About this file
This is a technical specification for instrumentation monitoring on a federal construction contract to repair and stabilize cracks in two concrete river wall monoliths at Pike Island Locks and Dam in Wheeling, West Virginia. The specification requires installation of various types of crackmeters, including vibrating wire and manual 3D crackmeters, protective enclosures, data loggers to collect readings at 15-minute intervals, and saw cuts. It establishes qualifications for instrumentation coordinators and installers. It provides requirements for instrumentation installation plans, product data submittals, testing and calibration, as-built drawings, decommissioning, reading thresholds and responses, and data ownership, integrity and reporting. The contractor must provide all labor, equipment and materials to furnish, install, monitor and report on the instrumentation throughout the contract period and following construction activities.

1.4 SYSTEM DESCRIPTION
The purpose of the work specified herein is to monitor the dimensional stability between the two monoliths at the work area, and the dimensional stability of each of the two monoliths. Monitoring will be performed using instruments including vibrating wire crackmeters, manual 3-d crackmeters, and a sawcut. These instruments will be used to measure dimensional stability of the monoliths prior to, during and following stabilization of the monolith cracks using anchors and cement grout, and supporting construction and demolition. Due to potential access difficulties in the bulkhead slot, vibrating wire crackmeters will be the primary means of sensing movement, with manual crackmeters provided as backup. Specifications for monitoring are found in the paragraph
SECTION 13 51 00.10 08 Page 3

Each crackmeter shall be located and installed in a way that precludes damage to the instrument and wires and does not interfere with construction or navigation activities.
Crackmeters shall be installed according to the recommendations and instructions provided by the manufacturer. The Contractor shall prepare and clean the surface to receive the instrument so that it is clean and free from any debris or particles that will prevent a close fit. The crackmeter shall be installed at the middle of its allowable range so that either extension or compression will be measured. Crackmeters shall be installed spanning construction joints, with end anchors installed on opposite sides of the joint. Epoxy anchors shall be used to affix the crackmeter assembly to the appropriate element to be monitored.
The manual 3-d crackmeters shall be installed to span the longitudinal cracks present in the two monoliths being rehabilitated for the Contract.
The manual 3-d crackmeters shall be installed below the concrete that is to be removed as part of the Contract. Approximate locations of the manual 3-d crackmeters are shown in plan on the drawings.
SECTION 13 51 00.10 08 Page 12

The alert threshold shall be defined as a lateral deflection of greater than 0.25 inch for all displacement-based instrumentation.
The action threshold shall be defined as a deflection of greater than 0.75 inch for all displacement-based instrumentation.
Any issues with the system, apparent movements due to construction, and movements in excess of threshold values shall immediately be brought to the attention of the Contracting Officer or designated representative or designated Representative.
3.3.3 Response to Action Threshold
The Contractor has primary responsibility for safety of personnel and of prevention of damage to existing structures during the contract. In the event of notification of exceedance of an action threshold, the Contractor shall:
a) Immediately perform visual inspection of the affected structure and adjacent structures. If visual indication of deformation or distress is noted, evacuate any persons in the area as necessary.
b) Report in writing to the Contracting Officer or designated representative or his authorized representative the alert condition(s), construction activities at time of the threshold exceedance and one day prior, and visual inspection progress.
c) The Contractor shall immediately cease operations in the vicinity of the affected structure and evacuate personnel as necessary until the Contracting Officer or designated representative or his authorized representative has reviewed the instrumentation data and visual inspection results and permitted the construction activities to proceed.

The drawings shall show the functional relationship and interconnection of components in the system architecture on a block diagram.
3.5 OTHER REQUIREMENTS
In the event automation of an instrument fails to function properly, the Contractor shall manually monitor that instrument until the automation is restored and functions properly. The required frequency of manual monitoring during the event of automation failure shall be one (1) hour, or as directed by the Contracting Officer or designated representative.
The Contractor shall take precaution to make accurate readings on all
SECTION 13 51 00.10 08 Page 14 instruments and prevent damage of any instrument or its proper functioning. The Contractor shall review all data, data plots, and report to the Contracting Officer or designated representative immediately data that deviates from the alert thresholds set based on the initial readings of each instrument in question.
3.5.1 Storage and Handling
The materials, instruments and hardware shall be stored, handled and installed in such a manner as to preclude damage and as prescribed by the manufacturer. The Contractor shall restore or replace, at no cost to the Government, any items damaged or lost during storage, handling or installation. The Contractor shall also maintain and protect all instruments and readout systems after installation as well as all existing instruments.
3.5.2 Additional Readings
