About this file

This document is a Questions and Answers (Q&A) compilation for federal contract solicitation W9124G25RA009, a grounds maintenance and landscaping contract for a cantonment facility. The incumbent contract W9124G-21-C-0002 (Base Plus 4) has a total value of $6,621,317.81. The new solicitation is structured as Base Plus 6, establishing a six-year contract term with option years. The contract requires comprehensive grounds maintenance services including grass cutting at specified frequencies (26 cuttings annually for improved grounds, 4 times yearly for semi-improved areas, and 3 times yearly for unimproved areas), edging, pruning, herbicide application to railroad rights-of-way, and emergency/special event grass cutting. The common grass type in improved high-visibility areas is centipede grass. The solicitation is set aside for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), requiring certification in SAM.gov rather than self-certification. Prevailing wage rates follow SCA wage determination 2015-4631, governed by Executive Order 14236 (which revoked Executive Order 14026).

Key staffing requirements specify that a Project Manager must be separate from Quality Control personnel, though a Quality Control Manager and Quality Control Inspector may be combined into one position if all requirements are met. The contractor must provide all equipment, facilities, and personnel; the government will not provide laydown areas, parking, or fuel access. Equipment restrictions apply to the New Ammo Storage Points (ASP Area), where sloped sides and tops of ammunition storage bunkers must be "hand cut" only. The contractor must obtain key access to the borrow site for waste disposal and must sign in at the ASP area but requires no special permits or escorts. The government will not allow equipment staging on government-owned or leased property. Cover pages, letters, resumes, and compliance matrices count toward page limits. Technical exhibits TE-8.2, TE-8.3, and TE-8.4 govern mowing standards; TE-8.5 governs semi-improved areas; and TE-8.6 governs unimproved areas. The Herbicide Project Manager and Applicator may be the same person and may also serve as the Project Manager, contingent on meeting all certification and responsibility requirements.

Attachment 2 Bid Schedule NA

The Bid Schedule quantities, specifically CLINs 0002-0009, state “1 Job”: however , CLINS 0010-0013 state “100 Jobs”?

As an example, should CLIN 0002- Improved Grounds A be 26 jobs to match the Historical Frequencies on Technical Exhibit 8.2 or are the 26 Jobs included in the 1 Job on the Bid Schedule? To further illustrate this questions, CLIN 0007- Pruning Shrubs states “1 Job”: however the PWS states this services should be performed twice in May and September.

The contract writing system utilized for this prefers the unit “job” if the measure is 1 then the frequency described by the PWS, be is twice yearly or 26 cuts are included in the 1. For the 100 Jobs, in the description you should see “acre”.

This unit of measure for CLIN 0010-0013 was acre but for the system it is labeled as job.

Past Performance Information

Please reconsider allowing teaming partners to submit more than one past performance example from a single major subcontractor who will perform a substantial portion of the work (as explained in the proposal). Since the FAR and SBA rules permit a subcontractor to perform up to 49% of the work, meaningful consideration of multiple examples from that major subcontractor is fair and reasonable to fully demonstrate their capabilities and past performance.

See 0MB Memorandum, July 10, 2014 "Making Better Use of Contractor Performance Information" (recommending

Three past performance examples will be allowed from a subcontractor, only if they are to be a partner for the bidding contractor.

agencies request "information about subcontractors and contractor team arrangements. Request that prime contractors provide past performance information on subcontractors and contractor team arrangements." "This will give the source selection official a complete view and better understanding of the prime contractor, subcontractors and contractor team arrangement's performance capabilities.");

OFPP BEST PRACTICES for COLLECTING AND USING CURRENT AND PAST PERFORMANCE INFORMATION (Recommending CP ARS list major subcontractors: "Listing these firms allows them to cite the contract for past performance purposes in proposals for future work either as prime contractors or as subcontractors or other partners. Source selection teams may review the assessment to determine the ratings given for the work for which these firms were responsible."

Allowing more than one example from the major subcontractor ensures the Government receives a complete picture of the teaming partners' capabilities and past performance track record. This is also in line with FAR and SBA regulations.
