Natomas Basin Reach I Staging Analysis July 18, 2016

Intersection turning movement counts were collected during the morning (7 to 9 AM) and evening (4 to 6 PM) peak periods on October 29, 2015 for four intersections at the I-5/Garden Highway interchange and on May 24, 2016 for the remaining study intersections.

Figure 1 shows the AM and PM peak hour turning movement volumes. The peak hours for the West El Camino Avenue corridor are 7:15 to 8:15 AM and 5:00 to 6:00 PM. The remaining intersections have peak hours of 7:30 to 8:30 AM and 4:45 to 5:45 PM. Signal timing plans were obtained from the City of Sacramento for the study intersections.

ANALYSIS METHODOLOGY

Intersection operations were analyzed under AM and PM peak hour conditions using the Synchro traffic analysis software program, which applies the procedures in the Highway Capacity Manual (Transportation Research Board, 2010). The study intersections were analyzed using the performance measures of intersection delay and level of service (LOS). LOS is a qualitative measure of traffic operating conditions whereby a letter rating, from A (the best) to F (the worst), is assigned. These ratings represent the perspective of drivers and are an indication of the comfort and convenience associated with driving. The descriptions of letter ratings and the delay thresholds for signalized and unsignalized intersections are provided in Table 1.

TABLE 1 – INTERSECTION LOS THRESHOLDS

LOS Average Delay (sec/veh) Description

A < 10 Very low delay occurs due to little or no conflicting traffic.

B > 10 to 20 Low delay occurs although conflicting traffic becomes noticeable.

C > 20 to 35 Average delays result from increased conflicting traffic.

D > 35 to 55 Longer delays occur due to a reduction in available gaps. At signals, individual cycle failures are noticeable.

E > 55 to 80 High delays and extensive queues occur. This value indicates volume-to-capacity ratios. This is considered to be the limit of acceptable delay.

F > 80 Delays are unacceptable to most drivers due to over-saturation.

Note: sec/veh = seconds per vehicle Source: Highway Capacity Manual, Transportation Research Board, 2010

The following analysis assumptions were used.

• The heavy vehicle percentage was set to the greater of either the counted value or 3 percent, which is the HCM default recommendation.

• The conflicting pedestrian and bicycle volume were based on the observed counts.

As directed by City of Sacramento guidance, the peak hour factor was set to 1.

EXISTING CONDITIONS

To develop the existing conditions model, the roadway network, traffic control, and counted intersection volumes were entered into Synchro. Volume imbalances at adjacent intersections were corrected by increasing the highest volume movements where necessary. Figure 1 shows the AM and PM peak hour intersection volumes, lane configurations, and traffic control for existing conditions.

Table 2 shows the intersection level of service (LOS) and average delay for the AM and PM peak hours.

Detailed results for volume served, delay, and LOS by movement at each study intersection are provided in the attachment.

Source: Fehr & Peers, 2016

Under existing conditions, the signalized study intersections have LOS D or better conditions during the AM peak hour. The LOS B conditions reported at the I-5/Garden Highway interchange do not reflect observed conditions. Freeway congestion and ramp meter signal operations cause queues that extend onto Garden Highway. As a result, actual intersection delay is worse than reported.

TRAFFIC HANDLING CONFIGURATIONS

The reconstruction of the American River levee along Garden Highway will require various lane and road closures depending on the traffic handling configuration. Tables 3 and 4 summarize the configurations for Contracts 1 and 2, respectively. For each stage listed, the tables note whether the closure will occur during peak hours.

The stages were reviewed to determine which should be analyzed. As noted in Table 3, three traffic handling configurations involving lane closures at the I-5/Garden Highway interchange were previously analyzed.

The findings of this analysis are summarized in a memorandum dated December 16, 2015. Three other configurations are temporary closures conducted during overnight hours, so the AM and PM peak hours will not be affected.

The remaining configurations were retained for analysis. The analysis scenarios are numbered as summarized below. The preliminary traffic handling plan sheets for these scenarios are provided in the attachment.

SCENARIO ANALYSIS

The selected traffic handling configuration scenarios were analyzed using the Synchro model developed for existing conditions. For the initial analysis, no changes were made to the signal timing settings to account for reduced lanes or changes to traffic volumes due to diversion. Also, no adjustments were made to intersection capacity to account for driver distraction, narrow lanes, and/or narrow shoulders due to the construction activity.

For the majority of scenarios, the SACMET regional travel demand model was used to estimate the changes in travel patterns due to the roadway closure. The process was to identify the trips on the roadway (using the “select link” function) and then track the change in the routing of these trips with the roadway closed.

The magnitude of the volume changes was adjusted based on the ratio between the counted volume and the modeled volume for the selected roadway. The initial results were reviewed, and the volumes adjusted using engineering judgment.

For three scenarios, the volumes were not adjusted based on the forecast model. Scenarios 6 and 7 involve only lane reductions rather than roadway closures, so the existing traffic volumes were used for the analysis.

For Scenario 10, the closure of westbound Arden-Garden Connector between Northgate Boulevard and Garden Highway was assumed to divert the existing traffic through the Northgate Boulevard/Garden Highway intersection without affecting any other study intersections.

Figures 2 through 9 show the AM and PM peak hour intersection volumes for Scenarios 1 through 5 and 8 through 10, respectively.

Table 5 lists the intersection operations results for the analysis scenarios. Intersections with LOS E or F conditions are identified.

Notes: Bold and underline font indicates unacceptable LOS F conditions.

1. Delay is reported in seconds per vehicle.

Under Scenario 1, the study intersections would have LOS D or better conditions during the AM peak hour (similar to existing conditions), and all but one intersection would have LOS D or better conditions during the PM peak hour. The exception is Truxel Road/West El Camino Avenue, which would have LOS E conditions due to the traffic diverted from the eastbound Garden Highway closure between Natomas Park Drive and Truxel Road. To mitigate the worse conditions, the signal timing could be modified by shifting 1 second of split time from the westbound through, northbound left and through, and southbound left and through phases so that 2 seconds can be added to the eastbound left phase. Alternately, the signal could be operated in an uncoordinated mode so that sufficient time is provided for each phase. With this change, the intersection would improve to LOS D conditions.

Scenario 2 would have similar conditions to Scenario 1 for the AM peak hour. During the PM peak hour, Scenario 2 would have a second intersection with LOS E conditions since both directions of Garden Highway are closed instead of just one. Both the Truxel Road/West El Camino Avenue and Natomas Park Drive/West El Camino Avenue intersections would have LOS E conditions. As in Scenario 1, the signal timing at Truxel Road could be modified by shifting two seconds to the eastbound left turn phase to improve operations to LOS D. At Natomas Park Drive, the pedestrian signal timing does not allow for shifting of vehicle split times under coordinated operations. However, if the signal were to operate in uncoordinated mode with the current maximum splits, operations would improve to LOS D.

Under Scenario 3, AM peak hour conditions would again be LOS D or better. During the PM peak hour, Truxel Road/West El Camino Avenue would have LOS E conditions and Northgate Boulevard/West El Camino Avenue would have LOS F conditions. With Garden Highway closed between Natomas Park Drive and Northgate Boulevard, traffic would shift to the West El Camino Avenue intersections at Truxel Road and Northgate Boulevard. Shifting two seconds of green time as recommended for Scenarios 1 and 2 at the Truxel Road/West El Camino Avenue intersection would not reduce delays enough. Instead, switching the signal operation to uncoordinated mode using the existing maximum splits would provide LOS D conditions. For the Northgate Boulevard/West El Camino Avenue intersection, average delay can be reduced by shifting 5 seconds from the southbound through phase to the northbound left-turn phase such that LOS E conditions are attained (operating in uncoordinated mode is also an option). Providing LOS D conditions does not appear to be feasible with only signal timing adjustments. The critical movement is the northbound left-turn, and converting a through lane to a left-turn would not work due to high through demand.

Under Scenario 4, the one affected intersection is Gateway Oaks Drive/West El Camino Avenue, which would have LOS F and E conditions during the AM and PM peak hours, respectively. Intersection operations can be improved to LOS D during the PM peak hour by converting a northbound through lane to a right turn lane, which will provide enough capacity for the high right-turn volume. The existing bicycle lane between the right-turn pocket lane and the rightmost through lane will need to be shifted one lane to the left to accommodate the conversion of the rightmost through lane to a second right turn lane. For the AM peak hour, the signal also needs to operate in uncoordinated mode so that enough green time can be provided for the high westbound left-turn volume.

Scenario 5 has similar operations to Scenario 2. While the AM peak hour would LOS D or better conditions, the PM peak hour intersection operations is LOS E for the West El Camino Avenue intersection at Natomas Park Drive. The mitigation recommended for this intersections under Scenario 2 would improve conditions to LOS D.

Under Scenario 6, the lane reduction on westbound Garden Highway at the I-5 Southbound Ramps would have good operations during both peak hours. As noted above, actual intersection operations are worse than reported due to freeway congestion that spills back onto Garden Highway. Since the lane reduction would not affect the approaches to the on-ramp, the intersections at the interchange are likely to operate acceptably under this scenario.

The intersection modifications in Scenario 7 are a lane reduction for eastbound Garden Highway at Natomas Park Drive. Although the traffic handling plan shows a shared left-turn/through lane for the left eastbound approach lane, this would not work with the existing signal phasing, so the analysis assumed a left-turn only lane instead. With this configuration, the intersection would have LOS B operations during both peak hours.

Under Scenario 8, the eastbound Garden Highway closure between Truxel Road and Natomas Park Drive would divert traffic primarily to Truxel Road and West El Camino Avenue. While average delay would increase at the affected intersections, AM and PM peak hour operations would be LOS D or better.

Under Scenario 9, AM peak hour conditions would again be LOS D or better, and one intersections would have LOS E conditions during the PM peak hour. Like in Scenario 3, conditions at Northgate Boulevard/West El Camino Avenue can be improved by shifting 7 seconds from the southbound through phase to the northbound left-turn phase. However, LOS E conditions would remain.

The traffic diversion in Scenario 10 for westbound Arden-Garden Connector would affect only two intersections. The analysis assumes that one of the westbound through lanes at Northgate Boulevard would be restriped as a right-turn lane to provide additional right-turn capacity. The analysis results suggest that intersection operations would be acceptable with LOS D or better conditions. However, the single northbound left-turn lane at Garden Highway/Northgate Boulevard would have a demand volume of more than 800 vehicles per hour. The estimated PM peak hour queue for the northbound left turn would be about 900 feet, which would extend into the upstream intersection located about 430 feet upstream. As a result, intersection operations at Arden-Garden Connector would likely be worse than LOS D.

To mitigate the impact to Northgate Boulevard in Scenario 10, the traffic handling plan could be modified to keep westbound Arden-Garden Connector open through the work zone since the roadway has at least three lanes in the construction area. In this configuration, westbound Arden-Garden Connector would have only one through lane and one right turn lane, and northbound Northgate Boulevard would have one left turn lane and two through lanes (the shared left turn/through lane would become a through only lane). The Northgate Boulevard/Arden-Garden Connector intersection would operate with LOS D or better with this configuration.

TRANSIT IMPACTS

Sacramento Regional Transit has the following bus routes that travel through the study area.

• Route 11 travels along Garden Highway between I-5 and Truxel Road. This route would be affected by the road closures under Scenarios 1, 2, 3, 5, and 8.

• Route 13 travels along Arden-Garden Connector east of Northgate Boulevard and Northgate Boulevard north of Arden-Garden Connector. This route would not be directly affected by road closures.

• Route 86 travels along Garden Highway between I-5 and Natomas Park Drive. This route would be affected by the road closure under Scenario 5.

• Route 88 travels along Garden Highway between Gateway Oaks Drive and I-5. This route would be affected by the road closure under Scenario 4.

The project team will need to coordinate with Regional Transit so that alternate routes can be developed and implemented for each traffic handling scenario.

OTHER IMPACT REDUCING MEASURES

In addition to the mitigation measures identified above, the following measures should be implemented to reduce traffic impacts.

• Coordination with media through press releases, etc. to announce the roadway closure location and duration.

• Advanced message boards on approach roadways to announce the planned closure and to suggest alternate routes during the closure

• Notification of emergency service providers

• Coordination with schools

• Bicycle and pedestrian accommodations at intersections adjacent to closures

SUMMARY

The following mitigation measures are recommended to reduce traffic impacts during the traffic handling stages.

• Gateway Oaks Drive/West El Camino Avenue (Scenario 4) - Convert a northbound through lane to a right turn lane, shift the bicycle lane one lane to the left to accommodate this change, and operate the signal in uncoordinated mode during the AM peak hour

• Natomas Park Drive/West El Camino Avenue (Scenarios 2 and 5) – Operate the signal in uncoordinated mode during the PM peak hour

• Truxel Road/West El Camino Avenue (Scenarios 1 and 2) – Modify the PM peak hour signal timing by shifting 1 second of split time from the westbound through, northbound left and through, and southbound left and through phases so that 2 seconds can be added to the eastbound left phase (or operate the signal in uncoordinated mode)

• Truxel Road/West El Camino Avenue (Scenario 3) – Operate the signal in uncoordinated mode during the PM peak hour

• Northgate Boulevard/West El Camino Avenue intersection (Scenarios 3 and 9) – Modify the PM peak hour signal timing by shifting 5 seconds (Scenario 3) and 7 seconds (Scenario 9) from the southbound through phase to the northbound left-turn phase (or operate the signal in uncoordinated mode)

• Northgate Boulevard/Arden-Garden Connector (Scenario 10) – Maintain one westbound through lane on Arden-Garden connector instead of closing the roadway and modify the westbound and northbound intersection approaches to deliver only one lane of traffic to this leg of the intersection
