About this file

This Technical Exhibit 8.1 is a Performance Requirements Summary (PRS) Table for a Cantonment Grounds Contract at DPW Fort Rucker, AL, dated August 2025. The document outlines performance standards, acceptable quality levels (AQL), surveillance methods, and task value percentages for five primary contract requirements: 1) Mowing High Intensity Areas, 2) Mowing Semi-Improved Grounds, 3) Mowing Unimproved Grounds, 4) Pruning Crape Myrtles or Shrubs in High Visibility Areas, and 5) Herbicide Application in Semi-Improved Areas.

Each contract requirement includes specific standards such as timely completion, debris removal, mowing height maintenance, proper pruning, and herbicide effectiveness. The performance requirements are evaluated using methods like random sampling with extrapolated deductions or 100% inspection, with an Acceptable Quality Level (AQL) of 6.5 across all requirements. Task value percentages vary by requirement, with mowing tasks typically allocating 60-80% of the contract value to the primary mowing service, and other tasks receiving smaller percentages. The document emphasizes that unsatisfactory performance of certain critical work requirements can result in an unsatisfactory rating for the entire delivery order.

TECHNICAL EXHIBIT 8.1

PERFORMANCE REQUIREMENTS SUMMARY (PRS) TABLE

TE 8.1-1 August 2025DPW Fort Rucker, AL Cantonment Grounds Contract

The purpose of this attachment is to:

a. List the contract requirements and work requirements considered most critical to satisfactory contract performance (See PRS Column 2).

b. Summarize the standards of performance in the specification for each specified work requirement (See PRS Column 3).

c. Provide Acceptable Quality Level (AQL): Acceptable Quality Level (AQL) for each work requirement (See PRS Column 4). The AQL is the defect rate in a population of services which, when exceeded, indicates the Contractor's quality control is not effective. The AQL does not represent a threshold for payment deductions. Deductions are taken for all defects (with appropriate credit for rework) regardless of whether the AQL was exceeded.

d. Identify primary surveillance method (See PRS column 5)

d. Specify the percentage (weight) of contract requirement attributable to each listed work requirement (See PRS Column 6).
