The surfaces in good or “intact” condition may remain undisturbed and no immediate abatement action is necessary. However, due to the likelihood of disturbance during the demolition, the paint/coating should be removed prior to any demolition activities. All removal must be completed by a certified lead abatement contractor under controlled conditions in accordance

EQI Project No. 7588.01 3 with EPA and HDOH regulations. Work should also be monitored by an independent industrial hygiene professional.

Surfaces in “poor” condition should repair or removed through abatement or interim controls. All abatement or interim controls must be completed by a certified lead abatement contractor under controlled conditions in accordance with EPA and HDOH regulations. Work should also be monitored by an independent industrial hygiene professional.

Paint identified as having a lead concentration of less than 0.5% lead by weight is identified as lead-containing paint (LCP). Although EPA does not require that LCP be removed prior to any renovation or demolition activity, Occupational Safety and Health Administration (OSHA) and Hawaii Division of Occupational Safety and Health (HIOSH) requirements would still apply in regards to worker exposure. The contractor’s employees removing or disturbing the painted material must be informed that it contains lead and must have received training under Occupational Safety and Health Administration (OSHA) 29 CFR 1926.62 Lead and Hawaii Occupational Safety and Health (HIOSH) 12-148.1 Lead.

If the painted components containing the lead are scheduled for demolition, composite samples of the expected building waste generated should be collected for TCLP analysis to determine the waste disposal characterization. Hawaii Administrative Rules, Title 11, Department of Health, Chapter 261, Hazardous Waste Management allows a maximum concentration of lead contaminant by TCLP at 5.0 mg/L.

TCLP results exceeding the 5.0 mg/L threshold requires the material to be disposed of as hazardous waste. Results below this threshold allow for the materials to be disposed of as construction debris. Note that painted metal components are exempt from TCLP testing and hazardous waste disposal if recycled. However, lead-based painted concrete materials cannot be recycled.

Poly-Chlorinated Biphenyls (PCB)

PCB containing fluorescent light ballasts were not identified.

Although no PCBs were identified in the ballasts examined, it was not part of this work scope to examine every light fixture. If light ballasts are identified without the “NO PCB” or missing a label, the ballast should be assumed to contain PCBs, removed from the light fixtures, and disposed of at an EPA approved waste disposal facility.

The fluorescent light tubes are known to contain measurable amounts of mercury and should also be collected and recycled.

Chlordane

Chlordane was not detected in the soil.

EQI Project No. 7588.01 4

1.0 INTRODUCTION

This report presents the results of the hazardous material inspection of various buildings at the Pohakuloa Training Area, Island of Hawaii, Hawaii. The inspection was conducted on November 12 and 13, 2015.

The objective of the inspection was to determine the location of ACMs, LBPs, PCB’s and chlordane contaminated soil which may be disturbed by the work associated with the building demolition project.

The listed buildings were included in our inspection:

T-30 T-37 T-121 T-131 T-131A T-133 T-139 T-142 T-142A T-148 T-185 T-186 T-195

EQI Project No. 7588.01 5

2.0 ASBESTOS

One hundred ninety-five samples were collected from suspect asbestos-containing materials.

2.1 Methodology

Prior to sampling, EQI visually surveyed the project areas for suspect asbestos-containing materials and homogeneous areas (areas that have uniform color, texture, and appearance.)

Suspect materials were divided into friable and non-friable materials and placed in one of the following EPA categories:

Surfacing Materials (sprayed or troweled-on materials) Thermal Systems Insulations (materials generally applied to various mechanical systems) Miscellaneous Materials (any materials which do not fit in the above categories)

Sampling methodology followed the general guidelines for bulk asbestos sampling as presented in Section 40, Part 763 (AHERA) of the Code of Federal Regulations (CFR) and Hawaii Administrative Rules (HAR) 11-501 and 11-502.

2.2 Results

Samples were submitted to Forensic Analytical in Rancho Dominguez, California. The samples were analyzed by polarized-light microscopy (PLM), using EPA Method 600/R-93-116, Visual Area Estimation.

Forensic Analytical is accredited for bulk asbestos analysis through successful participation in the U.S. Department of Commerce, National Institute of Standards and Technologies (NIST), National Voluntary Laboratory Accreditation Program (NVLAP). The laboratory is currently registered to provide asbestos laboratory services in the State of Hawaii under Title 11 of the Hawaii Administrative Rules (HAR), Chapter 504.

Based on the laboratory analytical report eight of the 195 samples were identified as ACM. In accordance with NESHAP requirements, samples consisting of distinct layers of materials were analyzed and reported separately by the laboratory. NESHAP also states that if asbestos is identified in amounts less than 10%, the owner or operator of the building must elect to assume the amount to be greater than 1% and treat the material as asbestos-containing material or request verification of the amount by point counting. No samples were point counted for this report. Asbestos containing material summary tables, by building, are included in Appendix 1.

The laboratory analytical report and chain of custody form are located in Appendix 2.

EQI Project No. 7588.01 6

3.0 LEAD

Eighty-four paint chip samples were collected from painted or coated materials that maybe disturbed by the demolition work.

3.1 Methodology

Prior to sampling, EQI visually surveyed the project areas for painted building components. Our sampling methodology generally followed the “Guidelines for the Evaluation and Control of Lead-Based Paint Hazard in Housing” published by the Department of Housing and Urban Development (HUD) in 1995.

The bulk samples were collected using a hand chisel and then placed into a single plastic bag which was sealed and labeled. The samples were then placed into another sealed bag for storage. Sampling equipment was cleaned between each sampling to avoid cross-contamination between samples.

3.2 Results

Sample analysis was conducted by Forensic Analytical Laboratories in Rancho Dominguez, California in accordance with EPA Method 3050B/7420, Atomic Absorption Spectroscopy.

Forensic Analytical Laboratories is accredited for lead analysis through successful participation in the American Industrial Hygiene Association’s (AIHA) Environmental Lead Laboratory Accreditation Program (ELLAP).

Based on the laboratory analytical report, 21 of the 84 paint samples collected exceeded the EPA threshold of 0.5% lead by weight. The EPA defines lead-based paint as paint or other coatings containing lead equal to, or in excess of, 0.5 percent lead by weight.

The lead paint summary tables, by building, are included in Appendix 1. The laboratory analytical report and chain of custody forms are included in Appendix 3.

EQI Project No. 7588.01 7

4.0 POLYCHLORINATED BIPHENYL BALLAST

4.1 Methodology

EQI visually surveyed the interior of the thirteen buildings to be demolished for fluorescent light fixtures. Approximately ten percent (10%) of the light fixtures were selected as randomly as feasible to be a representative cross section of each building. The light fixtures were dismantled to expose the ballast’s for inspection. If the ballast was marked with a manufacturer’s label of “NO PCB”, the ballast was presumed to be PCB free. Ballasts without the label were presumed to contain PCB’s.

4.2 Results

Approximately one hundred fifty light fixtures were identified in the 13 buildings. Fifteen light fixtures, 10%, were examined. PCB ballasts were not identified in the fluorescent light fixtures examined.

EQI Project No. 7588.01 8

5.0 CHLORDANE IN SOIL

5.1 Methodology

Composite sampling strategy was utilized to determine the average chlordane concentration in the soil that may be disturbed by the demolition work.

Eighteen composite samples, consisting of thirty increments were collected along the concrete foundation of buildings 30, 37, 121/133, 131, 139, 142, 148, 185/186 and 195.

The thirty increments were spread around each building and each increment consisted of the total volume of soil collected from zero to two feet below ground surface. Each incremental sample was collected using a handheld boring drill. Each increment was then placed in a large sealable bag. Once all 30 increments were collected, the soil was homogenized and transferred to a single sample jar which was then placed in a cooler for transport to the laboratory. The samples were logged and recorded following standard chain-of-custody procedures and submitted to Advanced Analytical in Honolulu, Hawaii for analysis.

5.2 Results

The soil samples were analyzed for technical chlordane using EPA Method 8081A. The result of the sampling is located in Appendix 1, Chlordane in Soil Summary Table. The laboratory analytical report and chain of custody forms are included in Appendix 4.
