PERFORMANCE WORK STATEMENT
C1. This is a non-personal services contract to provide Rotary Wing Flight Training, Flight Training Support, and Flight Training Service Support for both aircrew and non-aircrew personnel, at Fort Rucker Alabama. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
C1.1 Description of Services/Introduction: The contractor shall provide all personnel, clothing, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform on-going, continuous services for Rotary Wing Flight Training, Flight Training Support, and Flight Training Service Support as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in (Attachment 1), Performance Requirements Summary (PRS). In the event of disparity between this section and the Air Force Performance Work Statement the requirement will take precedence for Air Force requirement only.
C1.2 Background: Two Core Functions of the U.S. Army Aviation Center of Excellence (USAACE), at Ft. Rucker, Alabama are to provide initial entry rotary wing flight training to newly appointed Commissioned Officers and Warrant Officers and functional training for qualified aviators. Based on past Government studies for determining the most efficient and cost effective means to provide highly technical and specialized training, Fort Rucker has contracted various aspects of the undergraduate initial entry rotary wing and graduate rotary wing flight training services since 1959.
C1.3 Objectives:
C1.3.1 Aircrew Training: The Contractor Flight Training Instructor Pilot personnel shall conduct flight training and flight training device instruction IAW approved syllabi, Flight Training Guides, and Performance Requirements Summary (Attachment 1) and shall brief, instruct, and debrief each flight/training device mission. The Contractor Academic Instructor personnel shall conduct classroom academic lectures IAW approved syllabi, Lesson Plans, and Performance Requirements Summary (Attachment 1) and provide academic testing and evaluation. The Contractor shall evaluate and record student performance into Government approved Student Record Forms, the Resident Individual Training Management System (RITMS) (or equivalent), and the Centralized Aviation Flight Records System (CAFRS) (or equivalent) IAW applicable student management regulations and policies. Contractor shall use the USAACE designated resource management system, i.e. Aviation Resource Training System (ARTS), for resource scheduling to include (but not limited to); aircraft, stage-fields, refuel, instructor pilots, and students. In addition to resource scheduling the Contractor shall use the system for student grade input for all stages of training.
C1.3.2 Training Support: The Contractor shall conduct analysis of academic/flight/training device performance;
schedule academic lectures, training devices, and flight missions; manage copy services of courseware publications;
manage currency of publications in academic classrooms, training device/flying briefing rooms, and flight planning area; manage accountability, maintenance, and security of Government Equipment (GE) and janitorial services for the Contractor occupied Government Facilities (GF). (CDRL 003, 004, 005)
C1.3.2.1 (See Air Force Performance Work Statement (PWS))
C1.4 Period of Performance:
The period of performance shall be for a three (3) month Phase-In period, 12-month Base Period and eight (8) 12-month option periods. The Period of Performance reads as follows:

C1.5 Personnel Staffing: Table 1.1 provides a listing of what the Government considers to be the minimum number of personnel required to perform work under this contract. However, the positions and numbers shown are not intended to either limit or prescribe the Contractor’s organizational structure. Accordingly, the Contractor shall determine its organizational structure and quantity of management and personnel to ensure compliance with the specifications of this contract and the documents listed in Section C-6. A Lean Business Approach and flat organization, as opposed to a military hierarchy, are key staffing factors.
C1.5.1 Key Personnel
C1.5.1.1 The personnel marked below as “Key Personnel” are considered essential to the work being performed under this contract. Before removing, replacing, or diverting any of the listed or specified personnel, the Contractor must: (1) Notify the Contracting Officer Representative (COR) reasonably in advance; (2) submit justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on this contract; and (3) obtain the Contracting Officer's written approval. Notwithstanding the foregoing, if the Contractor deems immediate removal or suspension of any member of its management team is necessary to fulfill its obligation to maintain satisfactory standards of employee competency, conduct, and integrity, the Contractor may remove or suspend such person at once, although the Contractor shall notify Contracting Officer prior to or concurrently with such action.
C1.5.1.2 The list of key Personnel may, with the consent of the contracting parties, be amended from time to time during the course of the contract to add or delete personnel.

C1.5.2 Flight Instructors
C1.5.2.1 The daily required number of instructors shall be based on the projected in-resident number of students by stage/course as indicated by the workload data sheet (Attachment 2). In-resident number of students includes: previous fiscal year classes, which started in the previous fiscal year but end in the current fiscal year; and current fiscal year classes, which start and end in the current fiscal year, or start in the current fiscal year, but end in the next fiscal year.
C1.5.2.2 The Contractor shall provide personnel to train the student load using two to one (2:1) student to flight instructor ratio.
C1.5.2.3 The Contractor shall manage its workforce for an appropriate percentage of personnel to fill-in for non-available instructors.
C1.5.2.4 Setback Students: For all Army Courses, the contractor, at no additional cost to the Government, will train additional setback students up to the percentage listed below of students in residence by stage or course. This additional set back load are students that require training or retraining and have been reinstated above the original class input workload in Attachment 2 and that can be supported by training aircraft, simulators or academic classrooms appropriate to their hour level of training. However, the Government reserves the right to input setback students at any point in training.

C1.5.3 Academic Training Instructors
C1.5.3.1 The contractor shall provide instructors to train the student load using the number of academic courses in which an Academic Instructor may reasonably maintain annual certification requirements.
C1.5.3.2 The Contractor shall manage its workforce for an appropriate percentage of personnel to fill-in for non-available instructors.

C1.6 Personnel General Requirements:
C1.6.1 The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general wellbeing, or potential mission of the installation or its population. (CDRL 015)
C1.6.2 The Contractor shall not hire or employ for performance under this contract any person whose employment would result in a conflict with the Government Standards of Conduct as defined in DOD 5500.7-R, Joint Ethics Regulation (JER).
C1.6.3 All contractor employees shall be fundamentally computer literate to include (but not limited to) using a personal computer, performing word processing, performing database input, access electronic publications, access the world wide web, utilize simulation training devices to include briefing and debriefing software, and fill out electronic forms, grade sheets.
C1.6.4 All FAA commercial pilot and flight instructor certificates, instrument, rotorcraft rating or military ratings referenced shall be current or have expired in good standing; expired in good standing means not suspended or revoked as defined in Federal Aviation Regulation Part 61. However, employees of the incumbent Contractor, hired into the same job/position by a new Contractor, are considered by the Government to have previously met the certification and qualification requirements for hire in that position, and to be fully qualified to hold that position.
Employees of a new Contractor qualifying under this provision may be promoted or otherwise moved to another position on this contract, but shall meet the specific certification and qualification requirements of the new contract position before performing duty in the new position. Waivers to certifications, ratings, qualifications, education, or experience requirements may be requested if an individual is otherwise eminently qualified. Approved waivers shall incur a 90 day probation period. If an employee uses current FAA (as defined IAW Federal Aviation Regulations Part 61) or ICAO certificates to meet the certification and qualification requirements to work on this contract, those FAA or ICAO certificates, after hiring (with the exception of the FAA Class 2 Medical Certificate) need not be kept current in order to continue working on this contract. However, employees whose FAA or ICAO certificates are suspended or revoked (as defined IAW Federal Aviation Regulations Part 61 and ICAO regulations) after hiring shall be terminated immediately. Employees of the Contractor submitting foreign pilot certificates to obtain employment shall include a document providing an English language translation, signed by an official of the foreign aviation authority that issued the certificate. The Contractor shall forward to the Government resumes, certifications, and qualifications for each employee. IAWAR 95-20, the Contractor shall submit applicable resumes, certifications, and qualifications, as shown in Exhibit A, to the Government Flight Representative (GFR).
C1.6.5 New Hires: The Contractor shall forward the resumes of personnel selected to perform flight duties for review by the USAACE Government Flight Representative (GFR) IAW the provisions of this contract and AR 95-20, minimum seven (7) work days prior to the individual starting any Government funded training. The GFR will reply to the Contractor within 5 working days.
C1.6.6 Position Changes: The Contractor shall manage and provide the documentation required in paragraph C1.6 and C1.7 to the COR a minimum seven (7) work days prior to position change of the candidate. Verification will be completed within five (5) working days by the COR.
C1.6.7 Aviation Training Related Management
C1.6.7.1 Shall have a Bachelor degree from an accredited institution in Education, Aviation or Business applicable to the position held.
C1.6.7.2 Shall have possessed an FAA commercial pilot certificate and flight instructor certificate with instrument and rotorcraft ratings on both certificates, or be a graduate of any DOD Instructor Pilot Course.
C1.6.7.3 Shall have five year’s experience in rotary wing flight training appropriate for the position to be filled.
C1.6.7.4 Shall have a minimum of 1500 hours experience in aircraft with 500 hours experience as a flight instructor, with at least 250 hours of flight instructor time in the rotor class category and in a helicopter class aircraft.
C1.6.7.5 Shall have a background in aviation flight training or flight academics for the position held.
C1.6.7.6 Potential candidates for management positions who do not meet all required qualifications but are otherwise qualified may request a waiver within five (5) working days through the Contracting Officer.

C1.7 Certification and Qualification:
C1.7.1 Program/Project Management: The Contractor shall provide a manager(s) who shall be located at Fort Rucker, Alabama, and shall have full authority to act on behalf of and obligate the Contractor on all contract matters. The Manager(s) shall be available from 7:30 AM to 4:30 PM CT, Monday through Friday, to meet on the installation with Government personnel designated by the Contracting Officer to discuss program issues.
C1.7.1.1 Reserved.
C1.7.1.2 Shall have experience in and demonstrated ability to manage a flight training program, which includes initial entry through graduate flight training courses, with the associated academic courses of flight training, and have a Bachelor degree from an accredited institution in Education, Aviation, or Business applicable to the position held.

C1.7.2 Director of Training: Shall have experience in the supervision of a flight training program which included primary through graduate flight training courses, with the associated course of academic flight instruction.

C1.7.4 Director of Academic Training: Shall have a FAA Ground Instructor certificate with Advanced and Instrument rating.

C1.7.5.1 A current FAA Second Class Airman Certificate IAW CFR Part 67, Subpart C shall be required for all individuals selected for flight positions, prior to beginning MOI/PIT flight training, and through the duration of employment.
C1.7.5.1.1 The Contractor shall complete reports required to the FAA and U.S. Army Aeromedical Activity for contractor aircrews maintaining FAA certificates IAW AR 40-501 and CFR Part 67, Subpart C. In the case of Statements of Demonstrated Ability (SODA) or FAA waiver (Special Issuance), the military flight surgeon reserves the authority to make the final determination of whether a contractor employee will be approved for flight status.
C1.7.5.2 Flight Training Instructor Personnel shall not exceed 250 lbs when weighed in the flight duty uniform.
C1.7.5.3 Shall possess an International Civil Aviation Authority (ICAO) equivalent of FAA commercial pilot certificate and an ICAO equivalent or FAA flight instructor certificate with rotorcraft category, helicopter class and instrument helicopter ratings on both certificates, or be a graduate of any DoD rotary wing instructor pilot course for rotary wing aircraft.

C1.7.5.9 Shall certify having a combination of 100 hours of hooded instrument, flight simulator instrument, or weather pilot time and have instructed student in instrument flight training.
C1.7.5.10 Instructor Time – 500 hours.
C1.7.5.11 Night Flying – 75 hours.
C1.7.6 Basic Warfighter Skills Instructors.
C1.7.6.1 Shall certify being Night Vision Goggle (NVG) qualified and having 200 hours of NVG time
C1.7.7 Flight Training Standardization Personnel
C1.7.7.1 Shall have 250 hours in aircraft type/design.
C1.7.7.2 Shall have 50 hours Pilot-in-Command in aircraft type/design.
C1.7.7.3 Shall have 50 hours in aircraft type/design within last six (6) months.
C1.7.7.4 Shall have experience in conducting a comprehensive flight training quality control program.
C1.7.8 Flight Training Simulator Instructor Personnel for Simulator Only Courses
C1.7.8.1 Shall have been issued a FAA Class II Flight Physical or U. S. Army Class II Flying Duty Medical Examination (FDME) within the previous five (5) years.
C1.7.9 Flight Training Academic Instructor Personnel C1.7.9.1 Shall have an International Civil Aviation Organization (ICAO) equivalent or FAA Ground Instructor certificate with Advanced and Instrument ratings.
C1.7.9.2 Shall have three years of aviation experience.

C1.8 Personnel Policy, Programs and Procedures
C1.8.1 Personal Appearance: The Contractor shall have a personal appearance code commensurate with large U.S.
commercial airline passenger carriers.
C1.8.2 Dress Code: The Contractor shall have a dress code for personnel while working on this contract. The Contractor's dress code shall consider the regional and military environment where the work shall be performed and include as a minimum:
C1.8.2.1 Conventionally accepted business office attire for managers, supervisors, and employees working in administrative, academic, training device, or flight line offices. (Note: If the Contractor requires employees to wear a distinctive company uniforms or items, the cost for this requirement shall be at no additional expense to the Government.)
C1.8.2.2 Flight duty uniform shall be required for all flight personnel who are participating in flight instruction involving either ground operations of aircraft or actual aerial flight. This flight duty uniform includes Government equipment as provided in Attachment 9b. The contractor’s Flight Personnel shall wear government provided flight duty uniform IAW USAACE Pamphlet (Pam) 600-2.
C1.8. 2.3 All employees shall display an appropriate Contractor employee identification badge. The flight suit name plate meets this requirement.
C1.8.3 Conduct of Employees
C1.8.3.1 The Contractor shall ensure that all personnel adhere to the provisions of USAACE Regulation 600-1, paragraph 15. (CDRL 019)
C1.8.3.2 Reserved.
C1.8.3.3 The Contractor shall comply with all base and local procedures for installation access. Removal from post of a Contractor employee IAW the above shall not relieve the Contractor from the requirement to meet all of the terms and conditions of the contract.
C1.8.4 The Contractor shall establish and maintain a random drug testing program consistent with 14 CFR Part 121, Appendix I - Drug Testing Program.
C1.8.5 National Agency Check: Contractor personnel shall successfully complete, as a minimum, a National Agency Check (NAC) as required to receive a Common Access Card (CAC) and gain government network access. The Contractor is responsible for presenting personnel that can pass and maintain a NAC which shall be a condition of employment under this contract.
C1.8.5.1 Common Access Card (CAC) Requirement: Employee CAC badges shall be issued prior to any employee performing work under this contract. FAR 52.204-9 implements Homeland Security Presidential Directive -12 (HSPD-12) and Federal Information Processing Standards Publication 201-2 (FIPS PUB 201-2), which mandates that all federal employees and Contractor personnel with routine physical access to a Federally-controlled facility be issued a common identification with specific security, registration and identity proofing objectives. Specifically, Fort Rucker meets this requirement by using the Common Access Card (CAC) for all such federal employees and Contractors.
C1.8.5.2 Common Access Card (CAC) Badges: Each Contractor employee will be required to obtain a CAC issued by the Government. Each Contractor employees' name, social security number, date of birth and email address will be entered into a database (by the COR) called the Contractor Verification System (CVS). CVS is an automated system to allow Contractors' personal information to be verified when applying for a new or renewal Government identification card referred to as the CAC. Once the Contractor employee's information is registered, the COR will electronically forward the form to the individual Contractor. Each Contractor employee is required to electronically fill out the CAC request form. Once the form is properly filled out, the COR will verify that they are authorized and required to have a CAC. The Contractor employee will be directed to go to the designated in-processing facility and obtain the CAC. Should an employee leave prior to the contract expiration, the Contractor is responsible for ensuring the employee turns-in their CAC at that time. All prescribed identification shall immediately be delivered to the COR for cancellation upon the release of any employee. Failure, inability, or delay in obtaining the CAC does not relieve the Contractor from performing under the terms of the contract.
C1.8.6 Contractor-provided ID badge: The Contractor shall be responsible for furnishing to each employee, and for requiring each employee to display or possess, appropriate identification. The Contractor shall provide each employee an identification (ID) badge on contract start date or on employment start date. The ID badge shall be made of nonmetallic material to prevent electrical shock. The ID badge shall be easily readable and include the employee's name, contractor's name, functional area of assignment, security clearance if applicable, and color photograph. The Contractor shall furnish an identification badge to each employee performing work as part of this contract. Identification badges shall be worn by contractor personnel at all times. The identification badges include as a minimum the following information:
a. Employee’s Name
b. Employee’s Picture
c. Contractor’s Name
d. Contractor’s Telephone Number
e. Owner’s or Superintendent’s Signature
C1.8.6.1 The COR shall approve the ID badge template prior to contract start date.
C1.8.6.2 The ID badge shall be made of nonmetallic material.
C1.8.6.3 The badge shall be easily readable and include employee name, company name, functional areas of assignment, security clearance, if applicable, and color photograph.
C1.8.6.4 Contractor personnel shall wear the ID badge at all times when performing work under the contract to include attending Government meetings and conferences, unless otherwise specified in the contract.
C1.8.6.5 Each Contractor employee shall wear the ID badge in a conspicuous place on the front of the exterior clothing and above the waist, except when safety or health reasons prohibit such placement.
C1.8.7 Retrieving Identification Media: The Contractor shall establish a procedure for the retrieval of all identification media, including security identification cards, common access cards, and vehicle decals from employees who depart for any reason before the contract expires or upon termination of employment.
C1.8.8 Weekend/Holiday Training Overtime - All courses may require weekend training. Weekend flying may be required to makeup flight training that is lost due to aircraft availability, inclement weather, or factors beyond the Contractor’s control. Weekend academic training may be required to makeup academic training that is lost due to inclement weather or factors beyond the Contractor’s control. Weekend flying and academic training shall be requested by the Contractor through the COR, and must be approved by the Contracting Officer before overtime work is actually performed. For weekend flying and academic training the Contractor shall notify the COR and the Battalion S-3 (23 FTS/CC for Air Force) no later than the Wednesday prior to the weekend that flying and academics is anticipated. The Contractor shall provide proof of the actual incurred costs to the Contracting Officer.
C1.8.8.1 Additional Training Time. All courses may require additional training time, during the normal work week, to accommodate delayed training caused by extended adverse weather conditions or lack of aircraft support and short term student increase fluctuations directed by the Government.
C1.9 Operational Policy, Programs and Procedures
C1.9.1 Safety Program: The Contractor shall establish and maintain a comprehensive ground and flight safety program for the prevention of accidents involving personnel, equipment or property IAW AR 95-20, AR 385-series, DA Pam 385-40, and 29 CFR OSHA 1910. The Contractor shall establish procedures to comply with the aforementioned regulatory requirements and any other legal requirements. Additionally, the Contractor shall also establish a notification process for any flight or ground accident/incident, which details the method, timelines, and personnel besides the COR and GFR to be incorporated onto the notification roster. The Government will approve the Contractor’s Safety Program procedures as well as, any revisions, prior to the Contractor’s implementation.

C1.9.1.1 Safety Investigations: The Contractor shall cooperate fully in any safety investigation as the Government directs. Often following a mishap, safety investigators will examine the training received by the aircrew involved in the mishap. A Post-mishap Flight Evaluation shall be administered by the Government to determine the Contractor’s Flight Training Instructor Pilot’s ability to perform required duties following an aircraft mishap. Flight Training Instructor Pilots involved in a Class A, B and C mishaps shall be suspended from flight duties until successful completion of the following:
C1.9.1.1.1 Post-mishap Flight Evaluation.
C1.9.1.1.2 Obtain certification of medical fitness by a military flight surgeon. In the event a military flight surgeon is not available, Army Aeromedical personnel may approve the examination to be performed by a Department of the Army Civilian or Department of the Army Contract Civilian physician.
C1.9.1.1.3 Toxicological/biochemical testing IAW AR 385-10.
C1.9.2 Contractor Flight Operations Procedures: The Contractor shall establish detailed procedures IAW the directives of AR 95-20 for flight operations. (CDRL 006, 007, 008, 009, 017)
C1.9.3 Physical Security: The Contractor shall establish a Physical Security Policy that complies with Army and USAACE Physical Security regulations, and the Brigade Physical Security SOP. This policy shall cover all Government property including controlled forms provided for Contractor use. Additionally this policy shall insure areas controlled by the Contractor are in compliance with post Operations Plans/Instructions for Force Protection Measures (FORCECOM) procedures, Random Anti-Terrorism Measures (RAMS) and local search/identification requirements. IAW Ft Rucker Reg 190-1, 190-2.
C1.9.3.1 The Contractor Physical Security Plan shall include key control procedures to ensure keys issued to the Contractor by the Government are properly safeguarded and not used by unauthorized personnel. The Contractor shall not duplicate keys issued by the Government.
C1.9.3.2 Lost keys shall be reported immediately to the COR. The Government will replace lost keys or perform re-keying of locks at the contractor’s expense.
C1.9.4 HAZMAT: The Contractor shall develop and maintain procedures for storing, usage, disposal and accountability of Hazardous Materials required in the performance of this PWS. Contractor shall comply with OSHA, EPA, and Army regulations for HAZMAT control and accountability. IAW Ft Rucker Reg 710-3.
C1.9.5 Conservation of Utilities: The Contractor shall establish a Conservation of Utilities Policy which ensures employees practice utilities conservation. The Contractor shall be responsible for operating under conditions that prevent the waste of utilities and other resources, which shall include, but not limited to; electric, water, heating, air conditioning, and reporting of damaged utilities.
C1.9.6 Information System (IS) and Information System Security: The Contractor shall established detailed procedures and policies IAW the directives of AR 25-1, AR 25-2, AR 380-53, DOD Directive 8500.1, DA Pam 25- 1-1, and IEEE 12207. The Contractor’s procedures shall also include provisions for processing requests for network access, communications installation, LAN connectivity through Government channels and clearing of IS used to process Government material when systems are either replaced, transferred, phase-out, or termination of contract.
C1.9.6.1 All contractor employees with access to a government info system shall be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the information systems and then annually thereafter.
C1.9.6.2 All contractor employees and associated sub-contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment.
C1.9.7 Contingency Plan: The Contractor shall develop and submit an unclassified contingency plan to address operational procedures to be used in the event of abnormal situations (examples, (1) a sudden buildup of military forces in preparation for war, police action, international crisis, etc; (2) a natural disaster which impacts upon either the Government's or the Contractor's ability to perform; (3) civil disturbances (i.e., riots, mass demonstrations, etc.);
(4) labor strikes which impact upon either the Government or the Contractor's ability to perform; (5) military recall to active duty of Contractor employees in preparation for war, police action, international crisis, etc., and (6) local government emergencies such as accidents, fires, etc.). In all cases the Contractor shall assume that the Government cannot provide any supplemental support to the Contractor and will continue to need the same level of support under the contract. The Contractor shall explain in the plan how personnel positions will be filled for positions vacated due to the abnormal situations.
C1.9.8 AT Level I Training. All contractor employees requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after the performance start date.
The contractor shall submit consolidated training results to the COR within 14 calendar days after completion of training. AT Level I awareness training is available at the following website: https://atlevel1.dtic.mil/at. (CDRL A024)
C1.9.9 Access and General Protection/Security Policy and Procedures: Contractor shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
C1.9.10 iWATCH Training. The contractor shall brief all employees on the local iWATCH program (training standards provided by the requiring activity Anti-Terrorism Officer (ATO)). This local developed training shall be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR within 10 days of training completion.

C1.9.11 Weight Monitoring/Control Program: Weight Monitoring/Control Program. The contractor shall develop and submit for approval a weight monitoring/control program which ensures employees assigned as flight training instructors do not exceed the weight limit as stipulated in 1.7.5.3. This program’s provisions will ensure: (1) at a minimum all flight training instructors shall be weighed every 6 months or when identified by the Government for special evaluation, (2) Flight training instructor personnel who exceed the weight limit shall no longer be requested for flight approval or assigned students until such time as they meet the requirement.
C1.9.12 Digital Publications and Forms. The Contractor shall support USAACE and the 110th Aviation Brigade transition to the ALM2015 model by transitioning from paper products to delivering digital products and evolving processes IAW AR 25-2, TRADOC Reg 350-70, and TRADOC Pam 525-8-2, TRADOC Pam 525-8-3.
C1.9.12.1 The Contractor shall evaluate, modify, author, host, produce or hyperlink to the author, i.e. APD, all required publications, guides, supplemental information, etc. for the conduct of the contract maximizing digital products in lieu of paper products whenever practical. All information that is available, authored and produced in a digital format shall be available to students and employees through the network information systems that are employed by USAACE and the 110th Aviation Brigade. The current static data repository for student and employee CAC enabled access is Army Knowledge Online (AKO). Every attempt should be made to provide digital data that is usable across the Army’s current software operating systems, Window 7 and Windows 8, and IOs (Apple operating system), and Android to promote the use of digital content on the individuals personal smart device including tablets and smart phones.
C1.9.12.2 Contractor shall manage digital content within the network information systems that are employed by USAACE and the 110th Aviation Brigade. Tasks include posting of data, version control of data and AKO web page maintenance and modification to meet the criterion set forth by the 110th Aviation Brigade. Government will provide guidance and training that is not available through the information system self help portals.
C1.10 Quality Control
C1.10.1 The Contractor is responsible for the quality of services performed. nonperformance or unsatisfactory performance is indicative of the Contractor not maintaining an acceptable quality control plan as required by the https://atlevel1.dtic.mil/at contract. The criterion for measuring the Contractor’s performance is found in (Attachment 1) the Performance Requirement Summary (PRS) and FAR 52.246-4.
C1.10.2 Director of Quality: The Director of Quality shall be a member of management who shall have responsibility and authority that includes: ensuring that processes needed for the Quality Management System are established, implemented, and maintained; reporting on the performance of the Quality Management System; and any need for improvement, and ensuring promotion of awareness of customer requirements throughout the Contractor’s organization.
C1.10.3 Quality Management System (QMS): The Contractor shall establish, document, implement, and maintain a certified ANSI/ISO/ASQ Q9001-2008 Quality Management System (QMS), Quality Manual, and Quality Plan that demonstrates the Contractor’s ability to consistently provide services that meet the Government’s and applicable regulatory requirements and enhances customer satisfaction through the effective application of the system, including processes for continual improvement of the system and the assurance of conformity to the Government’s and regulatory requirements. The Contractor shall make appropriate and necessary revisions of the QMS and Quality Manual IAWANSI/ISO/ASQ Q9001-2008 throughout the performance period of the contract. The Contractor shall submit a copy of the Quality Manual and Quality Plan for Government approval and recommendations no later than 30 days after contract award. The Government, prior to implementation, shall approve revisions to either document.
The Contractor shall submit to the Government a monthly Quality Control Report indicating the results of the QMS inspections. The QMS records of inspection shall be kept and made available to the Government upon verbal request by the COR throughout the contract performance period and for the period after contract completion, until final settlement of any claims under this contract.
C1.10.4 Quality Assurance. The Government will evaluate the Contractor’s performance under this contract IAW the Quality Assurance Surveillance Plan. This plan is a Government document primarily focused on what the Government must do to assure that the contractor has performed the requirements of the contract. (CDRL 002, 024, 025)
SECTION C-2 DEFINITIONS AND ACRONYMS
C2.1 Definitions Additional Setback Load – The number of students above the current Attachment 2 in residence student load by course or stage and in training due to being setback in training.
Audit – A systematic, independent, and documented process for obtaining evidence and evaluating it objectively to determine the extent to which audit criteria is fulfilled.
Audit Criteria – The sets of policies, procedures, or requirements against which collected audit evidence is compared.
Authority – Legitimate exercise of power; right to issue directives and expend sources; related to power but narrower in scope.
Contractor Provided Equipment – contractor owned equipment such as cell phones, laptops, copiers, printers, servers, radios and any other equipment the contractor may deem necessary for their own use.
Benchmark – A point of reference by which quality performance is judged or measured by contract specification, Customer needs, competitor’s performance, best in the industry, and/or best in any industry.
Contingency Operations – Unanticipated increases or decreases of the level of service required. Continual Improvement – A recurring activity to increase the ability to fulfill requirements.
Contractor - A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
Contracting Officer - A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.
