IF they meet all the DOT standards per PWS 5.8.2 and are road worthy and the tanks on the truck meet all requirements, this seems unnecessary and increases the cost to the Government when we all are trying to reduce costs. This just drives up price. Suggest the following be removed “All trucks used in the performance of this contract shall be not older than five model years, beginning at contract award this is a rolling window updated annually, unless approved in writing by the KO” and replaced with “All trucks used in performance of this contract will meet current DOT standards and inspected annually and report provide to the KO”. | This is to ensure that the safety of equipment is at the forefront of the Contractors minds. If equipment is well maintained and safe the administering KO will grant an extension of life for the equipment. | |

The USG is not apprised of industry’s proposal and/or their innovative ideas so it is impractical to believe that any specific length, piping diameter, or material can be provided with any level of accuracy. The USG will only provide one fuel array as GFP (Goldberg Stagefield). All other fuel arrays will be proposed in the offerors proposal and subsequently evaluated against the requirements set forth in the PWS. 5.7.17 Metering of Refuel/Defuel transactions: The Contractor shall ensure that all fuel sales and credits (issues and defuels) are metered with temperature compensated meters (contractor furnished) and recorded. The Contractor shall provide meters for fuel stands. (CDRL 15) |
5.10.14 Fuel Arrays: All hot refuel arrays at Stage-fields shall be provided by, assembled and maintained by the Contractor unless provided as GFP. Pipe stands shall be standardized and of primarily metal construction. Double wall piping is required except where pipe trenching is provided.
56 PWS 5.12.1 Can the Government define as to what software would be accepted for use and what capabilities that the Government excepts from the software? Will this software be used on the Government intranet system? If not, is the Contractor required to provide their own internet service and at how many locations? No, the Government will not define a specific fuel management system/software. Industry will propose a fuel management system/software that accounts for all fuels receipted to and in the possession of the Contractor.
