Bidder Inquirie 8729718 A file was issued for Amendment 1 drawings A121 thru A151. None of the drawings in this file had any revisions? Was there an intent to issue revisions in these drawings?
Government Response The sheets A121 thru A151 have indeed been revised. The original sheets did not have the wall types called out. The wall types are now tagged on the revised sheets.
Bidder Inquirie 8729721 Several drawings issued in Amendment 2 are actually Amendment 1 version. These would be A114, A401, A402, A403, A405, A406, A407, A602, A611 and LP501. Not sure if there was an intent to issue revisions to these drawings in Amendment 2?
Government Response There were a number of inquiries submitted after Amendment 1 was posted but before
Amendment 2 was posted. Some of these inquiries raised questions that had already been answered by
Amendment 1. The relevant sheets were reuploaded with Amendment 2 to ensure that nothing fell through the cracks.
To be clear, the sheets mentioned in this inquiry were not revised between Amendments 1 and 2. This was intentional.
Bidder Inquirie 8729732 Reposnses to Bid Questions 8658908, 8658915 and 8712464 have made reference to revised bid cost schedule to be used in amendment but none yet have been issued? Will this be issued or do we leave vurrent form line items blank?
Government Response The utility CLINS have been removed from the bid schedule. The revised bid schedule will be included in an amendment.
Bidder Inquirie 8730135 Amendment 2 drawings A114,A401, A402, A403, A405, A406, A407, A601 and
A602 are labeled amendment 1 dated 7.13.2020 and LP 501 is labeled amendment 1 7.16.2020. Can you please confirm that these are the correct drawings, and there is no amendment 2 drawings for these files?
Government Response. That is correct. There were a number of inquiries submitted after Amendment 1 was posted but before Amendment 2 was posted. Bidder Inquirie 8730171 Amendment 1 drawings A121, A123, A124, A131, A132, A133, A141-143, and
A151 are not labeled Amendment 1 and have no revision date or clouds. Can you please confirm that these are the correct drawings for Amendment 1? If they are correct, would it be possible to reissue with clouds?
Government Response. Those are the correct drawings for Amendment 1. Revision dates and clouds have since been added to these sheets. The sheets are otherwise UNCHANGED from Amendment 1
Bidder Inquirie 8730548 Will a new bid form be issued reflecting the CLINs that were deleted?
Government Response. The utility CLINS have been removed from the bid schedule. The revised bid schedule will be included in an amendment.
Bidder Inquirie 8730885 Concerning the PRC-4 in typical 2PN and 3PN bathrooms, is it acceptable for contractor to designate the vertical seam locations to allow for least material waste possible? PRC-4 is a costly material and waste factor can range widely depending on panel layout. Is this acceptable or will a drawing be issued showing the required panel layout for bidding?
Government Response. Locate vertical joints as shown on sheet A-405 and in accordance with Specifications.
Any proposed deviations in panel layouts shall be included in shop drawings for consideration, but bids shall be based on the design shown in contract documents.
Bidder Inquirie 8731807 A-531 shows several details for expansion joint systems and covers. No specification was issued for these. Can you provide a Basis of Design make and model for each of the system components shown on this drawing.
Government Response. No basis of design is provided. Provide products as shown on drawings to meet requirements indicated.
Bidder Inquirie 8732525 Per Spec Section 09 51 00 Paragraph 2.2.2.4 Minimum NRC- 0.70 is required in all rooms other troop gathering rooms which require 0.75. The tile listed on the finish schedule I-002 Armstrong
Dune 1774 only has an NRC of 0.5. Please confirm if the BOD tile is acceptable.
Government Response. Specifications take precedence; ceiling tile must meet minimum NRC as specified.
Basis of design product is to indicate look, pattern, texture, etc.
Bidder Inquirie 8732546 Verification is required regarding the documents required to be submitted with proposals. The front end IFB does not clearly outline what is required to be submited including:
1) Will a Small Business Plan be required?
2) Financial and Bonding Information?
3) Past Performance information?
4) Will original bid bonds need to be sent in prior to bid date and if so to whom?
Government Response.

Bidder Inquirie 8733367 Sheet I-002: For the WP-1 sheets, the finish schedule calls out the color to be
'Cypress' but this is not a color option available for Koroguard Wall Protection Sheets. Please advise.
Government Response. Selected finish must match the color as indicated in the schedule. Basis of design product is to indicate look, pattern, texture, etc.
Bidder Inquirie 8733369 Sheet I-002: For the Chair Rail CR-1, the finish schedule lists Koroseal CH20 as the product. However this product has a vinyl retainer, but the specs call for a chair rail with an aluminum retainer.
Please advise.

(joints are shown cutting through the integral footings) Should this slab area be a 6" slab on grade?

Paragraph 2.3.2.k. indicates "the system shall be capable of being programmed from the panels keyboard." This seems exceptionally proprietary as we find only one major manufacturer is capable of this requirement. Is it the intent of this specification to limit this project to one manufacturer? Is EST an acceptable product?

Reference paragraph 2.16 AMPLIFIERS, PREAMPLIFIERS, TONE GENERATORS. This paragraph includes instructions to "submit data to indicate that the amplifiers have sufficient capacity to simultaneously drive all notification speakers at the maximum rating plus 50 percent spare capacity. This appears to an excessive requirement. Please note the following example. Most manufacturers have multiple taps from 1/8 , 1/4, 1/2 , 1, 2, 4 & 8 watts. A project with 10 speakers tapped at 1/2 watt is sufficient to achieve a passing intelligibility score at 5 watts total. Plus 50% is 7.5 watts. If this same system was computed following the specification it could possibly be as high as 120 watts. What is the actual intent with regard to amplifier sizing?

Reference Paragraph 2.19.1 Fire Alarm/Mass Notification Speaker. Sub-Paragraph a. includes the requirement "speakers shall incorporate a high efficiency speaker for maximum output at minimum power across a frequency range of 150 Hz to 10,000 Hz. ................. " We find no Fire Alarm Manufacturer with a speaker in this frequency range. All speakers are listed, and tested, to UL requirements which are 400 to 4000Hz and passing intelligibility can be achieved within this range. Is 400 to 4000 Hz frequency range acceptable for this project?

Reference Paragraph 2.19.2 Visual Notification Appliances. This paragraph indicates Notification Appliances are to have xenon flash tubes. It appears most manufacturers are transitioning away from xenon strobes and moving to LED strobes which provide for a much lower current draw. Are LED strobes acceptable?

Section 08 51 13 Aluminum Windows
Note "G" under Design Criteria on Plan Sheet S-001 references a 2018 blast standard (UFC 4-010-01 Minimum Antiterrorism Standards For Buildings). However, Paragraph 1.1 of Section 08 51 13 includes a 2017 and 2012 ASTM blast standard. Please review what appears to be a conflict and advise accordingly.

Schluter Designline Trim is designed for ceramic and porcelain tile and not for vinyl wall protection sheets. I have attached the function of this trim per the Schluter Systems website: Schluter®-DESIGNLINE is a border profile for producing decorative designs in interior wall coverings.
The profile is available in stainless steel, stainless steel with structured finish, chrome plated solid brass, and anodized aluminum and is designed to coordinate with RONDEC and QUADEC profiles for outside wall corners.
DESIGNLINE has a 1" (25 mm)-wide surface area and a thickness of 1/4" (6 mm). It is anchored in the mortar bond coat between tile courses via its cross-sectional shape and can be used with thicker tiles by building up the setting material behind the profile.
There are 3D trims available for the vinyl wall protection. Please provide me with some direction on what type of trim would be acceptable.

Note 2 on the Feeder Schedule, found on EP701, includes "Secondary conductors and conduits up to 5'-0" from the building to be provided by Dominion Energy." We have been unable to find any additional information regarding construction of new electrical lines or demolition of existing electrical lines nor any new services information other that what appears to be Dominion Power/Dominion Energy provided work. Please review and confirm Dominion Power/Dominion Energy is providing the work described in CLIN 0005 (Bid Option 003) and this work shall be paid for by the Government or provide a description of what the Contractor is responsible for. Also please confirm Dominion Power/Dominion Energy will provide both the Primary conducts and conductors along with Secondary conduits to 5'-0" from building and ALL Secondary conductors as it would be extremely unusual for Dominion Power/Dominion Energy to terminate the Secondary conductors 5'-0" form the building.

Included in this paragraph is the requirement to remove four (4) feet of existing uncontrolled fill to 5 feet beyond the building's footprint.
