1aAttachment 16 Section L and MSection M, FACTOR 1 –SPECIALIZED EXPERIENCEPage 21 of 25Will the experience and past performance of parent or subsidiary companies be evaluated if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance? As described in Section L, the experience of parent, subsidiary, or sister company will be considered consistent with the guidance provided for joint venture member, or major subcontractors, i.e, that the company from which the experience is being acquired will "perform 10% or greater significant aspects of the anticipated ISS contract based on the total proposed price." Also, consider the instructions for "Organization Structure Change History" as stated: "To facilitate this relevancy determination, include in this proposal volume a 'roadmap' describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any projects you identify for Technical Specialized Experience evaluation."
1bAttachment 16 Section L and MSection M, FACTOR 1 –SPECIALIZED EXPERIENCEPage 21 of 25Are there any additional requirements that an offeror must address in its proposal in order to utilize parent or subsidiary company experience and past performance if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?

25J Attachment 9Pricing MatrixNAAre the NTE (Not To Exceed) figures to be used as plug numbers, or are they a ceiling value?Plug numbers
26J Attachment 16Section L, Volume 3 Cost/Price, paragraph 6)14 of 25"Subsequent option years shall include escalation". This section addresses SCA and CBA rates. Since SCA rates are not escalated yearly by the Government, there is not a way to apply an accurate estimate. The CBA agreements expire before contract start, and again there is no way to estimate the correct amount of escalation. In addition, the use of the term "option years" implies there should be no escalation in the Base period. Will the Government (a) change the language to state "escalate Exempt labor for years 2 - 10," and (b) provide a directed rate of escalation? It is not the Government’s intent for solicitation provision FAR 52.222-43 SCLS Pricing Adjustment as prescribed by FAR 22.1006(c)(1) to be a directive to offerors in regards to the CPFF CLINs. As such, the offeror shall ensure that any base labor rates proposed on the CPFF CLINs are realistic for the effort, and the offeror’s cost estimating practices are in accordance with the offeror’s established accounting practices for accumulating, allocating and recording costs to final cost objectives. All proposed escalation or lack of escalation shall be fully supported to show that it is realistic for the CPFF effort and in accordance with the offeror's normal buisness practices.

In accordance with FAR 52.222-43, any proposed escalation shall not be proposed to cover increased costs for which an adjustment is provided under FAR 52.222-43 SCLS Pricing Adjustment. As such, any proposed escalation proposed on the FFP CLINs should be proposed to account for escalation proposed in accordance with the offeror's normal business practice and not for increased costs for which an adjustment is provided under FAR 52.222-43.

Section L's language has been revised to clarify the Government's intent.

27J Attachment 16Section L, Volume 1 Specialized Experience6 of 25This volume requires Consent Letters and Client Authorization letters. 73W9124P-20-R-0007 Solicitation Release 31 July 2020.pdf and Attachment A Overarching PWS rev8 29July2020.pdfPWS paragraph 2.1.2.1page 8In Section A, Section B, and Section L, the solicitation says that the option periods start on April 1. However, in the Overarching PWS (Section 2.1.2.1), it says that option periods start on June 1. For proposal purposes, we should assume that option periods start on April 1, correct?See Set 2, Question #1
74Attachment 16 Section L and M FINAL 31 July 2020.pdf

Attachment A Overarching PWS rev8 29July2020.pdf Section L page 10

PWS page 11

On the 10th page of Section L, the third paragraph says that “The Offeror shall also identify those individuals designated as key personnel, specifically the following: Project Manager and Alternate; Facility Maintenance Program Manager; and GFEBS Preventative Maintenance Lead.” In the Overarching PWS, paragraph 2.1.11.1.1 says that “The following personnel are considered key personnel by the Government: Program Manager, Facilities Services Manager, and GFEBS PM Coordinator Lead. The Facilities Services Manager shall be the Alternate Program Manager.” We assume that the “Facilities Services Manager” mentioned in the PWS is the same position as the “Facility Maintenance Program Manager” mentioned in Section L. Is that correct?See Set 2, Question #10
75Attachment 16 Section L and M FINAL 31 July 2020.pdfSection Lpages 3, 4, and 11The 4th page of Section L, the 2nd paragraph says that “electronic proposals shall be submitted on one (1) electronic CD.” Similarly, on the 3rd page of Section L, the 1st paragraph says that electronic proposal files should be “compressed (zipped) into one file entitled “W9124P-20-R-0007.zip” using WinZip version 6.2 or later, or as separate uploads in their native format, i.e., doc, xls, ppt, etc.” These requests for a single CD that contains the electronic files for the whole proposal appear to conflict with Table 1 (which suggests that separate electronic files for each proposal volume) and the bottom of the 11th page of Section L (which says that the electronic copy of Volume 3 should be submitted on its own DVD-R). Please clarify if the Army would like each volume’s electronic copy on its own CD/DVD, or whether offerors should provide only one CD/DVD that contains all of the electronic files for the whole proposal. Each Volume should be provided on a separate CD/DVD.
76Attachment 16 Section L and M FINAL 31 July 2020.pdfSection Lpages 3 and 4On the 3rd page of Section L, the 1st paragraph says that electronic proposal files should be “compressed (zipped) into one file entitled “W9124P-20-R-0007.zip” using WinZip version 6.2 or later.” Similarly, the 2nd paragraph on the 4th page of section L says that “Files shall be compressed (zipped) into one file entitled proposal zip using WinZip version 6.2 or later.” Standard CDs and DVDs now have enough memory capacity to contain all of the electronic files this RFP requires without the need to compress/zip them. Since this requirement may make files more difficult to create and/or open, consider removing the requirement to provide compressed/zipped files.3rd page of Section L, 1st paragraph, also permits separate uploads.
77Attachment 16 Section L and M FINAL 31 July 2020.pdfSection Lpages 3 and 4On the 4th page of Section L, it appears that offerors are to provide their proposals “in read-only, 100% searchable PDF file format.” However, on the 3rd page of Section L, it appears that offerors are to provide all files in their native format (i.e., doc, xls, ppt, etc.). Please consider clarifying that all electronic proposal files should be provided as read-only, searchable, PDF files except for the spreadsheet/worksheet files that need to be provided in their native Excel format (Attachments 7, 8, 9, 10, etc.).See Set 2, Question #07.
78Attachment 16 Section L and M FINAL 31 July 2020.pdfSection Lpage 18On the 18th page of Section L, the 2nd paragraph in the instructions for Volume 4 includes a sentence that says: “See paragraph 10.0 of Section L – Instruction, Conditions and Notices to Offerors.” Where is this paragraph?See Set 2, Question #22
79Attachment 16 Section L and M FINAL 31 July 2020.pdfSection Lpage 6On the 6th page of Section L, the instructions for contract descriptions say to include CPARS interim or final ratings. Most CPARS evaluations are 3-4 pages in length and this volume is limited to 25 pages. Since the PCO is able to access contractor evaluations in CPARS electronically, is it acceptable to simply summarize the CPARS ratings in a few words (e.g., rated very good in quality, schedule, cost control; rated satisfactory in regulatory compliance; and rated exceptional in management)?CPARS will not be counted towards the page limitataion.
80Attachment 16 Section L and M FINAL 31 July 2020.pdfSection Lpage 5On the 5th page of Section L, the 2nd paragraph in the instructions for Factor 1 describes at least four (4) different types of contract types that should be submitted (i.e., at least one contract with >$20M of executed work in a single year, at least one that describes experience in HVAC systems for a minimum of 4,000,000 SF, etc.). Please confirm that it is acceptable to satisfy more than one (1) requirement with each example contract. For example, if an offeror has three (3) recent contracts that cover all five (5) types, that this would be acceptable and that it is not necessary to provide five (5) separate example contracts, one (1) for each type.See Set 1, Questions 1d & 1e.
81Attachment 16 Section L and M FINAL 31 July 2020.pdfSection Lpage 5On the 5th page of Section L, the 2nd paragraph of instructions for Factor 1 says that one of the types of contracts to be submitted is “(1) at least one contract that is greater than $20,000,000 of executed work in a single year.” This requirement is exceedingly difficult to meet, especially for 8(a) companies. Please consider revising this part of the sentence to require “(1) at least one contract that is greater than $15,000,000 of executed work in a single year.”This factor will not be changed. The Government considered the specialized experience necessary for successful performance of the ISS effort. Any changes made to the evaluation factors will be made in a formal RFP Ammendment.
82Attachment 16 Section L and M FINAL 31 July 2020.pdfSection Lpage 5On the 5th page of Section L, the 2nd paragraph of instructions for Factor 1 says that one of the types of contracts to be submitted is “(3) at least one contract with a detailed description of the Offeror’s experience in managing a service contract with simultaneous, time sensitive responses to service calls of a minimum magnitude of 18,000 calls per year or preventative maintenance services for 16,000 pieces of equipment.” It will be extremely hard for offerors to provide example contracts that satisfy the minimum threshold of 18,000 (unscheduled) service calls per year or preventative maintenance services for 16,000 pieces of equipment. If a contract had more than 18,000 service calls and planned (preventative maintenance) orders combined, that would be more realistic. Please consider revising this part of the sentence to require “(3) at least one contract with a detailed description of the Offeror’s experience in managing a service contract with simultaneous, time sensitive responses to service calls of a minimum magnitude of 12,000 calls per year or preventative maintenance services for 1,200 pieces of equipment.”See response to Question 81.
83Attachment 165 Section L and M FINAL 31 July 2020.pdfSection Lpage 5On the 5th page of Section L, the 2nd paragraph of instructions for Factor 1 says that one of the types of contracts to be submitted is “(4) at least one contract that involves a central utility plant complex of at least 4 buildings in excess of 500,000 SF.” Is the requirement that the central utility plant supports 4+ buildings with a collective total of >500,000 SF?Yes
84Attachment 16 Section L and M FINAL 31 July 2020.pdfSection Lpages 12, 18, and 19On the 12th page of Section L, the 3rd paragraph says that the “offeror shall provide a completed Section B Supplies or Services and Prices/Cost/Prices.” On the 18th page of Section L, the first paragraph of instructions for Volume 4 says that offerors “are required to submit a completed SF 33 (Solicitation, Offer and Award) including acknowledgment of all Amendments, Section B, and Section K. All final monetary extensions shall be in whole dollars only (to include unit prices).” Also, the 19th page of Section L says that offerors should include Section B in Volume 4. Completed copies of Section B are required in both Volume III and Volume IV, correct?
Yes
85Attachment 16 Section L and M FINAL 31 July 2020.pdfSection LPages 12-18The instructions for Volume III require a variety of information from subcontractors (i.e., CAGE code; their DCMA POC’s name address, phone number, and email; their DCAA POC’s name, address, phone number, and email; a description of their most current compliance status and date of adequacy/inadequacy determination of their Purchasing System and Accounting System; a completed Attachment 11 Pre-award Survey of Prospective Contractor Accounting System Checklist; labor categories, labor hours, and labor rates; and ODCs). Each subcontractor would also need to submit an unsanitized proposal to the CO and their cognizant DCAA and DCMA offices no later than the proposal due date. This information does not seem relevant to fixed-price subcontractors. This information is only needed for cost-reimbursable subcontractors, correct?Subcontractor submission requirements have been revised. Please see the amended Section L Cost/Price instructions.
86Overarching PWS rev8 29July2020.pdfPWS page 3, paragraph 1.2.11

PWS page 56, paragraph 7.1.2.28 In the Overarching PWS, paragraph 1.2.11 says that “The Contractor shall utilize GFEBS for work management and the capture of required data for maintenance, repair, cost, equipment, material, and resources management as it applies to the requirement of this PWS.” And paragraph 7.1.2.28 says that “GFEBS is the work management system that the Directorate of Public Works uses for all order types and projects.
