About this file
This document contains an amendment to a solicitation and responses to vendor questions regarding a federal contract opportunity to construct a Small Arms Range for the Mississippi Air National Guard.
The amendment revises the feeder schedule details on drawing E0.3, deletes unnecessary specification sections, and changes the bid due date to September 15, 2021 at 10:00 AM. The questions and answers provide clarifications such as confirming concrete construction of ballistic walls, requirements for ballistic doors and baffles, and definitions of included base bid and option items. The period of performance is increased to 450 days in Amendment 1. The solicitation is for a firm fixed-price contract with a magnitude between $5-10 million to design and build an indoor small arms range facility at the Flowood, Mississippi National Guard base.

I. Questions & Answers
31. Question: Spec Section 116723 para 1.09 14 a calls for MERV-15 filters for the dust collection system. Para 14 f stipulates a MERV-17 filter. Please confirm which paragraph prevails.
Answer 31: Both are required. Specification section 23 38 00, para 2.4.E calls for “A two-stage filtration system with a MERV 15 bag filter no less that 26 in. long (66 cm) followed by HEPA filter with a
99.95 percent efficiency rating.” Minimum rating of HEPA filters is MERV 17.
32. Question: Detail 1, Drwg Z522.1 calls our 3/8” AR500 plate for the bullet trap. Spec Section 116723, para. 1.9 5.a.1 calls for 3/8” AR500. However, 1.9 5.a.1 references MIL-A46100. Please confirm which material(s) is (are) required.
Answer 32: AR500 is required. MIL-A46100 is the military specification for AR500 steel plate.
33. Question: Spec Section 116723 para 1.10 describes both glass booths and steel core shooting booths. Please confirm which style of shooting booth is required?
Answer 33: Sheet C0.1 lists what items are included in the Base Bid and ABI's 1-3.
34. Question: Spec Section 116723 para 1.14 A.5 & 6 provide two different configurations for the baffles – tactical and static. The drawings show a tactical configuration. Please confirm which baffle configuration should be utilized.

20. Question: Please confirm if a 3rd Party Commissioning Agent is a requirement for the project other than what is specified under section 23 38 00 Firing Range Ventilation System?
Answer 20: 3rd Party Commissioning Agent is not a requirement other than what is specified under section 23 38 00 Firing Range Ventilation System
21. Question: Section 101100 - Marker/Tack Boards. “Section 3.02 Installation: A. Install boards in locations and at mounting heights as shown on the drawings, accordance with manufacturer's instructions.” No references found on the drawings for number or location.
Answer 21: Delete this specification section. – AMENDMENT -0002 PENDING
22. Question: Section 102600 – Wall and Door Protection. Please clarify specifically where these are to be located. There doesn’t appear to be any reference on the drawings.
Answer 22: Delete this specification section. – AMENDMENT -0002 PENDING
23. Question: Section 105723 – Shelving. Please clarify specifically where these are to be located. There doesn’t appear to be any reference on the drawings.
Answer 23: Delete this specification section. – AMENDMENT -0002 PENDING
24. Question: Section 122400 - Roller Shades. Please clarify if these are required for the full height of the curtain wall according to section C, Sheet 10.1. Are there any other locations where these are required?
Answer 24: Roller shades shall be full height of the curtain wall. Roller shades are required in the classroom only.
25. Question: Regarding the tilt wall in-beds in the slab, there are two sizes of in-bed plates called out on the drawings. On page S201, section 1, there is a in-bed plate called out which is 6” x 12” x 1/2” w/
(3) ½” x 6” studs on the perimeter spread footing of the building. Later, on page S203, Detail D “At Base of Wall”, there is an in-bed called out which is 4”x8”x3/8” w/ (2) ½” x 4” studs (6” O.C.) @ 5’ spacing. Will both sets of in-beds be used or only one? And if only one is used, please specify which set.
Answer 25: Only one set on in-beds is required. The detail on S203 is the correct one. Disregard the tilt wall in-bed information on S201. – AMENDMENT -0002 PENDING
26. Question: Can we remove the existing fencing to the west of the new building to allow for crane access? It may be required to set these tilt wall panels with a medium/large crane. Once we set the tilt up panels, we would leave the matting in place and bring in a smaller crane to set the steel. It is anticipated to be removed for (2) months total for steel and precast.
Answer 26: The existing fence can be removed, however the contractor will be responsible for providing and installing a temporary fence of the same size and type in order to provide perimeter security.
27. Question: Please confirm that AWI certification is required for the installation portion of both the 064100 Casework AND 123600 Countertops-Quartz scopes of work.
Answer 27: Yes. This is required.

12. Question: We have searched all of my vendors for Turfstone. They are all out of stock on this product. No manufacturers are planning on producing any in the near future; they are focusing on product that is in demand. Belgard makes a permeable paver called Aqua Brick. It is a 5’’x10’’ paver by 80mm. As of now, there is plenty in stock. Is a substitution is permissible for this landscape related product?
Answer 12: Product substitutions are not considered during the bid phase. Other equal turf-type paver products will be considered during the submittal phase.
13. Question: In The UFC 4-179-02 section 4-10.2 in the Ballistic Side and Downrange walls:
bullet point 2 - Steel: Minimum 0.375 in. (9.5 mm) AR500 steel plate.
bullet point 3 - Provide splatter protection on steel and concrete up to 8 ft. (2.4 m) above the floor and a minimum of 16.4 ft (5 m) down range of all firing positions, except do not place any splatter protection within 10 ft. (3 m) of the bullet trap. This is to allow inspection of the wall where it is most susceptible to bullet strikes.
There is no mention of steel for the walls (Combat Walls) in the specification or on any of the drawings for the range, yet this range is said to be designed in accordance with the UFC 4-179-02 specification, please clarify. This appears to be a fully tactical shooting range and needs to have steel on the walls in the shooting range area between the stalls area and the bullet trap.
Answer 13: The UFC requires walls of 8” concrete or 3/8” plate, not both. Concrete was used on this project. Ballistic integrity can be accomplished with keyed construction joints or placing 3/8” plate over the joint per the UFC. This will be reviewed as shop drawings in the submittal phase.
14. Question: There is no mention of a door in the range in the specification or providing any armored steel to protect the door, yet all the design drawings for the range show a set of double doors in the shooting range envelope area – Please provide some clarity as how to proceed with shooting range ballistic protection design.
Answer 14: Door schedule on A10.0 shows which door must be Ballistic Rated, UL Level 8.
Specification 08 34 02 includes the ballistic requirements of doors. When placed downrange past the firing line, doors and door hardware must meet UL 752 Level 8 protection standard. This includes doors on back wall behind the trap so that rounds cannot escape during a trap failure. Use locking hardware, panic hardware, or magnetic door locks to ensure personnel do not inadvertently enter during live fire events. For doors on the side wall between the firing line and bullet trap, a wall baffle must be placed just up-range of door extending from the floor to the height of the door to reduce the chance of an errant shot striking the door hardware. This information is included in the specifications.
Left image: elevation of typical elevation of ballistic door with deflector/baffle; right image: (structural) typical recess in concrete panel for installation of steel baffle.
15. Question: Page E0.3, feeder schedule is missing several that are listed: 30-2, 100-5, and 110-3 and it has (2) 65-4. We believe one of these should be 65-5. Please clarify.
Answer 15: 30-2 shall be 3/4"C, 2-10 AWG, 1-10 AWG -G- 100-5 shall be 1-1/4”C, 5-3 AWG 110-3 shall be 1-1/4”C, 3-2 AWG, 1-6 AWG -G- The second listed 65-4 should be 65-5: 1”C, 4-6 AWG, 1-6 AWG -G-
AMENDMENT -0002 PENDING
16. Question: The UFC 4-179-02 it states in section 2-3.2: Ballistic steel plate and AR500 Steel Plate must be tested in accordance with ASTM E10-08, meet MIL-A-46100, and certified as having the following Brinell Hardness (HBW):
•AR500: HBW between 470 and 544.
•AR525: HBW between 500 and 544.
In addition, require:
•Certifications for all ballistic steel plates.
•Connection made in such a manner as to maintain ballistic properties.
•All cuts made in a manner that does not alter or reduce hardness.
•Ballistic integrity maintained across all joints.
The specs do not say anything about this for the baffles, only the bullet trap (Section 1.9.A.5.a).1).a– This certification adds significant cost to the steel provided for the bullet trap and the overhead baffles (and the steel on the walls if needed) so clarification is needed here – please clarify.
Answer 16: Section 1.14.A.2.a call for the baffles to be AR500.
17. Question: As none of the questions posed on the shooting range portion of this project have been answered as of yet, I respectfully ask that the bid date be extended at least a week in order to allow time for design changes for the range – Please reply/clarify.
Answer 17: NO, in order to make award prior to end of FY on 09/30/2021, we are unable to extend the proposal due date.
18. Question: Section 28 31 05 Military Fire Alarm and Mass Notification Paragraph 2.1.B.17 states, “Connect to ISI unit for reporting of alarm and trouble conditions to the True Site Workstation via radio transmission”. Detail 1 Fire Alarm Riser Diagram on drawings sheet E02 Note 1 states, “Radio Transmitter shall be compatible with base Monaco Central Station. Frequency of transmitter shall be
139.6750 Mhz. Transmitter shall transmit Fire Alarms to Central Station by zone”. Will you confirm which is required?
Answer 18: Detail 1 on E02 is correct. 28 31 05 2,1,B,17 may be omitted.
19. Question: Section 28 31 05 Military Fire Alarm and Mass Notification Paragraph 2.10 - Addressable Alarm Notification Appliances. Are addressable alarm notification appliances required for this project?
Answer 19: Addressable alarm notification appliances are not required.

7. Question: Section 11 67 23 states in section 1.9 Bullet traps and Collection Section A. states the bullet trap should be Self Supporting, and section A.h states the “Trap: Fully self-supported requiring no prior construction site preparation other than a flat concrete pad with a prepared trench, and an optional boom.” Yet the range drawings Z301.1 and all the drawings for the range showing the bullet trap clearly show the top section of the trap being supported by the building. Which is correct?
Answer 7: The Trap will require support structure as shown in the Structural drawing and referenced in the Z-drawings. Disregard specification references to free-standing.
8. Question: Drawing Z301.1 shows the screw conveyor system as part of the Range Section AB1 (Base Bid) but the screw conveyor system is part of Option #3. Which is correct?
Answer 8: Sheet C0.1 lists what items are included in the Base Bid and ABI's 1-3. The last sentence says "Contractor shall disregard any ABI/Notes in the plans or specifications that contradict information in the notes above."
9. Question: On the Statement of Work LRXQ159097 Construct Small Arms Range May 2021, The Scope for the base bid does not call out any target system, yet the drawing Z301.1 shows the Genesis target retrieval system and the DRM Pro running man. Which is correct?
Answer 9: Sheet C0.1 lists what items are included in the Base Bid and ABI's 1-3. The last sentence says "Contractor shall disregard any ABI/Notes in the plans or specifications that contradict information in the notes above."
10. Question: Sheets A2.0 & A11.0 indicates Raised Access Flooring in Rm 111. There is no specification for this. Please advise.
Answer 10: See attached spec section 09 69 00 for Access Flooring --See Attached.
AMENDMENT -0001 is issued
11. Question: Sheets A11.0 indicates new appliances. Are these contractors furnished/contractor installed OR government furnished/government installed?
Answer 11: Appliances listed on A11.0 are to be included in the construction contract and supplied by the contractor. **Answer is revised. AMENDMENT -0001 is issued
REQUEST FOR INFORMATION (RFI) #03
