MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT: Change #11 to the INITIAL ENTRY ROTARY WING AVR (COMMON CORE), 2C-IERW (COMM CORE) Program of Instruction, approval date 25 November

1. This POI change reflects the USAACE Deputy Commander’s approval during the 110th Aviation Brigade Quarterly Training Integration Meeting on 15 October 2013 to remove the Single Channel Ground/Airborne Radio System (SINCGARS) lesson and examination. This decision was based on the fact that task “communicate by a tactical radio” is taught in Basic Officer Leaders and Aviation Basic Officer Leader – Branch courses (BOLC-A/B). Additionally, students receive training on the AN/PRC 119F SINCGARS radio and operate it during land navigation and convoy operations training in BOLC-B. It will be determined at a later date as to what subject(s) to incorporate in place of SINCGARS. This change also corrects academic times for Basic Fire Support and Aerial Adjustment of Artillery subjects.

2. A summary of approved changes is listed below. This POI change is effective with class 14-007 starting 15 January 2014. Post this memorandum with copies of POI as a record of authority for the change. Future revisions of this POI will incorporate this change. A revised training sequence will be published as a change to the Flight Training Guide to incorporate this POI change.

a. Delete the following lessons: 011-9038, Single Channel Ground/Airborne Radio System (SINCGARS), 4.0 hours; 011-4047, SINCGARS Examination, 2.0 hours; and, 011-4048, Basic Fire Support Examination, 2.0 hours.

b. Change the time of lesson 011-9064, Aerial Adjustment of Artillery, from 9.0 hours to 11.0 hours.

c. Change the title of lesson 011-4049, 2.0 hours, from Aerial Adjustment of Artillery Examination to Basic Fire Support and Aerial Adjustment of Artillery Examination.

1. This POI change coincides with the Flight Training Guide (FTG) for this course dated 4 February 2013 and is effective with class 13-001 starting Basic Warfighter Stage on 5 March 2013 and class 13-012 starting 2 April2013. SUBJECT: Change #9 to the INITIAL ENTRY ROTARY WING AVR (COMMON CORE), 2C-IERW (COMM CORE) Program of Instruction, approval date 25 November 2008

1. This POI change is required to incorporate the Electronic Data Manager (EDM) training into the Basic Warfighter Skills (BWS) stage of training in the INITIAL ENTRY ROTARY WING

AVR (COMMON CORE) course. EDMs are being fielded for use at Shell Army Heliport

(AHP), 1-212TH AVN REGT in April 2012 for use with the OH-58A/C helicopter to train all students in the BWS stage of training in IERW (Common Core).

2. This POI change is effective immediately. EDM training will be incorporated into IERW

(Common Core) academically for class 12-005 and in flight training for class 12-008. Class 12-

005 starts BWS on 3 May 2012 and class 12-008 starts BWS on 15 June 2012. The changes listed below may be inserted as pen and ink changes to the POI. Post this memorandum with the

POI as the record of authority for the change. Future revisions of this POI will incorporate this change.

3. Change to lesson 011-3441:

a. Change the title from IERW Aviation Mission Planning System (AMPS) (CAD) to IERW

Aviation Mission Planning System (AMPS) and Electronic Data Manager (EDM) (CAD).

b. Change the lesson total time from 10.6 to 10.5 hours.

c. Delete the first sentence of the lesson remarks. The lesson plan is correctly identified with the Foreign Disclosure code of FD5 (releasable to foreign students). Specific Foreign Disclosure

Information: The AMPS/PFPS software or the PFPS Pocket Planning Guide may not be distributed to foreign students although the foreign students may attend the training and utilize the AMPS/PFPS software to complete flight plans. The key word on the markings on the software and the pocket guide is “distribute.” This Foreign Disclosure determination was provided regarding all IERW AMPS lessons via email from SFAE-AV-AS-AME (John Shultz) to the USAACE Foreign Disclosure Officer (Jerry Strickland) on 16 January 2007.

4. Change to lesson 011-0798, IERW Instrument Flight Training, Stage I (HFS) (FSXXI).

Change time from 27.0 to 30.0 to reflect 5.0 hours of flight block time for Warrior Hall simulator periods (from brief time to release time).

5. Change to lesson 011-0799, IERW Instrument Flight Evaluation, Stage I (HFS) (FSXXI).

Change time from 4.5 to 5.0 to reflect 5.0 hours of flight block time for Warrior Hall simulator periods (from brief time to release time).

SUBJECT: Change #8 to Initial Entry Rotary Wing (IER W) Common Core Program of Instruction (POI), 2C-IERW (COMM CORE), dated 25 Nov 08

1. Change #4, dated 15 Apr 10 to Initial Entry Rotary Wing (IERW) Common Core Program of Instruction (POI) is rescinded effective 27 Jan 11.

2. On 18 March 2010, Deputy Commanding General, BG Thomas, directed changes to the IERW Common Core POI that increased total flight hours per student by 3.2 hours. The additional flight hours were to be trained during the Basic Warfighter Skills (BWS) stage for validation and were dependent upon the approval of increased funding. The FTG validation process began 9 Jul 10 and was scheduled to terminate on 27 Jan 11. The funding was not approved; therefore, the flight hours will be changed from 24.5 back to 21.5.

3. The following pen and ink changes to the POI are approved:

a. Page 2-2; change Estimated Flight Hours from 125.0 to 122.0. Change Course Remarks to read, "This course contains 121.1 hours of flight instruction, with 83.6 hours conducted in the aircraft and 3 7. 5 hours conducted in the flight simulator".

1. Change #3 to IERW Common Core POI dated 26 Feb 10 authorized the IERW Common Core students to be taught Holding Procedures (011-267-1074), Radio Navigation (011-267- 1172), Non-Precision Approach (011-267-1176), and GPS Aided Navigation (011-267-2049) using the civil GPS (SystemGNS430 and GNS480) during the Instruments Stage of training.

2. It has been determined, during the current validation process, that task GPS Aided Navigation (011-267-2049), is not required to be taught since the other tasks listed in paragraph 1 are taught utilizing the GPS as one of the types ofNavigational Aids.

3. This change is authorized to eliminate this redundancy and is effective upon receipt.

SUBJECT: Change #4 to Initial Entry Rotary Wing (IER W) Common Core Program of Instruction (POI), 2C-IERW (COMM CORE), dated 28 Nov 09

1. During a briefing on 18 March 2010, Deputy Commanding General, BG Thomas, directed changes to the IERW Common Core POI that increases total flight hours per student by 3.2 hours. These additional flight hours will be trained during the Basic Warfighter Skills (BWS) stage of training starting with class #10-10 that began on 3 March 2010 and will start BWS on 9 July 2010. As a result of the increase in flight hours, the following pen and ink changes to the POI are approved:

a. Page 2-2; change Estimated Flight Hours from 122.0 to 125.0. Change Course Remarks to read, "This course contains 124.3 hours ofjlight instruction, with 86.8 hours conducted in the aircraft and 37.5 hours conducted in the flight simulator".

b. Page 4-49, Lesson 0760, Basic Warfighter Skills Flight Training, Remarks; change Flight Hours from 20.3DF to 23.4DF. Lesson 0761, Basic Warfighter Skills Flight Training Evaluation, Remarks; change Flight Hours from 1.2 DF to 1.3 DF.

c. Page 4-57, Module K, Summary of Flight Hours; Change Basic Warfighter Skills Flight Training DF and Total from 21.5 to 24.7.

2. Global Positioning System (GPS)

a. This POI change also authorizes the IERW Common Core students to be taught Holding Procedures (011-267-1 074), Radio Navigation (0 11-267-1172), Non-Precision Approach (0 Il-267-1176), and GPS Aided Navigation (011-267-2049) using the civil GPS (SystemGNS430 and GNS480) during the Instruments Stage of training. Reasons for including training using GPS in the IERW Common Core course:

(I) IERW Common Core provides the foundation training for all Army Aviators using the TH-67 and OH-58 as training helicopters. All Army Aviators across all airframes must perform tasks of Emergency GPS Recovery and Electronically Aided Navigation and therefore the core training for ai!IERW students should include training utilizing a GPS.

(2) The FAA Next Generation Air Transportation System (NextGen) is a transformation ofthe National Airspace System (NAS). NextGen represents an evolution from a ground-based system of air traffic control to a satellite-based system of air traffic management. The NextGen plan is already in progress and will result in The FAA plan all future IFR Navigation and approaches to be conducted without the use of ground based navigation aids. Many ground based navigational aids, within the local flying area, have already been identified for closure. There are currently GPS approaches in the local flying area that provide training opportunities and will reduce congestion for IFR training traffic over remaining ground-based navigational aids.

3. These changes are effective with IERW Class 10-10 starting 3 Mar 10.

b. EURO-NATO pilot training selection specified by USER(s). English Comprehension Level (ECL) 80 specified by DOD. Medical qualification for aviator training verified by US Army Aeromedical Activity at training location.

c. Foreign Military Training (FMT) students selection specified by participating country. ECL 80 specified by DOD. Medical qualification for aviator training verified by US Army Aeromedical Activity at training location.
