Priority and emphasis shall be given to those aircraft, including spares, declared flyable, and available for use by USAACE utilizing ARTS for each issue time, sortie, or flight period. Any aircraft failing to meet the requirements of this paragraph will be refueled within 30 minutes of notification. No aircraft requiring fuel shall be left at less than full capacity following the last mission of the training day for other than predetermined safety reasons.

825.10.11 Aircraft TypeWill the Government share the projected number of each aircraft type (phase-in and phase-out) to be serviced over the next 7 years, so we can more accurately estimate the proper number of refueling FTEs, vehicles, and related equipment?The aircraft flucuate, the projected numbers for FY20-21 are as follows based off current studentload requirements; AH-64-115; UH-60-135; CH-47-42; UH-72-229; TH-67 divesting to zero. This is a projection based on current requirements for student load and is subject to change.
835.8.2 VehicleIf all contractor vehicles meet all applicable DOT requirements, with service records and certifications maintained and available for Government inspection, why are fuel trucks limited to a five-year operational life? Eliminating the five-year operational life would significantly reduce the overall cost of equipment to the program.Please see response to question 51 in set one.
845.8.1 Basic Refuel Truck requirementsDue to the expected order and modification time of fuel trucks, will the customer allow a phased-in replacement schedule as trucks become available?No, all fuel dispensing equipment must be in place and ready for operation at the end of the 120 day phase-in.
855.7.19 Forward Area Refueling Point (FARP)Will the Government provide the workload data, or projected workload for this requirement to enable this to be bid as FFP?No prior or projected workload data available because this has not been used in the past and is only a contingency for the future; 5.7.19 Forward Area Refueling Point (FARP): The Contractor shall have the capability to establish up to two separate four point fuel only FARPs in the LFA. The Contractor may also be directed to provide refuel/defuel services at Molinelli Range in the event that the DLA Capitalized site is not operational for a period of time that will have an impact on training. This will be at the direction of the KO or COR.

134Previous AwardOn 30 March 2018, the Government announced to offerors that an initial award of this contract was made to a company called B-3 Enterprises, LLC (B3). It appeared B-3 remained under contract for the same scope for a period of time until the Government announced to offerors (26 June 2018) that it was taking corrective action in response to a bid protest. Our questions are: Did the Government pay for the completion, partial completion, or work on any tanks, trucks or other equipment under the B-3 contract? If so, please describe the trucks, tanks or other equipment, portions thereof, or work completed or paid for under or related to the B-3 contract. Will those tanks, trucks and/or other equipment, portions thereof, or work completed or paid for be available, including as government-furnished equipment, to the awardee under this contract?Yes, the Army paid the contractor' allowable terminatation contract cost in accordance with FAR 12.402. No equipment was purchased from B3 for the performance of this contract, because it was determined it was not in the Army's best interest. In addition, it is DOD's general policy not to furnish government equipment to contractors.
135PWS 1.5.8Please confirm the Contractor provides staffing for DLA Capitalized Bulk Refuel Points. Also, please include the frequency of commercial tank truck deliveries of jet fuel to these bulk fuel storage areas.No the contractor specifically does not man, operate or do maintenance on the DLA Capitalized Bulk Refuel Points, this makes the second question irrelevant.
136Ref. Para. 2.1Is there any historical data on the fees for air permit applications?Typically with regards to emergency electrical generators with diesel engines, ADEM issues a letter of non-applicability. This means that no permit is required; however, applicable state and federal air pollution regulations must still be followed. In the unlikely event a permit is required, the permitting fee is approximately $4,835.00. If multiple generators of the same type, size and for the same usage are required, they typically require only one permit. If additional permits are required, the fee is the same for each.

138PWS 5.7.9Is the Contractor responsible for contracting disposal with an off-site vendor or does the Contractor schedule disposal through Government agencies? Who pays for the collection and disposition of contaminated fuel products?No, the Contractor will monitor the amount of contaminated fuel in the Hanchey AAF off-spec fuel tank and will notify the LRC POL Section when the tank needs pumping (usually above 45 inches is sufficient). The LRC POL contact will notify the DPW Environmental Branch to schedule pumping by an off-site vendor. The cost of the pumping service (recycling of off-spec fuel) is provided by the Government. The Contractor does NOT pay for the disposition of the contaminated off-spec fuel.

The Contractor shall provide meters for fuel stands. (CDRL 15)
141PWS 5.7.19Does the Government provide any equipment for the four FARP fuel points? Our understanding was that the Contractor supported an existing FARP array with a truck. Please clarify.No, the contractor will supply the capability to provide fuel only FARPs if needed IAW current standards. This is a contingency based need and not currently utilized. There is a FARP array at Mollinelli Range that is not under the PWS for this contract and when it is down for maintenance this contract refuels aircraft at the location with dispensing equipment but, it does not tie into the existing fuel array.
142PWS 5.8.10Please clarify the reference for marking fuel vehicles. The paragraph references Mil Std 161, however this directive applies to storage systems versus vehicles.Vehicles, 49 CFR - Transportation

An appropriately sized spill kit must be available on the truck that is towing this trailer, or on the trailer itself. All parking areas should also have an appropriately sized spill kit available. Please note that a double walled tank is preferred, but not required since it is a mobile unit.

Waste cannot be transported across state roads without proper certifications.
