About this file
This document outlines a snow and ice control policy and plan for Redstone Arsenal. The policy establishes procedures for communications, operations, and maintenance to ensure mobility and safety during winter weather conditions. It details equipment and staffing requirements for the contractor, including graders, sand trucks, spreaders, and pickup trucks with plow attachments. Snow removal priorities are established for roadways, with primary roads cleared first followed by secondary roads and parking lots. Sidewalk and building entrance clearing is also addressed. Notification procedures and a decision tree for work delays or closures are provided.

PURPOSE
A Snow and Ice Control Policy is necessary to make a clear statement of the intent of Redstone Arsenal winter maintenance operations and establish a standard operating procedure for communications, operations and procedures. An effective and efficient Snow and Ice Control Program is necessary to allow Redstone Arsenal to:
• Function under normal winter weather conditions
• Communicate with decision makers, maintenance contractors, and workforce personnel
• Reduce snow and ice hazards
• Provide adequate mobility on city controlled roadways
• Maintain reasonable walking conditions
POLICY CONSIDERATIONS
In developing this policy for how to best undertake winter weather maintenance activities across Redstone Arsenal, DPW has had to balance a number of factors including
• Public safety
• Availability of personnel
• Desire to maintain efficient transportation routes
• Ability to provide emergency services
• Minimizing damage to property
• Effectively allocating limited resources
Redstone Arsenal has a commitment to provide effective and efficient winter maintenance to its workforce. However, circumstances beyond Redstone Arsenal’s control may preclude or delay the provision of such service.
Redstone will manage snow and ice operations on arsenal roads, sidewalks, and parking areas in accordance with maintenance contracts between the Army and the contractor, and all other parties involved in the process, as well as relevant service level priorities.
Extreme weather snowfall events and conditions may occur where the immediate demands exceed the available resources. At these times public service announcements will be issued through the Public Affairs Office (PAO) to local news and radio stations in the surrounding area to provide information and encourage safe driving practices.
COMMUNICATION
In the event that a winter weather situation is likely, the DPW Director and the DPW Operations Division Chief will meet with the contractor's PM and representatives of other contract operations involved, to make a decision regarding staging equipment and/or personnel overnight to be on-site and available for a possible event. Possible courses of action include:
• Install rubber blades on graders
• Load sand trucks and install spreaders
• Distribute updated contact lists for government and contractor personnel
• Make lodging arrangements for contractor personnel
Technical Exhibit #52 Ice & Snow Plan 10 Sep 19
If it is decided contractor personnel will be held overnight in an effort to be prepared for snow or ice removal, lodging arrangements will be made either within the Grounds Maintenance Shop, another support contractor, or a close by Hotel, if space is available.
In the event of an unforeseen situation, notification will begin with either a 911 call center alert to the Provost Marshall Office (PMO) who will in turn call the RSA Control Room, or a direct call from PMO to the RSA Control Room stating a location having snow or ice. PMO will be responsible for validating snow/ice on roadways and overpasses as well as closing the road and placing traffic barriers and/or warning signs.
Upon receipt of emergency message, contractor will be called in to ready equipment and begin spreading sand in announced areas and overpasses. The contractor manager will notify the Director of DPW and the Chief, Operations Division, who will be responsible for providing information and status to the (Garrison Commander), as well as alerting other separate support contractors to begin work removing snow and ice from walkways and facility entrances. When called in for an emergency event, the contractor has a one hour response time.
Contract support staff from all contractor operations working to clear snow, will report site conditions, status of snow removal operations and weather predictions to the Chief, Operations Division, DPW, if the potential for closure or delayed opening exists. This report will be made by 5:00 am of the workday.
An executive committee will be held between DPW, Garrison Commander, PMO, DES, and PAO in order to make a decision concerning opening, delayed opening, or closing of the post. This decision shall be made by 6:00 am, at which time PAO will release guidance to local media outlets in order to inform the workforce on the status of Redstone Arsenal.
ROAD CLEARING
The contractor will provide two teams consisting of two graders and two truck mounted snow plows both operating during the initial eight hours of the event. After the initial eight hours, the teams will begin a rotating schedule where one team will be operational and the other at rest.

ADDITIONAL SERVICES
The Redstone Arsenal Airfield, parking ramps and vehicle parking areas are not a priority for snow and ice removal. If a winter weather event were to occur jeopardizing the safety of the airfield, operations would cease and traffic would use Huntsville International Airport until such time as Redstone airfield can be safely re-opened.
The Logistics Readiness Center (LRC) holds contracts for re-fueling boilers and generators; in the event that winter weather would prohibit contractors from being able to refuel generators, the contractor must have equipment necessary to refuel mission critical generators on Weeden Mountain, Madkin Mountain, and Squirrel Hill.
