Contractor shall provide refuse waste containers, perform container maintenance & provide all transportation services necessary to perform refuse collection and disposal services IAW PWS 5.1 and Technical Exhibit 2. The contractor shall provide 670 containers located throughout the Fort Campbell Military Installation.
Container quantity may vary by +/- 15%. In the event that the +/- 15% deviation is exceeded for a period longer than sixty (60) days, the Government will retain the right to negotiate new pricing based upon the actual amount of reported containers.
The Contractor shall not add containers in excess of the 15% variation for any container type without prior approval from the COR and Contracting Officer.

This CLIN is for the reimbursement of cost for Service Fees for the removal of refrigerants from white goods (stove, refrigerants and large appliances) as indicated in the PWS. Contractor shall be responsible for the Installation Service Fee for the removal of refrigerants from white goods. Contractor shall be reimbursed for actual cost billed by the Landfill. Other Direct Costs (ODC) are only authorized to the extent that it is necessary for the performance of this contract. The full procedure and terms for the authorization of ODC expenses are prescribed in the PWS. Only those ODC expenses incurred in accordance with the terms and conditions of this contract, PWS, and the associated documents will be reimbursed. The Contractor shall not apply any G&A expense, mark-up or indirect cost rates to any supplies, services, or repair parts provided under this CLIN. The Contractor's invoice will be accompanied and supported by a copy of the supplier's invoice. This is to be left blank.

1. GENERAL: This is a non-personal services contract to provide Refuse and Recyclable Collection and Disposal services to the Fort Campbell Military Installation. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for their personnel or subcontractor personnel associated with the contract.
1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Refuse and Recyclable collection and disposal services. The Contractor shall also provide personnel for the operation of a refuse and recyclable Convenience Center (CC) at Fort Campbell, Kentucky, as defined in this Performance Work
Statement (PWS), except for those items and services specified as government furnished property and services. The

The goal of this non-personal services contract is to obtain contractor provided services and supplies to properly dispose of non-recyclable non-hazardous refuse and recyclables generated at Fort Campbell’s properties/facilities and to maximize the amount of waste that is recycled throughout Fort Campbell. The Contractor shall also do everything possible to help implement Fort Campbell’s Management Initiative which seeks to reduce generation and disposal of non-recyclable waste and increase the collection and marketing of recyclables.
1.2. Background: Fort Campbell Army Installation consists of over 105,000-acres located within the jurisdictions of four counties and two states (Kentucky and Tennessee). It is the size of a small city supporting over 30,000 military personnel, a civilian workforce of over 8,800 people and also home to the second largest Army retirement community in the country with over 125,000 retirees visiting the installation to utilize facilities and benefits.
During the normal course of day-to-day operations, a significant amount of both recyclable and non-recyclable waste is generated from the Army Installation, hospital and training locations. The map, located in Technical Exhibit
