About this file

This document provides guidance for completing housing inspections using the Enterprise Military Housing (eMH) information technology system. The eMH Family Housing Module allows housing inspectors to generate pre-populated inspection checklists for government-owned, privatized, and leased units from the system. Inspectors complete the electronic checklists on a computer or tablet using fillable form fields and digital signatures. Inspectors can then upload the completed checklists into the eMH system, where a subset of the data auto-populates inspection details. The guidance outlines how inspectors access blank and pre-populated checklists in the system, complete them electronically, and upload the files for recordkeeping and reporting purposes. It also provides support contact information for policy questions and technical assistance.

The related federal contract opportunity is a solicitation for Army Housing Inspection Services. The non-personal services contract will provide inspections of Army privatized family housing, privatized unaccompanied housing, government-controlled/owned family housing, and leased housing located in CONUS and OCONUS areas. The goal is to improve quality of life for residents through private sector resources, market incentives, and government support for owned and leased inventory managed under the Army Housing Residential Communities Initiative and Office of the Deputy Chief of Staff G-9 programs. The solicitation is issued by the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston.

The Enterprise Military Housing (eMH) information technology (IT) system is an integrated joint-service (Air Force, Army, Navy and USMC) enterprise system that supports management of installation, region, and headquarters unaccompanied and family housing business processes throughout the world.

Family Housing Module (FHM) Recent FHM updates included the option to upload electronically completed “Gov Owned, Privatized and Leased Inspection Checklists.” The checklist DOES NOT apply to Community Referral housing. This OutReach emphasizes the process to complete the inspection form allowing data to be imported into FHM.

Government (Gov) Owned, Privatized and Leased Inspection Checklist

The “Gov Owned, Privatized and Leased Inspection Checklist” is a fillable PDF form that can be downloaded from the FHM Inspection component or the Reports and Forms component. Note for data in a completed form to be imported to FHM, the form MUST be electronically completed on a computer or tablet. Information in forms printed and completed by hand cannot be loaded into FHM. The form, when completed electronically, stores the information as distinct data elements that can be imported into eMH allowing for use in reporting and metrics. A subset of data from the Inspection component checklist is extracted from the form when it is uploaded to the inspection record in FHM and prepopulates Inspection Details.

The Reports and Forms component has a blank version of the checklist that should only be used by installations if government owned, privatized or leased inventory does not exist in FHM, but will in the future. The blank version of the checklist should also ONLY be completed electronically for data to be imported to an FHM inspection record after the inventory has been added to

FHM.

Gov Owned, Privatized and Leased Pre-populated Checklist in the Inspection Component For inventory in FHM, on the “Inspection Info” page, click the Generate Form button and select the “Gov Owned, Privatized and Leased Inspection Checklist.” The form will be displayed in a new window and pre-populated with details of the unit and inspection. Click Download to save the checklist to the desktop or tablet and complete the form electronically using a computer or tablet.

Digital signatures and Fill & Sign signature images can be collected on the form outside of FHM. To capture all digital signatures, click into the signature block and follow the prompts. Once a digital signature has been added, the Fill & Sign option is not available. To capture all Fill & Sign signatures, click on the Sign icon at the top of the form. Once the form is saved with a Fill & Sign signature, the existing form fields are no longer editable.

Family Housing Module (FHM)

Note: Forms completed in ink and scanned as an image will not support data import.

Upload the checklist by navigating to the “Documents” page from the “Inspection Info” screen. Select Documents from the Deck menu at the top right corner of the inspection record and click on the Document Upload ( ) icon. Click Browse to search for the checklist, select the file, and click Upload.

The module will validate that the correct electronic checklist for that inspection has been selected.

Options to Void, Sign, and Save the document are displayed. The document Display Order and Description can be updated as needed before saving the form. Note that if a checklist is deleted from the inspection record, a new one must be generated before it can be uploaded.

Additional Signatures completed with a CAC, mouse, or manually can be added by clicking on the Sign button and following the directions on the screen. To add signatures at a later time, select the Edit ( ) icon on the “Inspection Document” screen next to the checklist (shown on previous page) and click on the Sign button.

Pre-populated Checklist in the Reports and Forms Component

A checklist that has been downloaded from an inspection record is also accessible in the “Archived Forms and Letters” tab in the Reports and Forms component. Select the checklist from the Form or Letter Name dropdown and click Search. Use the View button to view and download the form. Select the Void button to delete the form. For forms that have already been uploaded under Inspection Documents, click on the Sign/Upload button to add signatures.

Electronic Blank Checklist in the Reports and Forms Component

The blank Checklist form can be used as a template for non-referral Gov Owned, Privatized and Leased inventory not in FHM, and must be completed electronically using a computer or tablet.

To download the electronic .pdf blank checklist, click the Print Form button to open the form and save a copy to a local drive or tablet. Enter the complete address in the Unit Address field, such as street number, street address, town/city, state, postal code, apartment and/or unit number, directional information and province. The Real Property Unique Identifier (RPUID) must be entered if known. Save drafts and completed checklists using a file name that is different from the original. Completed template checklists can be uploaded to an inspection record once the inventory has been added into FHM.
