INDUSTRY QUESTIONS
# Question Answer
1 We request that the question due date be extended until at least after the site visit.
Questions deadline shall be extended to after site visit.
See RFP Amendment #2
2 RFP Page 93 h. Indexing states “…Tab indexing shall be used to identify sections.” Can the Government please remove this requirement given that the proposal is to be submitted via electronic means?
For electronic proposals, tabbing is not required. RFP shall be amended to reflect this.
3 RFP Page 92 titles Volume I “RFP Documents.”. RFP
Page 93 titles Volume I “General”. Can the Government please identify what the correct title is for Volume I?
IAW Addendum to FAR 52.212-1 - 4. Proposal
Content Volume 1 shall be titled "General"
4 RFP Page 93 4. A. Volume I – General Tab C states
“Section B shall be submitted fully complete and error free. It shall contain the offeror’s prices for the established Contract Line Item Numbers (CLINs).” RFP
Page 95 Volume III – Price Tab C states “The pricing schedule shall be submitted fully complete and error free. It shall contain the offeror’s prices for the established Contract Line Item Numbers (CLINs) which shall include…” Does the Government want the completed CLINs included in BOTH Volume I and
Volume III?
Yes
5 RFP Page 94 Volume II – Technical Tab C states “List of Tables and Drawings and/or Cross Reference Matrix
(if applicable). Offeror’s could make an argument either way for the applicability of a cross reference matrix.
Would the Government like offerors to include one?
It shall be the offeror's choice on how they plan to illustrate how they intend to complete all required PWS tasks.
6 RFP Page 95 Volume III – Price Tab C ii states “ii. The
Offeror shall add CLINs for each period of performance and provide a total price at the bottom of the Pricing
Schedule for all CLINs.” Please verify that you want offerors to add their own CLINs to each Period of
Performance.
Offeror shall only fill in the given CLIN amounts for each period of performance as illustrated in Section B and the Pricing Sheet.
7 Would the Government like offerors add the above identified CLINs to RFP Section B?
Yes
8 In the past year, there has been a firm to submit an unusually high amount of low, unrealistic price offers on Refuse and Recycling/ISWM contracts, some as much as 20-40% lower than the IGCE and/or the 2nd contractor in line. Please elaborate on the Army’s evaluation criteria for the RFP in the even that a firm bids this low, and in what scenario would a low, unrealistic bid be thrown out. Would the Government please add a price realism clause to the contract?
All submitted proposals shall be evaluated for
Technical Acceptability and Price Reasonableness.
Prices with low, unrealistically low amounts are usually dismissed as Technically Unacceptabile.
9 RFP Page 95 Volume III – Price Tab C is titled
“Contract Pricing Schedule & Pricing Narrative”. There is no guidance regarding the content of the narrative.
Can the Government please identify if there is specific information they would like included in the pricing narrative?
Contractor is to provide what is requested IAW RFP
Page 95 Volume III – Price Tab C :Contract Pricing
Schedule & Pricing Narrative: i: The Offeror shall separately price CLINs. For the purpose of price evaluation, the Offeror shall include a Pricing Matrix in contractor-own format, by contract period that details the calculation of its proposed daily fixed prices for the Phase-in period of 10 days and proposed monthly fixed prices for Base Period, and subsequent option periods.
10 PWS 4.2 states that the Quality Control Plan is due within 30 days of contract award, however 6.0
Deliverables Item 1 states 3 months, can the
Government please deconflict?
Amended RFP to resolve this disconnect. QCP is due within 30 days of contract award, subsequent changes must be submitted and approved for written approval by KO five(5) working days prior to implementation.
11 PWS 8.6.9 states that the Health and Safety Program is due within 30 days of contract award, however 6.0
Deliverables Item 3states 10 days, can the Government please deconflict?
Amended RFP to resolve this disconnect. Both are due within 30 days after contract award
12 PWS 8.7.2 states that the Waste/Recycle Collection
Report must be provided quarterly, however 6.0
Deliverables Item 14 states monthly, can the
Government please deconflict?
Amended RFP to resolve disconnect. IAW Annex A
PWS 8.7.2. "The specific reporting elements will be mutually determined by the COR and Contractor during the Contract’s phase-in period and adjusted as necessary throughout the contract."
13 PWS 8.1.7 states that the Container Cleaning Frequency must be conducted quarterly, however 6.0 Deliverables
Item 17 states monthly, can the Government please deconflict?
Amended RFP to resolved disconnect. Annex A PWS
8.1.7. containers shall be cleaned on quarterly basis. A recycling container cleaning schedule shall be submitted to the COR for approval during Phase-in".
Deliverable Schedule 17: List of Containers cleaning/sanitizing monthly should detail the containers scheduled for cleaning / sanitizing that month.
14 RFP Page 92 states that Volume III format should be
MS Word 2013 or earlier compatibility or Adobe PDF.
Is it acceptable to provide the Pricing Matrix identified in RFP Page 95 (C. Volume III – Price, Tab C i) in
Excel format?
Yes
15 Attachment 1 Annex A. Paragraph 2.1.6 subparagraphs appear to be mislabeled as 2.1.7.1 and 2.1.7.1 instead of
2.1.6.1 and 2.1.6.2. Would the government please adjust the numbering?
Updated.
16 Attachment 1 Annex A. 6.0 Deliverables table does not have a number 12. Is 12 intentionally left out or is something missing? Would the government please add the requirement or adjust the numbering?
Updated.
17 Attachment 1 Annex A 7.0 Related Documents.
Contains two paragraphs 7.1 and is missing paragraph
7.2. Would the government please adjust the
numbering?
Updated.
18 Attachment 1 Annex A paragraph number 7.1.1.39. is missing. Was this mis-numbered or is there a missing requirement? Would the government please add the requirement or adjust the numbering?
Updated.
19 Technical Exhibit 2 does not list any Compactors or
Roll Off cans. Could the government please provide information on how many 32yd. compactors are needed? How many 10yd, 20yd, & 30yd open top roll off cans are needed for this contract as provided by the contractor? What is the frequency these compactors are dumped?
Refer to Technical Exhibt 9
20 Will the government consider a phase-in period longer than 10 days? Ten days is not enough time to procure and outfit 900 new containers.
Historical follow-on requirements have not been an issue with a 10 day phase in. The current contract only offers a 10 day Phase-in.
21 What annex is the guiding document? Annex A and
Annex E? What if they contradict each other as they do in Annex A-7.5.4 8 YD containers need…polyethylene lids vs Annex E-2.3.1 containers need metal lids (please confirm type of lid needed). This is very confusing to have to standalone documents that somewhat mirror each other but contradict. Strongly consider the
Government condenses the two documents and provide one document or remove one.
The Annex A and Annex E are the requirements of
IMCOM Readiness. The descrepency will be corrected to metal lids on 8 cubic yard cardboard and refuse.
Annex E 2.4.7. and Annex A
22 Annex A 2.1.2.1 Please consider making the phase in 30 days or longer. Since the 8 yd refuse containers now need to be standup with doors, the incumbent himself would be hard pressed to change out all 527+ 8 Yd refuse containers in 10 days. This is an unrealistic timeline for a Base of this size.
Refer to question 20
23 Annex A 7.5.1.1 Please confirm rear loader needs scales, as the incumbent is currently only scanning the
95 GAL containers and not weighing the containers. If they do need scale, what type of scales are needed.
IAW Annex A PWS 7.5.1.1 On-Board Weighing
System (OBWS) / Recording Responsibilities:
Contractor shall be responsible for providing vehicles
(front, side and rear loading) used in the collection of refuse and recyclable materials. Each vehicle shall have an on-board weighing system capable of generating a weekly report listing each container, date and time of collection, weight (gross, tare & net) and location of disposal and is acceptable for commercial use.
24 Annex A 7.5.1.1 Why are the scales needed on FEL containers? Please consider removing as this is expensive, time consuming, and a massive pain in the neck and 10 out of 10 times the Government doesn't even use the data that it receives.
Front end loader are required to have on-board scales.
25 Annex 8.15 If items are found from Base housing that have been illegally placed or a command that refuses to use the FEL/RO containers provided to them appropriately, and the contractor alerts the
Government/COR multiple times, at what point will the
Govt step in and relieve the contractor of the obligation of collecting items at no charge? Also, we disagree with the comment that "the contractors level of efficiency for this item is largely dependent on the effectiveness of the contractors refuse collection system." Consider removing, as this is more of a communication effort between COR and Contractor, the COR making sure the commands and base housing understand the correct protocol, and not all on the contractor. If the two do not work together to get to the crux of the problem then these items will continue being placed and dumped incorrectly.
There is no Annex 8.15. However, base housing maintains their own refuse and recycling contract.
26 Annex 8.1.9.1 15% of the PWS is a large increase to not be able to charge additional monies to cover. Consider revising.
PWS will remain as is.
27 Annex 8.1.9.1 Please confirm that this paragraph does not apply to newly added buildings. As the paragraph states 15% increase from "#/size of containers at any collection point". In other words, the 15% only applies to what is on the PWS day 1 of the contract, and any new buildings can be added via modification to the contract with a monetary increase.
Not a question. However, 15% + or - number of containers of all sizes. There were no instances of exercising this requirement during the current contract.
28 Annex A 8.8.1.3/Appendix E 2.3.1 What if recyclable items that are required by the Government to be collected no longer hold rebate value and the contractor must pay to recycle. Will the Government reimburse the contractor for these fees? If so by what payment vehicle?
Refer to Annex A PWS 8.8.2
29 Annex 7.5.4 Please provide exact specs for the OCC 8
YD containers so all bidders are on the same page.
Updated.
30 TE 2. Please reformat the .pdf so that the days of the week are side by side the container location. The current format has 29 pages at the end of days of the week and it is impossible to match them up accordingly.
Updated.
31 TE 3. Who services the used cooking oil container at the
Recycling CC?
A separate contract is in place for all cooking oil.
32 TE 6. How many containers and of what size and frequency are needed for each respective Special event?
This is extremely important because if it is an excessive amount of containers this needs to be bid accordingly and not found out after the fact.
Refer to Annex A PWS 8.3.3. and TE 6. Added a
Pricing List for additional containers.
33 TE 8/Appendix A 2.1.3.2 Please confirm Recycling CC is only open M-Sa in the new contract, as current contractor works M-Sunday.
PWS and TE 8 shall be corrected to show, Open on
Sunday 12:00 PM til 4:00PM
34 CLINS 2003 AA-AE. Please provide average number of hauls per month for each respective CLIN. This information should be readily available to the
Government if the current contractor submits the monthly reports as required. The last 3-6 months would be sufficient.
Refer to TE 9.
35 Annex A 7.5.2 Please confirm that all roll-offs and compactors that are currently on the base are adequate to perform on the follow on contract. If not, please provide exact specs so everyone is on the same page bidding this contract.
It is responsibility of the successful bidder to ensure all containers meet the desired condition of the equipment prior to start of the contract.
36 Annex A 8.8.1.1. We understand that glass isn't actually being recycled currently. Please clarify.
Glass is collected at the CC & recycled.
37 Factor 2, Price: In the past year, there has been a firm to submit an unusually high amount of low, unrealistic price offers on Refuse and Recycling/ISWM contracts, some as much as 20-40% lower than the IGCE and/or the 2nd contractor in line. Please elaborate on the
Army's evaluation criteria for the RFP in the even that a firm bids this low, and in what scenario would a low, unrealistic bid be thrown out.
IAW FAR 13.305(a)(1) " Cost or price evaluation.
Normally, competition establishes price reasonableness. Therefore, when contracting on a firm-fixed-price or fixed-price with economic price adjustment basis, comparison of the proposed prices will usually satisfy the requirement to perform a price analysis, and a cost analysis need not be performed."
38 Please consider moving back the due date as this is currently due the week after Thanksgiving
No.
39 After speaking with the landfill, it was brought to our attention that the Government and Bi County landfill might have had discussion about Bi County hauling/collecting the Governments containers. Please advise if accurate, the current status, and if these talks have ceased., as a T4C (termination for convenience) mid-contract would not be in any contractors best interest.
Not a question.
40 Will the government allow the trucks to be parked on somewhere on the base or at the Recycling CC?
NO. See Section 2.5.1.5 Annex A for staging equipment for phase in/phase out only. No vehicles will be stored on the installation.
41 Who services the used oil, antifreeze, hazmat materials, etc at the Recycling CC?
Antifreeze - PPOC (Annex A 8.8.1.2); Hazmat
Materials IAW TE * 3.14.2 CC cannot accept
Hazardous Waste
42 What is the amount of the current contract? $7,674,920.00
43 TE 2 does not include or show how many compactors are in use. How many compactors are currently in use?...How many are cardboard?...How many are refuse? How often are each serviced? Is there historical data that shows frequency or tonnage?
Technical Exhibits 9 and 10 have been added to provide requested information
44 TE 2 does not include or show how many roll offs are in use. How many rolloff containers are permanently placed? What is the number and size of each container?
How often is each serviced?
Refer to question 44
45 Where are the 96 gal toters identified in TE 2 placed for collection, are they curbside or does the contractor have to go into buildings to collect? How many days per week are toters emptied currently. Is there a route schedule for toter service? Are all refuse and recycle toters required to be weighed at time of tipping?
96 gallon toters are not curbside. They are placed outside the buildings on the day of service. Contractor does not have to enter building except for the
Education Center.
46 How far in advance of the start date will the awardee be notified? It will take at least a couple of months for FEL cans to be manufactured and delivered per the specifications in the PWS.
The government anticipants award January 2019
