1 SaLUT 2002 Asbestos Survey 2 EQI 2015 Asbestos Survey

The ACM was found to be in good condition and no immediate abatement action is necessary.

However, due to the likelihood of disturbance during the renovation, the material must be removed prior to the renovation activity. All removal must be completed by a certified asbestos abatement contractor under controlled conditions in accordance with United States Environmental Protection Agency (EPA) and Hawaii Department of Health (HDOH) regulations.

Work should also be monitored by an independent industrial hygiene professional.

A trace amount of asbestos was also identified in the mortar material behind the ceramic wall tiles in the 1st floor restrooms. The point count analysis confirmed the material contains less than 1% asbestos. Per NESHAP definition, the mortar material is not an asbestos containing material. However, Occupational Safety and Health Administration (OSHA) requirements would still apply in regards to worker exposure. The contractor’s employees removing or disturbing the asbestos must be informed that it contains asbestos and must have received training under OSHA 29 CFR 1926.1101 Asbestos.

EQI Project No. 8677 4

Lead-Based Paint

The listed building components were painted or coated with LBP or lead coatings. The EPA defines lead-based paint as paint or other coatings containing lead equal to, or in excess of 0.5% by weight.

Building 155 Color Location Condition

Tan/green Exterior front concrete wall Fair Beige/tan Exterior rear concrete wall Fair

EPA defines lead-based paint as paint or other coatings containing lead equal to, or in excess of, 0.5% by weight. The lead-based paint components were found to be intact and can be removed during the renovation and/or demolition process as long as the paint remains in good condition. EQI does recommend that the LBP components be removed with as minimal disturbance as possible. Note that lead at various concentrations below the EPA guideline was also detected for various coatings.

The contractor’s employees removing or disturbing the painted material also must be informed that it contains lead and must have received training under OSHA 29 CFR 1926.62 Lead. If any other untested paints are disturbed, they should be assumed to contain lead.

If the painted components containing the lead are scheduled for demolition, composite samples of the expected building waste generated should be collected for Toxicity Characteristic Leaching Procedure (TCLP) analysis to determine the waste disposal characterization. Hawaii Administration Rules, Title 11, Department of Health, Chapter 261, Hazardous Waste Management allows a maximum concentration of lead contaminant by TCLP at 5.0 mg/L. TCLP results exceeding the 5.0 mg/L threshold requires the material to be disposed of as hazardous waste. Results below this threshold allow for the material to be disposed of as construction debris. Note that painted metal components are exempt from TCLP testing and hazardous waste disposal if recycled. However, lead-based painted concrete materials cannot be recycled.

Arsenic Containing Material

The listed materials were identified as arsenic-containing materials.

Material Location Condition Canec ceiling board (residual) Room 109, above drop ceiling on concrete deck Damaged

The residual canec ceiling board should be removed prior to any renovation work. All work should be completed by a qualified abatement contractor under controlled conditions and under the supervision of an industrial hygiene professional.

The canec board may be disposed of as an exempt arsenical-wood treated product per 40 CFR

261.4. However, OSHA requirements would still apply in regards to worker exposure. The contractor’s employees removing or disturbing the arsenic-containing material must be informed

EQI Project No. 8677 5 that it contains arsenic and must have received training under OSHA 29 CFR 1926.1118 Inorganic Arsenic.

Poly-Chlorinated Biphenyls (PCB)

PCB light ballasts and mercury lamp survey was conducted for Building 155 by Myunghee Noh and Associates dated March 2003. The report found no PCB ballasts, but the light fixtures contain fluorescent light tubes. The contractor shall recycle all mercury containing fluorescent light tubes.

EQI Project No. 8677 6

1.0 INTRODUCTION

This report presents the results of the hazardous material inspection of Building 155, Quad B, Schofield Barracks. The inspection was conducted from March 24 and 25, 2015.

The objective of the inspection was to:

• Review the existing asbestos-containing material inspection report;

• Identify and verify the locations of the known ACM;

• Collect samples from materials not previously sampled for asbestos analysis or for verification;

• Collect paint chip samples for lead analysis;

• Collect suspect materials for arsenic analysis;

• Develop a report summarizing the findings.

Following rooms were not surveyed due to the rooms being locked or secured:

• 1st floor, mechanical rooms 114 and 123

• 2nd floor, electrical rooms 220 and 248

EQI Project No. 8677 7

2.0 ASBESTOS

One hundred six additional bulk samples were collected from suspect asbestos-containing materials. The samples were collected from the Hawaii Department of Health accredited Asbestos Building Inspectors, Mr. David Leigh (HIASB-0251) and Mr. Jim Cardenas (HIASB- 0173).

2.1 Methodology

Prior to sampling, EQI visually surveyed the renovation area of the building for suspect asbestos-containing materials and homogeneous areas (areas that have uniform color, texture, and appearance.) Suspect materials were divided into friable and non-friable materials and placed in one of the following EPA categories:

• Surfacing Materials (sprayed or troweled-on materials)

• Thermal Systems Insulations (materials generally applied to various mechanical systems)

• Miscellaneous Materials (any materials which do not fit in the above categories)

Sampling methodology followed the general guidelines for bulk asbestos sampling as presented in Section 40, Part 763 (AHERA) of the Code of Federal Regulations (CFR) and Hawaii Administrative Rules (HAR) 11-501 and 11-502.

2.2 Results

Samples were submitted to Forensic Analytical Laboratories in Rancho Dominguez, California.

The samples were analyzed by polarized-light microscopy (PLM), using EPA Method 600/R-93- 116, Visual Area Estimation.

Forensic Analytical Laboratories is accredited for bulk asbestos analysis through successful participation in the US Department of Commerce, National Institute of Standards and Technologies (NIST), National Voluntary Laboratory Accreditation Program (NVLAP). The laboratory is currently registered to provide asbestos laboratory services in the State of Hawaii under Title 11 of the HAR, Chapter 504.

Based on the laboratory analytical report, 23 of the 94 samples were identified as ACM. The National Emission Standard for Hazardous Air Pollutants (NESHAP), 40 CFR 61 Part M, defines asbestos containing materials as those which contain greater than 1% asbestos.

NESHAP also categorizes ACM as either being a friable material, a Category I non-friable material or a Category II non-friable material. Friable materials are defined as those that can be reduced to powder by hand pressure. Category I non-friable materials are the asphalt roofing materials, resilient floor covering, excluding linoleum, packings, and gaskets. Category II non-friable materials are the cementitious materials such as stucco and asbestos cement board.

In accordance with NESHAP requirements, samples consisting of distinct layers of materials were analyzed and reported separately by the laboratory. NESHAP also states that if asbestos is identified in amounts less than 10%, the owner or operator of the building must elect to assume the amount to be greater than 1% and treat the material as asbestos-containing material or request verification of the amount by point counting.

EQI Project No. 8677 8

Samples 0502-10A, 11A and 12A were point counted. A summary of the homogeneous materials is presented in Table 1. The laboratory analytical report and chain of custody forms are included in Appendix 1.

3.0 LEAD-BASED PAINT

Twenty-two paint chip and bulk samples were collected from painted or coated materials. The samples were collected by HDOH accredited Lead Inspector, Mr. David Leigh (PB0294).

3.1 Methodology

Prior to sampling, EQI visually surveyed the renovation area of the building for painted building components. Our sampling methodology generally followed the “Guidelines for the Evaluation and Control of Lead-Based Paint Hazard in Housing”, Department of Housing and Urban Development (1995).

3.2 Results

Samples were submitted to Hygeia Laboratories, Inc. in Sierra Madre, California. The samples were analyzed in accordance with EPA Method 7420, Atomic Absorption Spectroscopy. Hygeia is accredited for lead analysis through successful participation in the American Industrial Hygiene Association’s (AIHA) Environmental Lead Laboratory Accreditation Program (ELLAP.)

Based on the laboratory analytical report, 2 of the 22 paint samples collected exceeded the EPA threshold of 0.5% lead by weight. The EPA defines lead-based paint as paint or other coatings containing lead equal to, or in excess of, 0.5 percent lead by weight.

A summary of lead paint is presented in Table 2. The laboratory analytical report and chain of custody forms are included in Appendix 2.

All removal must be completed by a certified asbestos abatement contractor under controlled conditions in accordance with EPA and HDOH regulations.

However, OSHA requirements would still apply in regards to worker exposure. The contractor’s employees removing or disturbing the asbestos must be informed that it contains asbestos and must have received training under OSHA 29 CFR 1926.1101 Asbestos.

EQI Project No. 8677 19

6.2 Lead-Based Paint

The listed building components were painted or coated with LBP or lead coatings. The EPA defines lead-based paint as paint or other coatings containing lead equal to, or in excess of 0.5% by weight.

Color Location Condition

If the painted components containing the lead are scheduled for demolition, composite samples of the expected building waste generated should be collected for TCLP analysis to determine the waste disposal characterization.

6.3 Arsenic Containing Materials

The listed materials were identified as arsenic-containing materials.

Material Location Condition Canec ceiling board (residual) Room 109, above drop ceiling on concrete deck Damaged

The residual canec ceiling board should be removed prior to any renovation work. All work should be completed by a qualified abatement contractor under controlled conditions and under the supervision of an industrial hygiene professional.

The canec board may be disposed of as an exempt arsenical-wood treated product per 40 CFR

261.4. However, OSHA requirements would still apply in regards to worker exposure. The contractor’s employees removing or disturbing the arsenic-containing material must be informed that it contains arsenic and must have received training under OSHA 29 CFR 1926.1118 Inorganic Arsenic.

EQI Project No. 8677 20

6.4 Polychlorinated Biphenyls

PCB light ballasts and mercury lamp survey was conducted for Building 155 by Myunghee Noh and Associates dated March 2003. The report found no PCB ballasts, but the light fixtures contain fluorescent light tubes. The contractor shall recycle all mercury containing fluorescent light tubes.
