FOUO‐Source Selection Sensitive – See FAR 2.101 and FAS 3.104

ENERGY CONSERVATION MEASURES

1. Energy Conservation Measures (ECMs). An energy conservation measure (ECM) is defined as a modification which has been determined to be likely to improve the efficiency of energy use and to reduce energy costs in an amount sufficient to enable payback within the useful life of the modification. The Department of Energy has established a comprehensive list of (ECMs) that should be carried out in Federal buildings. This list is provided in 10 CFR Part 450, Subpart D, 1 Jan 1993, Energy. The Contractor shall perform approved ECMs on a line item basis - indefinite quantity -with respect to the specifications that follow.

C.1.1 Ceiling Insulation. Ceiling insulation shall be that amount which is required to raise the total ceiling insulation to R-Value 30.

C.1.2 Floor Insulation. Floor insulation shall be that amount which is required to raise the total floor insulation to R-Value 19.

C.1.3 Pipe Insulation. Insulation thickness shall be determined from 1989 ASHRAE Fundamentals Handbook, Chapter 22, Table 11. Insulation shall be clean and dry when installed and kept dry during finish application. Materials shall be installed neatly with smooth and even surfaces. Jackets shall be drawn tightly and smoothly fastened down on longitudinal and end laps. No scrap pieces shall be used where a full-length section will fit. All surface finishes shall be extended to protect all surfaces, ends, and raw edges of insulation. Insulation shall continue through pipe hangars and pipe sleeves.

C.1.4 Small and Large Commercial Package Air Conditioning and Heating Equipment. Small and large commercial package air conditioning and heating equipment, packaged terminal air conditioners and heat pumps, warm-air furnaces, packaged boilers, storage water heaters, instantaneous water heaters, and unfired hot water storage tanks shall meet or exceed the 1 January 1994 standards specified in Public Law 102-486, Subtitle C, Section 122, 24 OCT 1992, Energy Policy Act of 1992.

C.1.5 High Efficiency Motors. High efficiency motors shall meet or exceed the energy conservation requirements of Public Law 102-486, Subtitle C, Section 122, 24 OCT 1992, Energy Policy Act of 1992. Motor controls shall increase efficiency of operation not less than five percentage points for two Hp motors or less and not less than three percentage points for

2.1 Hp - 15 Hp motors.

C.1.6 Residential Oil Burners. Residential burners for oil fired heating equipment shall be certified by the manufacturer to be capable of yielding an efficiency rating of 82 percent or higher in a new furnace as measured by a standard steady state efficiency test measuring CO3 and stack temperature.

C.1.7 Fluorescent Lighting. Standard fluorescent lighting shall be replaced with energy efficient T8 lamps, electronic ballasts, fixtures, and lenses. Total system efficacy shall exceed 90 lumens/watt. Fixture and troffer/lens shall be approved by the Government.

C.1.7.1 Electronic Ballasts. Electronic ballasts shall meet the following criteria: UL listed Class P, Sound Rated A, total harmonic distortion less than ten percent, flicker less than ten percent, designed to withstand line transients per IEEE 587 category A, and a three year warranty.

Approved manufacturers are: Advance Transformer Co. MagneTek Triad, ELBA, Electronic

Ballast Technology, ETTA Industries Inc., Howard, Motorola Lighting Inc., OSRAM Corporation, Smallwood P C/Sci., Toshiba Electronics, and Valmont Electric. No substitutions shall be made without Government approval.

C.1.7.2 T8 Fluorescent Lamps. Fluorescent lamps must meet applicable sections of ANSI C82 and C78. In general, lamps shall be 265 mA T8 rapid start type as follows: two lamps shall be 17 Watt F17T8, three lamps shall be 25 Watt F25T8, four lamps shall be 32 Watt F32T8, two U-tubes shall be 31 Watt FB31T8. Approved manufacturers are: General Electric, Mitsubishi, OSRAM Corporation, Panasonic, Phillips, SLI and Sylvania. No substitutions shall be made without Government approval.

C.1.8 Compact Fluorescent Lighting. Compact fluorescent bulbs shall replace standard incandescent bulbs. The Color Rendering Index (CRI) shall be 82 or above. Approved manufacturers are: General Electric, Mitsubishi, OSRAM Corporation, Panasonic, Phillips, and Sylvania. No substitutions shall be made without Government approval.

C.1.9 Exit Signs. Light Emitting Diode (LED) exit signs shall replace incandescent and fluorescent exit lights. Rated bulb life shall exceed ten years. The sign shall use eight watts or less per face. Signs shall be UL listed under the 924 Standard and meet or exceed OSHA requirements, the NFPA Life Safety Code, and the National Electric Code. Signs must be approved by the Fire Prevention and Protection Division of the Directorate of Public Works.

C.1.10 Motion Sensors. Motion sensors shall be UL listed 67E4 for ultrasonic models and 27D9 for passive models. The sensors shall have a LED positive detection indicator. A recessed adjustment shall allow for relay setting from 30 seconds to 30 minutes. Each sensor shall have at least a three year warranty against defect. The Contractor shall use Mytech Corporation sensors or Government-approved equivalent.

C.1.11 Water Consuming End Equipment. Shower heads, faucets, water closets and urinals shall meet or exceed the water conservation standards of Public Law 102-486, Subtitle C, Section 123, 24 OCT 1992, Energy Policy Act of 1992. Equipment chosen to fulfill this requirement shall be approved by the Government.
