot not provide no-dollar cap warranty. Please clarify acceptable warranty parameters.
See Section 07 61 14.00 20, Paragraph 1.7 Warranty, per the original solicitation.
53 Sheet A-106 (and others) : Laundry equipment is shown but is not specified in the RFP. Is this contractor furnished or GFE?
See Revised Sheets A-106 and A-304, per Am-0005.
54 Detail A1 on sheet C-002 shows three stabilized construction entrances and concrete wash-out areas specifically placed on site as indicated. However, based on the site visit observations around these areas, all three locations do not appear to allow adequate space (if any) to construct these temporary construction entrances and concrete wash-out areas due to the presence of existing transformers, panelboards, power poles, guy-wires, vehicle barrier control panels/boxes, and other similar obstructions (some, but not all, of which are referenced on electrical sheets ED101 through ED105). Please advise where the stabilized construction entrances and concrete wash-out areas should be located to avoid conflicts with current as-built conditions.
See note on Revised Sheet C-002, per Am-0005.
55 What is the traffic rating on the existing gravel road fire lanes and grated drains (reference sheet GI003)?
See note on Revised Sheet GI003, per Am-0005.
56 Is the contractor allowed to utilize the existing gravel road fire lanes between/around the buildings on this project for ingress/egress of equipment and materials?
See note on Revised Sheet GI003, per Am-0005.
Section 00 60 00, Appendix A (Am‐0005)
FY18 MCA PN91742 Operational Readiness Training Complex (Barracks) Phase 1 Pohakuloa Training Area, Island of Hawaii, Hawaii
57 Sheet CD101 indicates demolition of the existing septic tank and leaching wells #3 and #4 adjacent to building 133. However, at the site visit, this area appeared to be recently disturbed and backfilled with gravel. Were these items previous demolished and if so, will they therefore no longer be included in this project?
Items to be demolished per contract requirements.
58 Notes 2, 3, and 4 on sheet CS102 refer to previous projects where infrastructure work was previous performed. Please provide all available as-built drawings from previous site projects in the vicinity of this new proposed project.
No as-builts will be provided.
59 Notes 4 and 9 on sheets CD101 and CD102 indicate that satisfactory soil material is to be placed on top of the 3B Fine Gravel fill and compacted to 95 percent (backfills for abandoned cesspools/wells and septic tanks). However, due to the nature of the 3B Fine Gravel fill compared to the finer particles of the soil fill, the soil to be placed may not be possible to compact and/or may settle into the 3B Fine during these operations as well as over time. Please clarify how these potential issues are to be avoided for the backfill materials and procedures specified (i.e. will additional geotextile type fabric be required between the different backfill types, etc?).
See Revised Sheets CD101 and CD102, per Am-0005.
60 Details B1, C1, and C3 on sheet E-603 are labeled for buildings 122/122A and 113/113A. However, these building numbers to not appear to be included in this project. Please clarify the buildings that will utilize these details.
See Revised Sheet E-603, per Am-0005.
61 Under the “Concrete Crack Repair Bid Quantities” notes on sheets S-101, S-103, S-104, S-105, and S-106 indicate that “crack repair shall be presented as a separate line item with the bid schedule”. However, the bid schedule for this project does not include any such bid options. Please clarify how these details/notes are to be included in the pricing of this project.
See notes on Revised Sheets S-101, S-103, S-104, S-105, and S-106, per Am- 0005.
62 Foundation note 3 on sheet S-001 indicates that the “Contractor shall provide unit price per cubic yard if voids are found and grouting is required”. However, the bid schedule for this project does not include any such bid options. Please clarify how these costs are to be included in this bid or if any such work per said note will constitute a change order during construction.
See Revised Sheet S-001, per Am-0005.
63 Detail B1 on sheet S-106 refers to section details labeled C1/S-512 and C3/S-512.
However, no such section details are included on sheet S-512. Section cuts on sheet S-511 appear to be the intent, however, please clarify where the section cuts are to be found.
See Revised Sheet S-106, per Am-0004.
