About this file
This document contains a request for information (RFI) and pending solicitation amendment related to a small arms range construction project. The RFI includes questions and answers regarding project specifications, drawings, and requirements. Key details include construction of an indoor small arms range facility for the Mississippi Air National Guard, with a base bid scope of site work, foundations, structure, interior and exterior finishes, and mechanical, electrical, plumbing and fire protection systems. There are also three options for stall systems, target retrieval, and a screw conveyor. The period of performance is 450 days. The pending amendment removes and replaces a drawing, adds specifications for flooring and appliances to the construction scope, and extends the period of performance from 365 to 450 days. The estimated value is between $5-10 million. The solicitation number is W9127Q-21-B-0001 and is set aside 100% for small businesses. The pre-bid date was August 12, 2021 and proposals are due by September 9, 2021.

REQUEST FOR INFORMATION (RFI) #05
01 September 2021
I. Questions & Answers
12. Question: We have searched all of my vendors for Turfstone. They are all out of stock on this product. No manufacturers are planning on producing any in the near future; they are focusing on product that is in demand. Belgard makes a permeable paver called Aqua Brick. It is a 5’’x10’’ paver by 80mm. As of now, there is plenty in stock. Is a substitution is permissible for this landscape related product?
Answer 12: Product substitutions are not considered during the bid phase. Other equal turf-type paver products will be considered during the submittal phase.
13. Question: In The UFC 4-179-02 section 4-10.2 in the Ballistic Side and Downrange walls:
bullet point 2 - Steel: Minimum 0.375 in. (9.5 mm) AR500 steel plate.
bullet point 3 - Provide splatter protection on steel and concrete up to 8 ft. (2.4 m) above the floor and a minimum of 16.4 ft (5 m) down range of all firing positions, except do not place any splatter protection within 10 ft. (3 m) of the bullet trap. This is to allow inspection of the wall where it is most susceptible to bullet strikes.
There is no mention of steel for the walls (Combat Walls) in the specification or on any of the drawings for the range, yet this range is said to be designed in accordance with the UFC 4-179- 02 specification, please clarify. This appears to be a fully tactical shooting range and needs to have steel on the walls in the shooting range area between the stalls area and the bullet trap.
Answer 13: The UFC requires walls of 8” concrete or 3/8” plate, not both. Concrete was used on this project. Ballistic integrity can be accomplished with keyed construction joints or placing 3/8” plate over the joint per the UFC. This will be reviewed as shop drawings in the submittal phase.
14. Question: There is no mention of a door in the range in the specification or providing any armored steel to protect the door, yet all the design drawings for the range show a set of double doors in the shooting range envelope area – Please provide some clarity as how to proceed with shooting range ballistic protection design.
Answer 14: Door schedule on A10.0 shows which door must be Ballistic Rated, UL Level 8.
Specification 08 34 02 includes the ballistic requirements of doors. When placed downrange past the firing line, doors and door hardware must meet UL 752 Level 8 protection standard.
This includes doors on back wall behind the trap so that rounds cannot escape during a trap failure. Use locking hardware, panic hardware, or magnetic door locks to ensure personnel do not inadvertently enter during live fire events. For doors on the side wall between the firing line and bullet trap, a wall baffle must be placed just up-range of door extending from the floor to the height of the door to reduce the chance of an errant shot striking the door hardware. This information is included in the specifications.

15. Question: Page E0.3, feeder schedule is missing several that are listed: 30-2, 100-5, and 110-3 and it has (2) 65-4. We believe one of these should be 65-5. Please clarify.
Answer 15: 30-2 shall be 3/4"C, 2-10 AWG, 1-10 AWG -G- 100-5 shall be 1-1/4”C, 5-3 AWG 110-3 shall be 1-1/4”C, 3-2 AWG, 1-6 AWG -G- The second listed 65-4 should be 65-5: 1”C, 4-6 AWG, 1-6 AWG -G-
16. Question: The UFC 4-179-02 it states in section 2-3.2: Ballistic steel plate and AR500 Steel Plate must be tested in accordance with ASTM E10-08, meet MIL-A-46100, and certified as having the following Brinell Hardness (HBW):
•AR500: HBW between 470 and 544.
•AR525: HBW between 500 and 544.
In addition, require:
•Certifications for all ballistic steel plates.
•Connection made in such a manner as to maintain ballistic properties.
•All cuts made in a manner that does not alter or reduce hardness.
•Ballistic integrity maintained across all joints.
The specs do not say anything about this for the baffles, only the bullet trap (Section 1.9.A.5.a).1).a– This certification adds significant cost to the steel provided for the bullet trap and the overhead baffles (and the steel on the walls if needed) so clarification is needed here – please clarify.
Answer 16: Section 1.14.A.2.a call for the baffles to be AR500.
17. Question: As none of the questions posed on the shooting range portion of this project have been answered as of yet, I respectfully ask that the bid date be extended at least a week in order to allow time for design changes for the range – Please reply/clarify.
Answer 17: NO, in order to make award prior to end of FY on 09/30/2021, we are unable to extend the proposal due date.
18. Question: Section 28 31 05 Military Fire Alarm and Mass Notification Paragraph 2.1.B.17 states, “Connect to ISI unit for reporting of alarm and trouble conditions to the True Site Workstation via radio transmission”. Detail 1 Fire Alarm Riser Diagram on drawings sheet E02 Note 1 states, “Radio Transmitter shall be compatible with base Monaco Central Station.
Frequency of transmitter shall be 139.6750 Mhz. Transmitter shall transmit Fire Alarms to Central Station by zone”. Will you confirm which is required?
Answer 18: Detail 1 on E02 is correct. 28 31 05 2,1,B,17 may be omitted.
19. Question: Section 28 31 05 Military Fire Alarm and Mass Notification Paragraph 2.10 - Addressable Alarm Notification Appliances. Are addressable alarm notification appliances required for this project?
Answer 19: Addressable alarm notification appliances are not required.
