TECHNICAL EXHIBIT 8
CONVENIENCE CENTER STANDARD OPERATING PROCEDURES, FY 2019
GUIDANCE AND INSTRUCTIONS for OPERATION of the CONVENIENCE CENTER on
FORT CAMPBELL
1. GENERAL
1.1. Fort Campbell’s Convenience Center (CC) is operated for persons who work/live on Fort
Campbell. The Center use is restricted to waste material generated on Fort Campbell; however, installation employees, contractors and military personnel residing off post may donate recyclable items to the installation at the CC. Hazardous waste, liquid waste, explosives and other waste not listed as acceptable in this document are prohibited at the CC.
1.2. Military Family members residing on post may use the CC for waste and recycle materials generated at Fort Campbell. Children under twelve years of age must have parental supervision and the approval of the on-duty attendant.
1.3. Security Requirement. The CC personnel will comply with Fort Campbell’s security requirements imposed by the Garrison Commander at all times while on duty.
1.4. Operating Days. The CC is open six days a week with the exception of the four designated
Holidays listed below. Operating hours shall be from 0830 until 1630 Monday thru Friday and
0900 until 1300 on Saturday unless otherwise specified by the Contracting Officer in coordination with the Director of Public Works.
1.5. Designated Holidays. The CC will not provide service on the following holidays:
New Year's Day, January 1 or the Friday preceding or Monday following
Independence Day, July 4 or the Friday preceding or Monday following
Thanksgiving Day, 4th Thursday in November
Christmas Day, December 25 or the Friday preceding or Monday following
1.6. Container Service. CC personnel will notify the Installation Refuse Collection and Disposal
Contracting Officer’s Representative (COR) when the containers need to be serviced (emptied).
The notification sequence is:
(1) COR @ 798-1274, cell 931-980-4700
(2) Alternate COR @ 798-1276
(3) Administrative, Contracting Officer @ 270-798-6536
(4) Contracting Office @ 270-798-7568
1.7. Accident / Fire / Emergency. CC personnel will notify the COR in the event of accident, fire or emergency. CC personnel will also immediately notify the COR of any damage to the fence, building, utilities or pavement. The COR’s office is in Building 846, Telephone 798-1274.
1.8. Performance of Service during crisis declared by the National Command Authority. In the event of a national crisis, the CC personnel will continue to perform services unless directed by the COR at which time the Government will accept responsibility or stop all performance until such time that the CC personnel can resume performance.
2. PERSONNEL
2.1. The contractor shall provide properly trained personnel and any replacement(s) for the operation and maintenance, fire protection, environmental and safety, spill response and public relations at the CC.
2.2. The CC personnel are responsible for proper identification and recycling-stream placement of the materials received at the CC. The CC personnel shall direct authorized users to the appropriate container for material recycling and refuse disposal. The CC personnel will remove improperly disposed items.
2.3. The CC personnel will stop users from disposing of U.S. Government property, per Cam Reg
710-3 and Army Regulation 725-50. The CC personnel will inform users that Government material and /or equipment cannot be accepted at the CC and should be returned to the appropriate unit’s Supply Support Activity (SSA).
2.4. The CC personnel will log-in all users, record vehicle license number or vehicle number along with material brought to the CC.
3. COLLECTION/SEGREGATION OF RECYCLE MATERIALS AND WASTE
3.1. Government Furnished Equipment. The Government will furnish (4) 20 cubic yard (CY), 5 compartment containers for recycle materials delivered to the CC. These containers will occasionally be used at various locations throughout the installation, as directed by the COR only.
The Government will provide the household hazardous waste lockers, secondary containment units, drums and used oil tanks.
3.2. Contractor Furnished Equipment. The contractor will furnish refuse containers and containers for recyclable materials including plastic, glass, cardboard, light gauge steel, heavy gauge steel, aluminum, bulky items, tires, yard waste and scrap wood.
3.3. The contractor will mark each container so the user will know where to place appropriate materials. The CC personnel will ensure that the user places the items in the correct container/location.
3.4. CC personnel ensure that contaminated recyclable materials (such as plastic or glass containers with food) are deposited in the refuse compactor and the user is reminded of proper disposal methods such as rinsing and removing caps.
3.5. CC personnel receive and properly segregate the following materials:

3.6. Plastics. The only plastics accepted in the plastic recycle container are: type 1 (PETE) and type 2 (HDPE) bottles. Customers will rinse plastic bottles and remove caps before placing in recycling containers.
3.7. Glass. Glass is sorted by color (clear, green and amber). All other colors are discarded in the refuse/garbage compactor.
3.8. Scrap Metals. Scrap Metals are sorted into light gauge (less than 1/8 inch in thickness), heavy gauge (more than 1/8 inch in thickness) and aluminum. Additionally, CC personnel will separate and take brass and copper to the Recycle Center. A dedicated recycling container is not provided for brass and copper due to small quantity collected at the CC.
3.9. Pallets. CC personnel separate, store and stack good untreated pallets in rows 15 pallets high or as directed by the COR.
Unusable pallets are discarded into a 30 CY wood container for delivery to Bi-County Landfill.
Bi-County Landfill grinds unusable pallets into mulch for public sale. Contact DPW Contract
Management Branch, 798-1274, for service of the container.
3.10. White Goods. The CC accepts only residential white goods generated on Fort Campbell.
White Goods are placed into a 30 CY container for delivery to Bi-County Landfill. Bi-County
Landfill will extract and dispose of refrigerants.
3.11. Household Batteries. Household batteries (lead-acid) are placed in the battery “ACID
RESISTANT” storage cabinet. CC personnel will notify the Recycle Center when the cabinet is full. The Pollution Prevention Operation Center (PPOC) collects all lithium and nickel cadmium batteries. PPOC contact information is 798-9790.
3.12. MRE Heaters
Two Options:
1. For small quantities: The soldier activates the heater(s) at the CC. Once activated, the used heater(s) is disposed of as a solid waste.
2. For large quantities: CC personnel ensure heaters are collected in a bag and instruct the unit/soldier to transport the bag to the Recycle Center.
3.13. Dead Animals. Dead Animals are transported to Building 5290 within 24 hours of receipt at the CC. CC personnel notify the Refuse Center and will contract COR, 798-1274 to arrange for service.
3.14. Household Hazardous Waste (HHW). The CC accepts only non-regulated Household
Hazardous Waste (HHW). The Government provides household hazardous waste lockers for storage of the following materials:

3.14.1. PPOC collects HHW. Upon completion of the waste inventory, contact the PPOC at 798-
9790 for pick-up service of HHW.
3.14.2. The CC cannot accept Regulated Toxic or Hazardous Waste (RT/HW). RT/HW must be taken directly to the PPOC at 2rd and Wickham.
3.15. Fluorescent Tubes/Ballast. The CC does not accept fluorescent tubes or ballasts. CC personnel will direct military who bring fluorescent tubes/ballasts to Troop Self Help, Bldg 862 on Bastogne Ave and 14th Street. The CC can take light fixtures that have the fluorescent tube and ballast removed.
4. DISPOSAL OF MATERIALS
4.1. The refuse contractor is responsible for transporting solid waste and recyclable materials except batteries and HHW collected at the CC. The CC personnel notify the COR, 798-1274, for service when the containers reach near capacity and always before full capacity. The appropriate facility that accepts the specific materials is shown below:

4.2. The following materials are collected by government agencies as indicated (the Refuse contractor is not responsible for transportation of these materials):

Non-Regulated HHW Serviced by the PPOC
5. ENVIRONMENTAL MANAGEMENT
5.1. Compliance with Laws and Regulations. The CC personnel shall be knowledgeable and compliant with all applicable federal, state, and local laws, permits, DOD, Army, and installation environmental requirements and instructions. The CC personnel must conform to operational controls and activities that, when ignored, can result in significantly adverse environmental consequences. The CC personnel establish policies and procedures that protect the health and safety of employees and the community to minimize or eliminate the risk of environmental pollution.
5.2. Environmental Spills / Releases. CC personnel are responsible for spills or releases to the environment. If hazardous chemicals or POL spills occur at the CC, personnel will contain the spill. While the spill is being contained, the Ft Campbell Fire Department (911) and then the
PWBC Environmental Division (798-9641) shall be notified immediately. The containment and notification of the spill should happen simultaneously. If the party that caused the spill or release can be identified, their name and / or license number is reported to the Environmental Division at
798-9637. The CC personnel are liable for containment and environmental cleanup of the spilled or released substance.
5.3. Oil or antifreeze that is spilled in the overpacks must be cleaned upon detection. Contaminated absorbent or wipes, generated at the CC, must not be disposed of in the normal trash. The PPOC accepts contaminated absorbent or wipes. Contact the PPOC at 798-9790 prior to delivery of contaminated materials.
