QUESTIONS AND ANSWERS
Pike Island Monolith R33 and R34 Crack Stabilization 2020
Questions and Answer
Q1: Please clarify the sequence of work and payment procedures discrepancies between drawings and specifications regarding the grouting program associated with this project.
* Specification 03 01 30.72 08 (Cold Joint Anchors), Paragraph 2.1.4 (Crack Injection) states that crack injection shall be completed in accordance with Contract Drawing S-206. Note that there is no grouting specification for this project.
* Drawing S-206 implies that drilling and grouting is performed from the top surface of the monoliths and grouting is limited to the crack above the waterline inside the bulkhead recess. The grouting work is to be performed after anchor stressing operations.
* Specification 01 22 00.00 08 (Price and Payment Procedures), Paragraph 1.4.3 (Sealing of Crack from With the Anchors Prior to Anchor Placement) states that crack sealing occurs at each anchor hole and will be measured for payment on the basis of the number of anchors installed. Unit of Measure is Each.
A1: The crack sealing in the anchor holes prior to anchor placement is not the same as the crack grouting. The sealing is meant to maintain grout volume control when placing the anchors. This is to assure the anchors have been fully grouted and no anchor grout has been lost into the crack.
The concrete top of wall demolition can take place before or after the anchor installation. The crack grouting is to be completed only after the top of wall demolition and anchor stressing operations as indicated on the Contract Drawings.
CLIN 0012 has been added to address the crack injection unit of measure identified in Specifications Section 03 01 30.72 08.
Q2: Can you clarify Note 5 on S101? I guess not clarify, but change. This is a LS item that’s up to the Corps to decide. What if the Rep asks for all new grates? There’s no way for us to know or predict, especially without an onsite visit to put eyes on the problem. Please change this to a LF item or an each for say a 3’ section, or whatever they are.
A2: CLIN 0013 has been added to address the trench covers unit of measure.
Q3: What are the weight restrictions for staging equipment (compressor, small crane, etc.) on Monoliths 33 and
34?
A3: Loading restrictions are identified in Specification Section 01 35 00.00 08 Paragraph 1.6.4 Access to the
Project.
Q4: Is there a list of bidders and/or planholders that you can distribute?
A4: There is not a list of bidders and/or planholders, however, the Site Visit Sign In Sheet is available on beta.SAM.
Q5: Drawing C-101, Note 7 states that Gates 1 and 2 may be restricted while the contractor work barge is located adjacent to the river side of Monoliths 33 and 34. Please elaborate on frequency and durations of gate closures so that we can plan our work activities without delay time.
A5: The gate movements will have to be coordinated with the lock personnel. For closed gates, the gates in question would be kept shut for the duration of the work. Any gate operations would be done with the other, operational gates. Restricted gates would remain closed for the duration of the work unless water levels got high enough (see gate schedules) that they would have to open. Any flow up until that point goes through the other, operational gates. See Attachment 5 – Repair Gate Schedule Additional for the gate schedules.
Q6: Would the government entertain the idea of establishing standby rates to compensate the contractor for unanticipated down time during the performance of the work?
A6: No additional provisions will be added to the contract for Contractor's unanticipated downtime.
Q7: Drawing S-207, Note 2 states that Utility Trench Covers are to be replaced only if they are damaged during construction. For the sake of uniformity between bids, please consider providing a quantity of covers to include in the bid.
A7: CLIN 0013 has been added address the trench covers unit of measure.
Q8: Please refer to drawing S-204. Is it acceptable to provide round anchor recesses in lieu of the square ones shown on this drawing?
A8: No, hole geometry shown on the drawings is required.
Q9: Please refer to specification 03 01 30.72 08 (Cold Joint Anchors), paragraph 2.1.2. Is it acceptable to post-grout the anchors with Portland Cement Grout, typically used with rock anchor installation?
A9: The grout used must be in accordance with the anchor manufacturer's recommendations. The grout shall be suitable for conditions exposed to the atmosphere and underwater.
Q10: Please refer to drawing S-206. Crack and Repair Extent Description Note 2 indicates that grouting shall be performed after demolition is complete. We have concerns about debris from demolition activities falling into the existing crack. Is it acceptable to perform the crack injection grouting before demolition of existing concrete?
A10: No, the crack grouting is to be completed only after the top of wall demolition and anchor stressing operations as indicated on the Contract Drawings.
Q11: Could you please provide rebar as-built drawings for the concrete demolition area?
A11: No rebar as-built reference drawings exist for the demolition area
Q12: Section 01 35 00.00 08, part 1.10.2.1 states that 35 days notice is needed for closure. Please consider making this 20 days.
A12: Specifications section 01 35 00.00 08 SPECIAL PROCEDURES Paragraph 1.10.2.1 Temporary Lock closures, changed notification period from 35 calendar days to 21 calendar days.
Q13: Are there any additional specs for the polyurethane injection?
A13: No, the polyurethane injection is to comply with the notes shown on the Contract Drawings.
Q14: Please specify how you want to measure payment for the crack injection (from top of the monoliths). Crack injection companies typically measure it by the linear feet.
A14: CLIN 0012 has been added to address the crack injection unit of measure.
Q15: Please clarify how you want drill injection ports inside the holes. It will be a costly operation.
A15: We do not want to drill injection ports inside the holes. The crack sealing to take place in the anchor holes prior to anchor placement is not the same as the crack grouting. The anchor hole crack sealing is meant to maintain grout volume control when placing and grouting the anchors. This is to assure the anchors have been fully grouted and no anchor grout has been lost into the crack.
Q16: Note 4 on drawing C-201 states, “anchors shall be fully stressed to a tolerance of +/- 2 kips.” Is this referring to the lock-off load? It is understood that lift-off will be required on these anchors and lift-off criteria is 5% of the designed lock-off load. +/- 2 seems tighter than the 5% required for 101 kips. Please clarify the tolerance factor.
A16: Yes this is the lock off load. The anchors shall be fully stressed to a tolerance of +/- 2 kips.
Q17: Can a higher capacity concrete removing equipment be utilized? Section 02 41 00 (3. 1. 1. 1) Spec states to only use 15 – 30 pound hand held hammers. However, 15-30 lbs hammers are very small for the area and depth of concrete to be removed.
A17: Specifications section 02 41 00 DEMOLITION Paragraph 3.1.1.1 Concrete Breaker edited to clarify requirements.
Q18: Can a mini excavator with a hammer be acceptable for use to remove the 10” thick concrete?
A18: Specifications section 02 41 00 DEMOLITION Paragraph 3.1.1.1 Concrete Breaker edited to clarify requirements.
Q19: Can a fiber optic crackmeter be utilized instead of the ones specified?
A19: Specifications section 13 51 00.10 08 INSTRUMENTATION edited to add paragraphs 2.1.1 Vibrating Wire
Crackmeter and 2.1.2 Fiber Optic Crackmeter.
Q20: Please consider extending the questions period to Thursday the 20th or Friday 21st. That would give subs and contractors more time to offer better rates.
A20: Question period will not be extended.
Q21: Are there any existing mooring devices such as dolphins, pile clusters and dead man anchorages between monolith M33 and the subsequent two monoliths? Otherwise can we fabricate them to perform work in the monoliths?
A21: There are line hooks and check posts on monoliths R31, R34, R35 and floating mooring bits on R31,R32, R35 that can be used by the Contractor to tie the work barge to the lock wall when within the lock chamber in coordination with lock operation staff at the project.
Q22: Please consider making the closures for 10 hours on the lock chamber.
A22: No, longer lock closure durations cannot be provided.
Q23: Reference is made to Detail A8 on drawing S-101. This drawing shows a 36” diameter cast iron frame and cover, with the cover weighing less than 100 lbs. My sales rep at Neenah Foundry says that the cover for a 36” diameter opening is approximately 300 lbs. Please clarify your intent.
